Adaptive management is an approach to recurrent decision making in which uncertainty about the decision is reduced over time through comparison of outcomes predicted by competing models against observed values of those outcomes. The National Wildlife Refuge System (NWRS) of the U.S. Fish and Wildlife Service is a large land management program charged with making natural resource management decisions, which often are made under considerable uncertainty, severe operational constraints, and conditions that limit ability to precisely carry out actions as intended. The NWRS presents outstanding opportunities for the application of adaptive management, but also difficult challenges. We describe two cooperative programs between the Fish and Wildlife Service and the U.S. Geological Survey to implement adaptive management at scales ranging from small, single refuge applications to large, multi-refuge, multi-region projects. Our experience to date suggests three important attributes common to successful implementation: a vigorous multi-partner collaboration, practical and informative decision framework components, and a sustained commitment to the process. Administrators in both agencies should consider these attributes when developing programs to promote the use and acceptance of adaptive management in the NWRS.  相似文献

Many factors influence forest landowner management decisions. This study examines landowner decisions regarding participation in ecosystem management activities, such as a landscape corridor cutting across their private lands. Landscape corridors are recognized worldwide as an important tool in biodiversity conservation. For ecosystem management activities to occur in areas dominated by a multitude of small private forest landholdings, landowner participation and cooperation is necessary. Data from a survey of landowners combined with an analysis of their land's spatial attributes is used to assess their interest in ecosystem management. Results suggest that spatial attributes are not good predictors of an owner's interest in ecosystem management. Other factors such as attitudes and opinions about the environment are more effective in explaining landowner interest. The results have implications for any land manager using GIS data and implementing ecosystem management activities on private forestland.  相似文献

Policies that arise out of conflict or collaboration between specific interest groups and government agencies are often explained by theoretical constructs that fall under the umbrella of group theory. Triangulation theory is one of these constructs and serves to explain the mutuality of interests that exist between government agencies and interest groups expressed as points linking geometric forms. Conflict tends to occur when competing interest groups are excluded from the linkage, in this case between the opponents and proponents of hormone herbicides in the Tala area in Natal, South Africa. In opposition to the use of hormone herbicides were vegetable farmers and their supporters: in linked support were agricultural interest groups who used hormone herbicides, the manufacturers of the herbicides, and the government agency responsible for agriculture. Because of the influence exerted through mutual support by the proponents of hormone herbicides, the formulation of policy decisions directed towards the resolution of the conflict was delayed. When the minister of agriculture finally intervened, the policy decisions were designed to secure the support of those opposing the use of hormone herbicides by introducing issues that cut across those maintaining the discord.  相似文献

In recent years there has been considerable interest in the health of humans and the environment, restoration of contaminated or otherwise degraded lands, and in long-term stewardship of public lands. Unfortunately, it is unclear whether governmental agencies and the public hold similar views about the meanings of these concepts, making policy decisions about restoration and stewardship difficult. In this paper, I explore how the public conceptualizes restoration and stewardship by examining the relative rating of several attributes of restoration, stewardship, environmental health, ecological health, environmental restoration, and ecological restoration. People were interviewed in Santa Fe, New Mexico, USA, near the Department of Energy's Los Alamos National Laboratory. The ratings of attributes of environmental health and ecological health reported in this paper can be used to understand how the public understands these concepts. The attributes rated most highly by the subjects were more similar to definitions in the scientific literature for these terms than they were to those used by the Department of Energy. For environmental health, the highest rating related to human sanitation, while for ecological health the highest rating was for maintaining functioning ecosystems. Reduction of exposure to hazardous substances was rated the second highest for both environmental and ecological health. The wise use of natural resources, preservation of natural resources, and hazardous waste site cleanup were rated the highest attributes of stewardship. These data suggest that both expert and nonexpert perceptions about restoration and stewardship should be incorporated into environmental management decisions.  相似文献

Public concern over the consequences of forest fire to wildland interface communities has led to increased resources devoted to fire suppression, fuel treatment, and management of fire events. The social consequences of the decisions involved in these and other fire-related actions are largely unknown, except in an anecdotal sense, but do occur at a variety of temporal and social organizational scales. These consequences are not limited to the fire event itself. Preparation for the possibility of a fire, actions that suppression agencies take during a fire, and postfire decisions all have consequences, if unknown currently. This article presents an "event-based" approach that can be useful for constructing and systematic discussion about the consequences of wildland fire to human communities. For each of the three major periods within this approach, agencies, communities, and individuals make decisions and take actions that have consequences. The article presents an integrated, temporally based process for examining these consequences, which is similar to others developed in the natural hazards and disaster management literature.  相似文献

