Abstract

Southeast China is one of the severe soil degradation areas in China. This paper theoretically examines the impact of some important institutional arrangements and policies, like land management pattern, the rural off-farm employment, land property change and changes in prices of agricultural products, on soil degradation in this area. It further conducts some case studies to confirm the potential relationship between the institutions & policies and soil degradation, applying the surveyed and the second hand data. The paper at last makes some conclusions and proposes some suggestions on how to promote soil conservation by improving the ways of policy decision-making and the effects of policies on land use.  相似文献

企业绿色管理已有研究将制度和技术在两个不同的领域进行分析,忽视了绿色管理是对制度和技术压力的反应,两种压力同时并存甚至相互影响.技术创新的"正外部性"和环境问题的"负外部性"要求在分析企业绿色管理行为时,整合制度和环境技术创新以及二者的相互关系.已有文献普遍强调作为强制性制度的环境规制对技术创新的驱动效果,而较少关注制度压力与技术创新的交互作用.通过对企业面临的制度压力和技术压力相互关系的分析,本文构建了基于制度与技术情境的企业绿色管理战略选择模型.企业绿色管理战略是制度压力和环境技术等因素相互作用的结果,对制度压力的反应有助于技术效率的提高,而企业所处的制度情境也影响到其对技术压力的响应方式.针对我国目前的环境监管现状,本文为制定有助于清洁技术采纳和扩散的环境政策提出相应建议.  相似文献

ABSTRACT

Against the backdrop of a heavy carbon lock-in energy structure, China has made considerable progress in renewable energy (RE) development and become a world leader in this area within a decade. Although existing research suggests that rapid RE growth is mainly due to the convergence of economic growth, green industry competition, and energy security concerns under a unique state-led model, they oversimplify the difficulty inherent in RE policy shifting supported by formerly weak pro-RE actors in China’s historical trajectory of a low-carbon transition. By exploring the interaction between international and domestic actors by means of a socialization-based coalition-building framework, this paper aims at analyzing how the capacity building of the RE coalition gets enhanced via institutional anchoring and resource reallocation in the climate socialization process and how the strengthened RE coalition has spurred transformation in China’s RE policy and the challenges they are confronted with.  相似文献

Abstract

Based on data of trade, foreign direct investment (FDI), economic development and environmental conditions in China's 30 provinces between 1990–2002, this paper deals with the impact on Environmental Kuznets Curve (EKC) of trade and FDI in China. The results show no direct impact on EKC of trade, on the one hand. However, trade contributes significantly to economic growth, and has played a positive role in introducing advanced pollution prevention technology and environmental management methodology to China. Therefore, a proactive trade policy will help solve the environmental pollution problem brought by economic growth. On the other hand, there is a positive correlation between FDI and pollutant emission, which proves that FDI does have some negative influence on environment in China due to hasty introduction of foreign capital and inadequate environmental management system in China.  相似文献

BackgroundPrenatal exposure to environmental levels of organochlorines (OCs) has been demonstrated to have immunotoxic effects in humans. We investigated the relationship between prenatal exposure to OCs and the occurrence of otitis media (OM) among Inuit children in Greenland.MethodsWe estimated the concentration of 14 PCB congeners and 11 pesticides in maternal and cord blood samples and in breast milk in a population-based cohort of 400 mother–child pairs. At follow-up, we examined the children's ears and used their medical records to assess the OM occurrence and severity. Multivariate regression analyses were used with adjustments for passive smoking, crowding, dietary habits, parent's educational level, breast feeding and the use of child-care.ResultsThe children were 4–10 years of age at follow-up and 223 (85%) participated. We found no association between prenatal OC exposure and the development of OM. Factors associated with the child's hazard of OM during the first 4 years of life were: mother's history of OM (HR 1.70, 95% CI 1.11–2.59, p = 0.01); mother's smoking habits: current (HR 2.47, 95% CI 1.45–4.21, p < 0.01) and previous (HR 2.00, 95% CI 1.19–3.36, p < 0.01); number of smokers in the home (HR 1.17, 95% CI 1.05–1.31, p < 0.01). After adjustment mothers' smoking habits remained significant.ConclusionWe found no relationship between high levels of prenatal exposure of OCs and occurrence of OM. Passive smoking was found as the strongest environmental risk factor for the development of OM.Interventions to reduce passive smoke in children's environment are needed.  相似文献

