基于湖北省沙洋县农地细碎化治理经验,分析了在“三权分置”改革背景下,开展农地细碎化治理的社会路径及其效果、效益。研究结果显示:(1)农民对农地细碎化治理的需求较强,“三权分置”改革可以增强农民的土地获得感和土地调整能力,使他们既作为农地细碎化治理结果的“受益者”,又作为农地细碎化治理过程的“主导者”;(2)借助“承包权”和“经营权”的分离,稳定农户的“承包权”,调整细碎耕地的“经营权”,使“承包者”与“经营者”都可以获取合理的产权预期;(3)地方政府和村集体在土地调整过程中发挥着协调与整合的重要作用,它们通过如理性计算与长远规划等具有地方特色的策略,能够有效提高农地细碎化治理的执行效率。研究发现:农地细碎化治理的社会路径可以实现较好的治理效果,并具有显著的经济效益和社会效益,有助于维护农村的社会稳定与可持续发展。研究建议:伴随农地确权工作进程,当前是实现农地细碎化治理的较好契机。全国其它地区可以结合村庄实际、地方资源与农民需求,选择诸如“经营权”流转、互换等多种适宜的土地调整形式,有效破解农地细碎化困境,进一步提高我国农地资源配置效率。  相似文献

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

The island of Navarino, Chile, located at the extreme southern end of the Americas, is one of the few regions in the world with undivided and only slightly transformed temperate forests. Currently, fundamental issues are being addressed, such as how local fuel wood demands will be met without destroying primary forests and how a sustainable tourism industry may be developed. This study aims to inform these planning processes by providing data on the economic valuation of several non-market benefits provided by the temperate ecosystems of Navarino Island that have relevance to the local population. We focus this valuation on landscape esthetics, nature access restrictions, esthetic and ethno-symbolic benefits at the species level and the existence value of non-vascular endemic species. A choice experiment was applied to a sample of local residents (n = 230). Decisions about future development strategies were influenced by landscape esthetics being threatened by progressing levels of tourist infrastructure, nature access restrictions in favor of both economic and conservationist concerns, continued visits of an ethno-culturally important hummingbird, the protection of a moss endemic to the sub-Antarctic forests and species diversity. From a non-market valuation perspective, local residents favor a low-impact tourism development scenario. Little is known about the monetary value of Chile’s temperate forests. Knowledge of the economic value of Navarino’s temperate forests facilitates the understanding of local natural resource management at the microlevel and assists in formulating conservation policies at the regional and national levels.  相似文献

The complex relationships between governance processes, ecosystem management and biodiversity conservation are receiving growing attention by the scientific community. The scope of research in this field is generally that of identifying main governance factors leading to success or failure in the sustainable management of ecosystems and biodiversity conservation, so to develop appropriate sectoral and intersectoral policies fostering sustainable use of natural resources. In this paper, a methodological approach is first presented and then applied to analyse the impacts of agriculture and rural policies on agro-ecosystem services and biodiversity conservation in the central hills of Tuscany, the Chianti area. This approach is focusing in particular on governance objectives and instruments used in the management of ecosystem services. A share-farming system based on multifunctional agriculture ruled Chianti until World War II. Then, after the abandonment of rural areas by share-farmers, governance objectives and ecosystem management were oriented towards the production of commodities such as wine and olive oil almost ignoring the provision of public goods such as soil erosion and water run-off control and biodiversity conservation. In order to achieve a more sustainable ecosystems management in Chianti, there is the need to develop a multifaceted governance strategy to reward appropriately the supplying of environmental goods and services by farmers.  相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. Many new forms of water governance are emerging in response to economic and social needs and wants, as well as water-related problems such as scarcity, injustice, and conflict. However, there is little evidence on how sustainable these governance regimes are, which would be critical for making progress toward sustainable and just water governance. In this article, we present the results of a transdisciplinary multi-criteria sustainability assessment of alternative governance regimes for Guanacaste Province, Costa Rica. The assessment specifies differences between sustainable and unsustainable governance regimes, while also pinpointing how the current water governance regime performs in comparison to those alternatives. The findings indicate that those governance regimes with just and deliberative stakeholder involvement, secure groundwater reserves, and healthy dry tropical ecosystems were considered sustainable and just. In contrast, the current state of water governance was found to be at high risk of digressing toward unsustainable systems where rural communities lack rights and influence, where economies favor agro-industry and high impact tourism at the expense of rural livelihoods, and where water scarcity overwhelms weak governance. This assessment study clarifies water sustainability goals, asserts the need for transformational change, and offers a pragmatic foundation for actions toward sustainable water governance.  相似文献