Dam removal has emerged as a critical issue in environmental management. Agencies responsible for dams face a drastic increase in the number of potential dam removals in the near future. Given limited resources, these agencies need to develop ways to decide which dams should be removed and in what order. The underlying science of dam removal is relatively undeveloped and most agencies faced with dam removal lack a coherent purpose for removing dams. These shortcomings can be overcome by the implementation of two policies by agencies faced with dam removal: (1) the development and adoption of a prioritization scheme for what constitutes an important dam removal, and (2) the establishment of minimum levels of analysis prior to decision-making about a dam removal. Federal and state agencies and the scientific community must encourage an initial experimental phase of dam removal during which only a few dams are removed, and these are studied intensively. This will allow for the development of the fundamental scientific understanding needed to support effective decision-making in the future and minimize the risk of disasters arising from poorly thought out dam removal decisions.  相似文献

Use of publicly-provided information to promote environmental quality has received somewhat less attention in the environmental management literature than use of other environmental policy tools based on economic incentives such as emissions taxes, subsidies and marketable permits. Yet publicly-provided information may have potential as an environmental policy tool, especially in managing problems of agricultural pollution, due in large part to the existing capability of public information agencies associated with the agricultural research community. Information provided by these agencies is known to be an important factor in decision making in agriculture and may have potential for influencing decisions that relate directly to preserving the integrity of environmental resources. Moreover, this potential may have particular relevance for protecting groundwater quality from agricultural production since the results of contamination are often at least partially internal to the farm decision maker. This paper develops an empirical model to formulate publicly-provided herbicide treatment recommendations designed to protect both the quality of groundwater and the income of farmers. An economic and statistical model of a crop-pest system is used in conjunction with a groundwater loading model to derive the trade-off relationship between producer income and movement of herbicide material through the root zone. The trade-off relationship can provide the basis for formulating herbicide treatment recommendations and can also shed light on appropriate groundwater quality goals.  相似文献

The need for cross-disciplinary scientific inquiries that facilitate improved natural resource management outcomes through increased understanding of both the biophysical and human dimensions of management issues has been widely recognized. Despite this broad recognition, a number of obstacles and barriers still sometimes challenge the successful implementation of cross-disciplinary approaches. Improving understanding of these challenges and barriers will help address them and thereby foster appropriate and effective utilization of cross-disciplinary approaches to solve natural resource management challenges. This research uses a case study analysis of the United States National Estuarine Research Reserve System to improve understanding of the critical factors that influence practitioners’ decisions related to incorporating social science into their natural resource management work. The case study research is analyzed and evaluated within a Theory of Planned Behavior framework to (1) determine and describe the factors that predict practitioners’ intent to incorporate social science into their natural resource related activities and (2) recommend potential strategies for encouraging and enabling cross-disciplinary approaches to natural resource management. The results indicate that National Estuarine Research Reserve practitioners’ decisions related to incorporating social science are primarily influenced by (1) confidence in their own capability to incorporate social science into their work and (2) beliefs about whether the outcomes of incorporating social science into their work would be valuable or beneficial.  相似文献

Science and technology are an integral part of informing public policy on air pollution and transport management. Expectations of science and technology by society and their use by air quality policy makers has led to increasing reliance upon this evidence to promote health and well-being. This can be seen, for example, in the setting of the UK national objectives for air pollutants based on exposure and health effects. This paper addresses three questions. It assesses, through the use of focus groups, the public perceptions of air pollution and the atmospheric dispersion model output from the Atmospheric Dispersion Modelling System-Urban. Then it assesses their understanding of this information and its current presentation to the layperson. Finally, it assesses how their perceptions and understanding influence their solutions to local air quality management in the London Borough of Camden. The results show that participants in the study struggled with the concept of air pollution outside their sphere of experience, and they did not understand the scientific basis or modelling used to inform local policy. This is partly a result of the way this information is presented. They did not relate the technological evidence to their opinions of acceptable solutions or they expressed reluctance to suggest specific options. It is proposed that a well-informed public would make comprehensive decisions on air quality based upon a broader range of factors, incorporating the scientific reasoning and technological information as well as emotive and socio-economic factors. A balance between science and technological understanding with the validity of local expertise will improve air quality policy making to the greater satisfaction of all stakeholders.  相似文献