Science, politics and environmental policy have for several years been encountering social and institutional as well as scientific challenges, national and international. The normative basis of all sciences is pressurised from three sides: by awareness of the public, who claims more transparency and sensibility from the scientific institutions regarding factual or possible impacts of science-based industrial progress; by the industries, which try to speed up and intensify the industrialisation of knowledge; and by the public policies, which want to see the sciences engaged in ways to mitigate unintended consequences of economic, ecological and social developments. At the same time, environmental policy is undergoing a tremendous sea change both in conceptual and practical matters. Since the Brundtland Report in 1987 and accelerated after UNCED 1992, environmental policy has been struggling to become a groundbreaking new paradigm for the capacity of resolving social and political issues as well. Any successful attempt to alter traditional institutional and mental structures in policy-making toward sustainability presupposes a renewed association of co-operation, deliberation and decision making. Results from theory of democracy, studies in science and technology, and evaluation studies in environmental policy and politics can be utilised for this context.  相似文献

ABSTRACT

This paper interrogates the impact of policy events on the efficiency of carbon market in China. The analysis covers five piloting emission trading schemes (Beijing, Shanghai, Guangdong, Shenzhen and Hubei), particularly focusing on Guangdong pilot for its weak form efficiency and the richness of policy events. Twenty-five policy events between 2014 and 2016 are categorized into seven groups. The efficiency test indicates that only Guangdong ETS has reached weak form efficiency. After exploring the policy events occurred in Guangdong ETS, it finds that although a clear long-term climate policy has been set up over the country, China’s carbon market still has a conservative risk appetite and its governing institutions still needs further development. The policy makers need to be aware of and avoid the negative impacts of policy events to the market evolvement, by introducing effective consultancy process with the stakeholders and nurturing market expectations in the long run. We also find that events like allowance auctions have considerably less impacts than previously expected and argue that auction approach should be considered a preferable option over a free allocation system in the future policy design.  相似文献

Agri-food systems assessment can be performed following official and alternative framings, each linked to different objects of study, methods of analysis, and policy responses. Alternative frames conceptualize agri-food systems as the integration and interaction of humans and the agro-environment (i.e., as socio-ecological systems). This conceptualization allows studying the cross-level, cross-scale, and nonlinear interactions within and between the components of the system and help assess policy proposals, such as food sovereignty, in a more systemic way. To facilitate this, we link reflections and methodologies from complex system thinking and vulnerability studies applied to agri-food systems to propose an integrated framework of assessment, which links the agroecological context and the social function of agriculture, considering actor’s agency and institutional processes. This framework is suitable to analyze agri-food systems in fragile and marginal environments such as the Andean region. We apply the framework to assess vulnerability of local agri-food systems to global change in the southern Ecuadorian Andes, taking into account the role of peasant institutions (agroecological associations, comunas) and indigenous culture. The framework also allows understanding how agri-food policies change the configuration of agri-food systems and determines whether these changes are consistent with communities’ livelihoods reproduction.  相似文献

ABSTRACT

This paper investigates whether environmental regulation affects firm’s performance including productivity, wage and employment using firm-level data in 1996–2007. The identification uses Two Control Zones (TCZ) policy implemented by the Chinese government in 1998, in which tougher environmental regulations were imposed in TCZ cities but not others. By difference-in-differences estimation, we find that tougher environmental regulation leads to larger increase on both total factor productivity and wage, and firms tend to employ fewer workers under pressure of environmental protection. Heterogeneous tests show that the impacts are better for non-pollution intensive firms, non-exporters and SOEs. Finally, we find that R&D input and exiting firms among industry are the driving forces for enhancing TFP and increasing wage and unemployment.  相似文献

BackgroundSystematic review and meta-analysis (SRMA) are increasingly employed in environmental health (EH) epidemiology and, provided methods and reporting are sound, contribute to translating science evidence to policy. Ambient air pollution (AAP) is both among the leading environmental causes of mortality and morbidity worldwide, and of growing policy relevance due to health co-benefits associated with greenhouse gas emissions reductions.ObjectivesWe reviewed the published AAP SRMA literature (2009 to mid-2015), and evaluated the consistency of methods, reporting and evidence evaluation using a 22-point questionnaire developed from available best-practice consensus guidelines and emerging recommendations for EH. Our goal was to contribute to enhancing the utility of AAP SRMAs to EH policy.Results and discussionWe identified 43 studies that used both SR and MA techniques to examine associations between the AAPs PM2.5, PM10, NO2, SO2, CO and O3, and various health outcomes. On average AAP SRMAs partially or thoroughly addressed 16 of 22 questions (range 10–21), and thoroughly addressed 13 of 22 (range 5–19). We found evidence of an improving trend over the period. However, we observed some weaknesses, particularly infrequent formal reviews of underlying study quality and risk-of-bias that correlated with lower frequency of thorough evaluation for key study quality parameters. Several other areas for enhanced reporting are highlighted.ConclusionsThe AAP SRMA literature, in particular more recent studies, indicate broad concordance with current and emerging best practice guidance. Development of an EH-specific SRMA consensus statement including a risk-of-bias evaluation tool, would be a contribution to enhanced reliability and robustness as well as policy utility.  相似文献