Progress towards climate change aware regional sustainable development is affected by actions at multiple spatial scales and governance levels and equally impacts actions at these scales. Many authors and policy practitioners consider therefore that decisions over policy, mitigation strategies and capacity for adaptation to climate change require construction and coordination over multiple levels of governance to arrive at acceptable local, regional and global management strategies. However, how such processes of coordination and decision-aiding can occur and be maintained and improved over time is a major challenge in need of investigation. We take on this challenge by proposing research-supported methods of aiding multi-level decision-making processes in this context. Four example regionally focussed multi-level case studies from diverse socio-political contexts are outlined—estuarine management in Australia’s Lower Hawkesbury, flood and drought management in Bulgaria’s Upper Iskar Basin, climate policy integration in Spain’s Comunidad Valenciana and food security in Bangladesh’s Faridpur District—from which insights are drawn. Our discussion focuses on exploring these insights including: (1) the possible advantages of informal research-supported processes and specifically those that provide individual arenas of participation for different levels of stakeholders; (2) the complexity of organisation processes required for aiding multi-level decision-making processes; and (3) to what extent progress towards integrated regional policies for climate change aware sustainable development can be achieved through research-supported processes. We finish with a speculative section that provides ideas and directions for future research.  相似文献

A combined approach utilizing GIS, Participatory Rural Appraisal (PRA) and Focus Group Discussion (FGD) has been developed for resource mapping in a rural poverty-prone area of Bangladesh. This model integrated GIS and participatory tools to include the voices of the stakeholders in assessing available resources and needs. The resource mapping framework, developed using PRA with local community people and community gatekeepers, was aimed at sustainable resource management, and ArcView GIS was used to digitize the resource maps as a Decision Support System (DSS). A detailed assessment and analysis of the quality, quantity and physical status of resources was first mapped in the field and then digitized using GIS. FGD-based interaction with community people at each union in a subdistrict of Bangladesh revealed stakeholders’ opinions on land and water body management. The present paper demonstrates the power of this model as a policy-making tool for sustainable development and poverty eradication. It also recognized the need for collaboration between interdisciplinary policy planners and researchers to develop and implement a policy on agricultural resource management for poverty-prone areas.  相似文献

Like other developing countries, urbanization in Bangladesh is a growing phenomenon, which is steady in nature but fretfully affects urban sustainability in the wake of lacking in good governance. Despite urban authorities are concerned about this issue, they often fail to address the problems due to the fact of uncontrollable and unpredictable rural to urban migration, and negligence of urban poor’s sustainable living and access to basic services. Virtually the rural poverty problem has been transposed to urban areas, particularly in Dhaka City, Bangladesh. Inadequacy of infrastructural services, basic amenities and environmental goods; environmental degradation; traffic jam and accidents; violence and socioeconomic insecurity are the major challenges which are created through rapid urbanization. This paper provides a general understanding of urbanization in Bangladesh and tries to embrace related sustainability issues and challenges hindrance to sustainable urban development in Dhaka city. In addition, it presents a brief case study of water supply in Dhaka city which introduces an issue of ‘system hijack’. The paper concludes providing some strategies that might be helpful to the policy makers in formulating development policies for sustainable urban services.  相似文献

In the wake of the catastrophic earthquake and tsunami that devastated part of northeastern Japan in March 2011, proposals for reconstruction and rehabilitation are still subjects of debate. The claim by many climate scientists that large-scale extreme events can be expected in the future, with similar catastrophic effects in coastal areas, suggests the need for long-term planning that aims at building resilience, the ability for socio-ecological systems to withstand and recover quickly from natural disasters, and continue to develop. We hypothesize that ecosystems and socio-economic resilience will provide affected communities with flexible barriers against future disasters and greater protection in the long run than will hard/engineering solutions such as high seawalls aimed at ensuring only physical security. Building social/ecological resilience in the Tohoku region will increase general security and is anticipated also to contribute to an enhanced quality of life now and for generations to come. This paper argues that building resilience in the affected area requires a transformation to sustainable agriculture, forestry and fisheries and we describe how the links between satoyama and satoumi, traditional rural territorial and coastal landscapes in Japan, can contribute to this revitalization and to strengthening the relationship between local residents and the landscape in the affected communities. Decision makers at local, regional and national levels need to take a holistic approach based on sustainability science to understand the inter-relationships between these landscapes and ecosystems to develop a robust rebuilding plan for the affected communities. Moreover, this paper suggests that building resilient communities in Japan that demonstrate the strategic benefits of satoyama and satoumi linkages can be a model for building resilient rural and urban communities throughout the world.  相似文献