The Endangered Species Act is intended to conserve at-risk species and the ecosystems upon which they depend, and it is premised on the notion that if the wildlife agencies that are charged with implementing the statute use the best available scientific information, they can successfully carry out this intention. We assess effects analysis as a tool for using best science to guide agency decisions under the Act. After introducing effects analysis, we propose a framework that facilitates identification and use of the best available information in the development of agency determinations. The framework includes three essential steps—the collection of reliable scientific information, the critical assessment and synthesis of available data and analyses derived from those data, and the analysis of the effects of actions on listed species and their habitats. We warn of likely obstacles to rigorous, structured effect analyses and describe the extent to which independent scientific review may assist in overcoming these obstacles. We conclude by describing eight essential elements that are required for a successful effects analysis.  相似文献

Federal land managers are faced with the task of balancing multiple uses and goals when making decisions about land use and the activities that occur on public lands. Though climate change is now well recognized by federal agencies and their local land and resource managers, it is not yet clear how issues related to climate change will be incorporated into on-the-ground decision making within the framework of multiple use objectives. We conducted a case study of a federal land management agency field office, the San Juan Public Lands Center in Durango, CO, U.S.A., to understand from their perspective how decisions are currently made, and how climate change and carbon management are being factored into decision making. We evaluated three major management sectors in which climate change or carbon management may intersect other use goals: forests, biofuels, and grazing. While land managers are aware of climate change and eager to understand more about how it might affect land resources, the incorporation of climate change considerations into everyday decision making is currently quite limited. Climate change is therefore on the radar screen, but remains a lower priority than other issues. To assist the office in making decisions that are based on sound scientific information, further research is needed into how management activities influence carbon storage and resilience of the landscape under climate change.  相似文献

Principles of good practice for collaborative resource management were derived from the literature and their use studied in a range of integrated catchment management processes. Desk-based reviews and interviews with participants allowed the principles to be refined and described within a framework that illustrates the interrelationships between core principles, enabling principles, precursors to a project and the influence of external factors on such collaborative processes. The findings illustrate the importance of these relationships in understanding how success is defined and under what conditions successful outcomes can be achieved. Understanding how these procedural aspects influence outcomes contributes to the wider literature on collaborative resource management that often treats processes separately from their context.  相似文献

Environmental management decisions typically lie at the interface of science and public policy. Consequently, these decisions involve a number of stakeholders with competing agendas and vested interests in the ultimate decision. In such cases, it is appropriate to adopt formal methods for consensus building to ensure transparent and repeatable decisions. In this paper, we use an environmental management case study to demonstrate the utility of a mathematical consensus convergence model in aggregating values (or weights) across groups. Consensus models are applicable when all parties agree to negotiate in order to resolve conflict. The advantage of this method is that it does not require that all members of the group reach agreement, often an impossible task in group decision making. Instead, it uses philosophical foundations in consensus building to aggregate group members' values in a way that guarantees convergence towards a single consensual value that summarizes the group position. We highlight current problems with ad hoc consensus and negotiation methods, provide justification for the adoption of formal consensus convergence models and compare the consensus convergence model with currently used methods for aggregating values across a group in a decision making context. The model provides a simple and transparent decision support tool for group decision making that is straightforward to implement.  相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation.  相似文献

Differences between scientist and policy-maker response types and times, or the “how” and “when” of action, constrain effective water resource management in suburbanizing watersheds. Policy-makers are often rushed to find a single policy that can be applied across an entire, homogeneous, geopolitical region, whereas scientists undertake multiyear research projects to appreciate the complex interactions occurring within heterogeneous catchments. As a result, watershed management is often practiced with science and policy out of synch. Meanwhile, development pressures in suburban watersheds create changes in the social and physical fabric and pose a moving target for science and policy. Recent and anticipated advances in the scientific understanding of urbanized catchment hydrology and pollutant transport suggest that management should become increasingly sensitive to spatial heterogeneities in watershed features, such as soil types, terrain slopes, and seasonal watertable profiles. Toward this end, policy-makers should encourage funding scientific research that characterizes the impacts of these watershed heterogeneities within a geopolitical zoning and development framework.  相似文献