BackgroundHealth professionals are key actors in environmental health. Taking on this role requires a certain degree of competence. That is the reason why education in environmental health of health care professionals became a major concern at international level, notably at WHO level. However, in the European Union only the individual Member States are responsible for organizing education and no official body seems to have started outlining recommendations on how to set up this kind of training.ObjectivesWe set out to draw up some propositions for training in environmental health on the basis of the practice of educational institutions involved in training health care professionals.MethodsA survey was conducted in 934 educational institutions involved in training health care professionals in 11 European countries and in Canada.ResultsOur data reveal that, whereas there are many establishments — nearly half of those that replied — engaged in educating health care professionals in environmental health, they do so in a great variety of ways, whether in terms of objectives, content, the number of teaching hours, or their target groups. Moreover, there is only limited evaluation of this training, which makes the question of recognition a very difficult one.ConclusionsNumerous difficulties have been raised in relation to education in environmental health, both by trainers and trainees. Some solutions to these difficulties are suggested but the need of official guidelines keeps going.  相似文献

This paper examines the environment-income relationship in the context of the Environmental Kuznets Curve (EKC), and explores the possible role that factors like governance, political institutions, socioeconomic conditions, and education play in influencing this relationship. The results suggest that the EKC exists for carbon dioxide emissions for cross-country data over the period 1984–2002. However, there is nothing automatic about this relationship; policies designed to protect the environment may be responsible for this phenomenon. Two other significant findings are: one, countries with better quality of governance, stronger political institutions, better socioeconomic conditions and greater investment in education have lower emissions; and two, only around 15% of the countries in the dataset have reached income levels high enough to be associated with an unambiguous decline in emissions. The implications of these results are discussed within the context of the international environmental policy arena and the Kyoto Protocol. One of the main objectives of this paper is to bridge the gap between studies conducted on the EKC and developments in the international environmental policy arena. As a final note this paper emphasizes that one needs to connect the body of knowledge on the EKC hypothesis to the international environmental policy arena, despite the apparent difficulty of doing so. One hopes that future studies will further build on this line of thought.

Abstract

Most environmental issues and policy designing are uncertain and irreversible; therefore, the timing of environmental policy implementation becomes especially important. This paper establishes a random dynamic programming model and analyzes the optimal timing problems in environmental policy under uncertain variables. This model results indicate that two variables have a significant impact on the timing of environmental policy implementation and they work in opposite directions: on one hand, the more uncertain the economy is, the higher the cost of policies implementation will be, and consequently the incentive to immediately adopt the policy will be stronger. On the other hand, the higher the uncertainty of the environment is, the stronger the irreversibility of ecological harm caused by pollutants per unit will be. Therefore, the government should implement new environmental policies as early as possible in order to gain more ecological benefits.  相似文献

Abstract

This paper examines the role and effectiveness of local institutions in the management of forest biodiversity in New Dabaga-Ulongambi Forest Reserve, Tanzania. Data were obtained through questionnaires, interviews, focus group discussions, participatory rural appraisal and field observations. The study revealed that the most remarkable local institutions connected to forest biodiversity management include: Village Natural Resources Management Committee (92%), tree nursery group (79.4%), beekeeping groups (61.1%), fish farming (43.3%), livestock rearing group (33.9%). Main activities carried out by local institutions which directly contribute to the sustainability of forest reserve include: forest patrols, fire extinguish, preparation of fire breaks, planting of trees along the forest boundaries, creation of awareness, arresting of forest defaulters, participation in income generation activities. For the purpose of realization that local communities are capable of managing forest biodiversity through their traditional institutions, the policy should provide tangible opportunity for local communities to meet their needs as they manage the forests.  相似文献

Abstract

Over the past decade, the Chinese government has developed several plans regulations and policy measures related to the development of renewable energy technologies and has implemented a series of pilot projects. Chinese policymakers have spent several years studying how renewable energy policy models that have been used internationally could be implemented in China. Programs are currently underway to implement pilot renewable portfolio standards, or mandatory market shares (MMS) for renewable energy, in several provinces. This paper examines the primary institutions that are involved in promoting renewable policies in China, the structure of the policies that currently are being drafted, and the status of the complementary, national-level renewable energy law being drafted to provide a legal basis for ongoing local and national-level policies. It then examines the legal requirements for promoting renewable energy legislation under the Chinese law-making system. Finally, it provides recommendations for strategies to ensure the smooth implementation of a multi-faceted national renewable energy policy and legal framework.  相似文献