Australian coastal areas have been identified as highly vulnerable to climate change, with major projected impacts including sea level rise, extreme weather events, increased erosion, and a change in coastal processes and wave patterns. Such impacts would cause coastal settlements and ecosystems to face increasingly uncertain conditions. In response to increased risk, effective coastal management at local and regional scales is needed, with governing bodies providing significant leadership. This research explores the challenges of applying effective adaptation responses to projected climate change in vulnerable coastal systems on the South Coast of the Fleurieu Peninsula, South Australia. In particular, the option of planned retreat as a management response to coastal risk is critically examined, with the incorporation of learning from Byron Bay, NSW. A mixed methods approach was undertaken by integrating documentary interrogation with the analysis of interview responses from key coastal managers. It was determined that despite the increase in adaptation planning and development of management strategy options to manage sea level rise on the Fleurieu Peninsula, there is a lack of implementation of adaptation responses. In addition, planning seems to focus largely on the implications of sea level rise on infrastructure, often overlooking other risks and possible ecological impacts. Inconsistencies in governance are reflected at all levels, indicating a need for comprehensive improvements to ensure the incorporation of appropriate risk responses into planning decisions.  相似文献

乡村生活空间网络是一定地域乡村居民依托社区节点,通过日常生活实践彼此联系而形成的社会空间系统,探究其空间结构与优化策略对认识乡村生活空间内涵、重塑乡村日常生活秩序具有重要意义。以江汉平原典型乡建片区培育的9个节点社区为研究对象,基于乡村生活空间网络三元系统,构建社区生活质量指标体系,运用改进引力模型与社会网络分析法描述网络结构总体与节点特征,提出乡村生活空间网络优化策略。研究表明:区域乡村生活空间网络结构处于发育阶段,网络兼具整体松散与局部集聚特征,社区间联系正在加强;乡村生活空间网络节点质量有待提升,网络呈现层次清晰的3级节点体系,核心节点虽具有无法替代的网络地位但本身质量不高,次级节点的结构具有相似性需要择优培育,边缘节点需要丰富网络内外联系;基于此,必须构建“1心、8点、1轴、3区”的乡村生活空间网络结构。为评估并识别区域网络节点特征,预测并构建区域网络化发展体系提供了新思路,为平原农区的乡建片区提供了网络化发展的新模式。  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. While many national governments struggle to maintain global climate change as a high priority issue, many local governments are taking action to fill the policy gaps. This study examines how local governments across the United Kingdom of Great Britain are reframing climate change. We compiled a dataset of newspaper publications covering climate change over a 10-year timeframe, plus survey and interview responses from local governance practitioners, to identify a shift in national discourse that has changed the priority level of climate change in UK local governance. This paper argues that many local governments are strategically reframing climate change as alternative issues in order to make progress in climate adaptation planning.  相似文献

Increasingly, emphasis is being placed on the role of indigenous or locally crafted natural resources management systems in sustainable natural resources management. While it is generally agreed that their potential to sustain and protect natural ecosystems exists in large measure, such systems are increasingly facing diverse internal and external pressures that threaten their viability. These pressures include demographic and economic change, land privatisation policies, renewable energy investment projects and large-donor-driven livelihood projects. Such pressures and their complexity raise the need to understand how local communities organise to protect resources they collectively value in the face of both internal and external pressures. Based on empirical data collected through interviews, participant observations, focus group discussions and a questionnaire survey conducted with local level actors in Shisholeka village of Central Zambia, this paper shows how local actors, in the absence of state support, react to internal and external pressures to develop robust and locally suited governance and institutional arrangements that best suit their interests in order to sustain their resource base.  相似文献