Fire is one of the commonest disturbances worldwide, transforming habitat structure and affecting ecosystem functioning. Understanding how species respond to such environmental disturbances is a major conservation goal that should be monitored using functionally and taxonomically diverse groups such as Hymenoptera. In this respect, we have analyzed the taxonomic and functional response to fire and post-fire management of a Hymenoptera community from a Mediterranean protected area. Thus, Hymenoptera were sampled at fifteen sites located in three burnt areas submitted to different post-fire practices, as well as at five sites located in peripheral unburnt pine forest. A total of 4882 specimens belonging to 33 families, which were classified into six feeding groups according to their dietary preferences, were collected. ANOVA and Redundancy Analyses showed a taxonomic and functional response to fire as all burnt areas had more Hymenoptera families, different community composition and higher numbers of parasitoids than the unburnt area. Taxonomic differences were also found between burnt areas in terms of the response of Hymenoptera to post-fire management. In general the number of parasitoids was positively correlated to the number of potential host arthropods. Parasitoids are recognized to be sensitive to habitat changes, thus highlighting their value for monitoring the functional responses of organisms to habitat disturbance. The taxonomic and functional responses of Hymenoptera suggest that some pine-forest fires can enhance habitat heterogeneity and arthropod diversity, hence increasing interspecific interactions such as those established by parasitoids and their hosts.  相似文献

Sustainable labels are considered the best way for consumers to identify brands with environmental or social attributes on the shelves, and therefore promoted as a means to develop the so-called “ethical markets”. However, little is known about how consumers use these brands. This paper tries to offer complementary theoretical insights on the determinants of sustainable label use by drawing on the economic model of information search; in particular, it examines the influence of two factors on the purchase of such labels: motivation and knowledge. Information was gathered through a structured questionnaire in personal interviews with 289 primary buyers. The study found that education influences directly knowledge, while Motivation influences Label use both directly and indirectly, via Label knowledge. This study concludes that Motivation is the most powerful factor to explain Label use; knowledge is a necessary but not sufficient condition. Even more, consumers may not have a good understanding of sustainable labels and still use them in their purchasing decisions. This suggests that there is a dual processing mode of sustainable labels, both systematic and heuristic.  相似文献

ABSTRACT: Unrelenting pressure on limited surface water supplies requires increasingly sophisticated water management approaches. Climate forecasts of seasonal precipitation and temperature are potentially useful, but the operational water management community currently underutilizes them. However, some agencies in Arizona took unprecedented advantage of forecasts for a potentially wet winter during the 1997–1998 El Niño event. This study investigates use of this information through a series of semi‐structured in‐depth interviews with key personnel from agencies responsible for emergency management and water supply; their jurisdictions ranged from urban to rural and local to regional. Interviews investigated information acquisition, interpretation, and incorporation into specific decisions and actions. While unprecedented actions were taken by some water management agencies and no agencies implemented inappropriate measures, some missed opportunities for more effective response, primarily through inaction. This study reveals a variety of technical factors and institutional characteristics affecting forecast use. Study findings emphasize the need for: (a) closer ongoing relationships between forecast producers and users, (b) increased institutional flexibility to exploit the increasing skill of seasonal climate forecasts, (c) demonstration projects of effective forecast use, and (d) a regional forum to facilitate information transfer between the hydro‐climatic research community and operational water managers.  相似文献

ABSTRACT: Policy and management plans can be enhanced through effective communication between researchers and decision makers. Differences in understanding can come from differences in professional cultures. Scientists deal with facts, proof and incremental progress whereas the decision makers are often faced with perceptions, emotions and deadlines. A case study is presented illustrating the interaction between the political system and science on a water management issue. Irrigation projects in the western San Joaquin Valley of California lead to a situation requiring subsurface drainage and disposal of the drainage water. The original plan was to discharge the drainage water in the Suisun Bay east of the San Francisco Bay. Severe damage to birds associated with selenium in the water led to a reevaluation of irrigation and drainage management options. Federal and state agencies cooperated to establish a San Joaquin Valley Drainage Program (SJVDP) which was to develop plans for solving the problem. Discharge to the Bay was politically eliminated as an option for evaluation, an action criticized by a National Research Council Committee as not being scientifically based. The SJVDP published a Management Plan in 1990 which contained proposals viewed by the scientific community as not necessarily incorrect but not completely justified based on the scientific knowledge at the time. A segment of the Citizens Advisory Committee that was part of the SJVDP consisting of representatives from the interest groups viewed the Management Plan as a negotiated agreement between the environmental and agricultural interests. Presently, an Activity Plan exists, consisting of technical committees to evaluate the current technical and economic evaluation of the management options proposed in the Management Plan. This case study illustrates that factors other than scientific facts have bearing on decisions. Successful management plans must be technically sound, economically viable and socially acceptable. The scientific community needs to evaluate its role in the policy making arena and to focus research on questions of greatest value to decision makers, as well as to scientific peers.  相似文献

The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized.  相似文献