Abstract

Dramatic economic and social changes have taken place in Jiangyin city due to rapid and uneven urbanization and industrialization. The environmental degradation has followed driven by these changes since the 1980's. With the pressures and effects of environmental deterioration, the city has implemented environmental management to hold back the trends of negative environmental changes. From the viewpoint of systems, DPSER is a good model for urban environmental changes to understand the causes, pressure, state, effect, existing responses and future action strategies. We took Jiangyin city, a developed city in South Jiangsu province, East China, as an example, and analyzed the characteristics of environmental changes and urban responses using DPSER model. Some operational strategies have been put forward to direct the city environmental management towards a sustainable road step by step.  相似文献

Abstract

As part of a comprehensive environmental management system, many countries establish emission control targets for mass emissions of a pollutant. Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. The article has three sections: a summary of the implementation experience, issues with the design and implementation of the policy, and policy recommendations.  相似文献

Most agricultural assessments of global environmental change made to date have not focused explicitly on sustainability issues, and have neglected the considerable impacts of shifting agricultural zones, alterations in commercial fertiliser and pesticide use, and changes in the demand for water resources. The current crisis in agriculture, with its economic, political, social and ecological dimensions, has arisen because of the pursuit of a productivity technology/policy model. Conditions for successful common-pool resources management institutions have been systematized by Elinor Ostrom as a set of “design principles for robust governance”. The comparison of two attempts to developing a local informal managing institution for shrimp trawling, 30 years apart (the late 1970s and 2010 attempts), and in the same community (therefore, the same socioecological system—SES) in Southern Brazil, provides a convenient ground to test the hypothesis that the degree of success of each attempt is related to the degree of adherence to Ostrom’s principles. Moreover, the comparison allows investigating how conditions and changes in the SES affect management institutions. Our institutional analysis showed that the 1970s attempt followed a local rule that best fitted almost all principles, which may explain its relative success and longer-lasting activity. However, changes such as the emergence of new technologies and increased fishing activity gradually led to an erosion of the local rule. A low level of group cohesion, regional socioeconomic changes, increased fishing effort, and lack of legal provisions for fishers to develop local managing institutions were the main factors that led to institutional failure in the two evaluated attempts. Additionally, the lack of ability to adapt to changing conditions weakened the continuity of the management regime. Although Brazil has created new fishery co-management policies, strategies to enable institutions at local levels are urgently needed for improved performance.  相似文献

PurposeThe purpose of this paper is to review exposure assessment issues that need to be addressed in designing and interpreting epidemiology studies of phthalates, a class of chemicals commonly used in consumer and personal care products. Specific issues include population trends in exposure, temporal reliability of a urinary metabolite measurement, and how well a single urine sample may represent longer-term exposure. The focus of this review is on seven specific phthalates: diethyl phthalate (DEP); di-n-butyl phthalate (DBP); diisobutyl phthalate (DiBP); butyl benzyl phthalate (BBzP); di(2-ethylhexyl) phthalate (DEHP); diisononyl phthalate (DiNP); and diisodecyl phthalate (DiDP).MethodsComprehensive literature search using multiple search strategies.ResultsSince 2001, declines in population exposure to DEP, BBzP, DBP, and DEHP have been reported in the United States and Germany, but DEHP exposure has increased in China. Although the half-lives of various phthalate metabolites are relatively short (3 to 18 h), the intraclass correlation coefficients (ICCs) for phthalate metabolites, based on spot and first morning urine samples collected over a week to several months, range from weak to moderate, with a tendency toward higher ICCs (greater temporal stability) for metabolites of the shorter-chained (DEP, DBP, DiBP and BBzP, ICCs generally 0.3 to 0.6) compared with those of the longer-chained (DEHP, DiNP, DiDP, ICCs generally 0.1 to 0.3) phthalates. Additional research on optimal approaches to addressing the issue of urine dilution in studies of associations between biomarkers and different type of health effects is needed.ConclusionsIn conclusion, the measurement of urinary metabolite concentrations in urine could serve as a valuable approach to estimating exposure to phthalates in environmental epidemiology studies. Careful consideration of the strengths and limitations of this approach when interpreting study results is required.  相似文献