新常态下,我国环境承载力已经达到或接近上限,农村水环境也存在着"边治理、边污染"和地方政府监管乏力问题,究其根源是缺乏农村水环境治理的内生机制,在中央政府投入大量精力、财力的同时,其他利益相关主体却存在不同利益诉求和行为导向冲突,因而厘清农村水环境治理行动中的主体博弈关系有助于突破此现实困境,形成良好的行动机制。本文利用演化博弈模型,分析了地方政府、企业和农户三方博弈主体在农村水环境治理行动中的演化过程。研究结果表明,系统演化具有多重复杂情景,在良好的演化情景下,只要农户参与治理的意愿高,地方政府最终将趋向于引导行动,企业也相应选择净化策略,三方实现共同治理,农村水环境质量将得到显著改善;相反地,在不良演化情景下,即使农户愿意参与治理、或企业愿意采取净化策略,都无法得到地方政府的支持和系统中其他主体的响应,系统将锁定于不良状态,最终造成农村水环境治理的"公地悲剧";在一般情景下,通过调节各方策略的参数值,发现只要地方政府和企业联合起来致力于通过一系列引导和扶持策略保障农户从参与农村水环境治理中获得切实利益,可使系统跳出不良状态,形成三方共同治理的良好局面。实例分析结果进一步验证了只要政府和企业联合行动以切实保障农户的利益,就有利于促进农村水环境质量提升。据此提出促进三方共同参与、保障农户利益的农村水环境治理行动对策建议。  相似文献

While the role Aboriginal people play in environmental governance programs are often underpinned by the Crown, Aboriginal peoples are ratifying negotiated agreements with mining proponents to ensure their issues and concerns are addressed. This paper examines Aboriginal participation in mine development to show how more inclusive social and environmental development models can support a more sustainable development. Through two complementary processes, negotiated agreements and environmental impact assessment, Aboriginal peoples are maximizing their benefits and minimizing the adverse impacts of a project to create a more sustainable resource development. Case study analysis of the Galore Creek Project in northwestern British Columbia, Canada, illustrates how environmental impact assessment and negotiated agreements can co-exist to positively contribute to a successful mineral development, and hence operationalize sustainability within this context.  相似文献

Sustainability in forestry is a complex amalgam of trade-offs among its various dimensions and there is no easy route to achieve sustainable development. It is important that policy process and implementation strategy of these policies should be based on sound information about these trade-offs. There is a growing consensus amongst key forest decision-makers in Bangladesh that traditional forestry is needed to make the transition to more sustainable forestry, which is likely to involve local people in forest management. As a result, the government has initiated a social forestry program from 1981 with the assistance of the Asian Development Bank (ADB) loan and the United Nations Development Program (UNDP) grant and operated mainly in Sal forest areas. The most important objective of this program is to protect, manage, and develop forests in a sustainable way by involving local communities. Although several studies have focused on the management issues of social forestry, none of these studies has evaluated the indicators of sustainable social forestry. The purpose of this study is to evaluate the criteria of sustainable development of social forestry in Bangladesh. The study is based on primary cross-sectional data collected using the multistage stratified sampling technique. In total, 581 social forestry farmers were selected randomly and interviewed using a pre-tested questionnaire. The study evaluated some important components of sustainable development and identified the following conditions of social forestry in Bangladesh:(i) almost all the components of sustainable development of social forestry, although not at the aspiration level, were at good condition;(ii) participants were interested and committed to work with Forest Department in developing social forestry;(iii) they had been utilizing both hard and soft technology in practicing social forestry, although there exists ample scope of development;(iv) income of participants after involving in social forestry had increased, although not at satisfactory level; and(v) process of producing social and material goods had been under progress.However, there exist plenty of scopes for sustainable social forestry development through improving the sustainable development components more carefully.Readers should send their comments on this paper to: BhaskarNath@aol.com within 3 months of publication of this issue.  相似文献

China-Africa development cooperation in the rural sector has received an increased attention by researchers and policy-makers given the advantages and disadvantages of China’s contribution to the local economy. However, there is a lack of more reliable and nuanced findings to provide greater insights into the major issues concerning rural development and resource use. This paper aims to position land tenure and foreign investments linkages as a new research angle for understanding the role of land in sustainable resource use and investments. The paper provides a brief overview of China-Africa cooperation in rural development especially concerning agriculture to illustrate the neglect of critical land and resource use issues in policy and practice. The paper briefly discusses the ongoing land tenure reforms in Africa and the policy gaps to be filled through further research. It also discusses how China’s own development model, especially concerning land tenure reform, shares similar trajectories with Africa, which has important implications for the effectiveness of Chinese investments in African land. The paper concludes that there is an urgent need for lesson learning among Chinese and African policy-makers and investors towards tailoring development cooperation to more appropriate land tenure systems for sustainable resource use to the mutual benefit of Chinese and African stakeholders.  相似文献
