Integrated Approaches in Urban Storm Drainage: Where Do We Stand?   总被引:1,自引:0,他引:1  
Integrated approaches to urban stormwater drainage management are being increasingly advocated as necessary for advancing more sustainable and holistic management of urban water environments. In this paper, the status of integrated approaches in the management of urban stormwater discharges to receiving waterways is summarized. The starting point of the paper is with the recent scientific contributions, revealing that integration is being pursued and implemented predominantly at two conceptual levels. These include 1) integrating the technical system with the receiving waterway environment, and 2) considering the interaction and influence of the human system with the technical system through processes such as stakeholder and public participation. Additionally, it is argued that the evolving shift towards the implementation of water-quality-based strategies advances the need for further development and application of integrated models and approaches. The cases of online physically based models for predictive control and integrated source control and public participation are presented as examples of such ongoing developments in pursuit of integrated urban stormwater management.  相似文献

It is now well established that the traditional practice of urban stormwater management contributes to the degradation of receiving waterways, and this practice was more recently critiqued for facilitating the wastage of a valuable water resource. However, despite significant advances in alternative “integrated urban stormwater management” techniques and processes over the last 20 years, wide-scale implementation has been limited. This problem is indicative of broader institutional impediments that are beyond current concerns of strengthening technological and planning process expertise. Presented here is an analysis of the institutionalization of urban stormwater management across Sydney with the objective of scoping institutional impediments to more sustainable management approaches. The analysis reveals that the inertia with the public administration of urban stormwater inherently privileges and perpetuates traditional stormwater management practices at implementation. This inertia is characterized by historically entrained forms of technocratic institutional power and expertise, values and leadership, and structure and jurisdiction posing significant impediments to change and the realization of integrated urban stormwater management. These insights strongly point to the need for institutional change specifically directed at fostering horizontal integration of the various functions of the existing administrative regime. This would need to be underpinned with capacity-building interventions targeted at enabling a learning culture that values integration and participatory decision making. These insights also provide guideposts for assessing the institutional and capacity development needs for improving urban water management practices in other contexts.  相似文献

ABSTRACT: Geographic Information Systems (GIS) are being used increasingly as a method of preparing, analyzing, and displaying data for watershed analysis and modeling. Although GIS technology is a powerful tool for integrating and analyzing watershed characteristics, the initial preparation of the necessary database is often a time consuming and costly endeavor. This demonstration project assesses the viability of creating a cost-effective spatial database for urban stormwater modeling from existing digital and hard-copy data sources. The GIS was used to provide input parameters to the Source Loading and Management Model (SLANM), an empirical urban stormwater quality model. Land use characteristics, drainage boundaries, and soils information were geocoded and referenced to a base data layer consisting of transportation features. GIS overlay and data manipulation capabilities were utilized to preprocess the input data for the model. Model output was analyzed through postprocessing by GIS, and results were compared to a similar recent modeling study of the same watershed. The project, undertaken for a small urban watershed located in Plymouth, Minnesota, successfully demonstrates that the use of GIS in stormwater management can allow even small communities to reap the benefits of stormwater quality modeling.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

Urbanisation significantly impacts water environments with increased runoff and the degradation of water quality. The management of quantity impacts are straight forward, but quality impacts are far more complex. Current approaches to safeguard water quality are largely ineffective and guided by entrenched misconceptions with a primary focus on 'end-of-pipe' solutions. The outcomes of a research study presented in the paper, which investigated relationships between water quality and six different land uses offer practical guidance in the planning of future urban developments. In terms of safeguarding water quality, high-density residential development which results in a relatively smaller footprint would be the preferred option. The research study outcomes bring into question a number of fundamental concepts and misconceptions routinely accepted in stormwater quality management. The research findings confirmed the need to move beyond customary structural measures and identified the key role that urban planning can play in safeguarding urban water environments.  相似文献

With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

ABSTRACT: Non-point source pollution cuntinues to be an important environmental and water quality management problem. For the moat part, analysis of non-point source pollution in watersheds has depended on the use of distributed models to identify potential problem areas and to assess the effectiveness of alternative management practices. To effectively use these models for watershed water quality management, users depend on integrated geographic information systems (GIS)-based interfaces for input/output data management. However, existing interfaces are ad-hoc and the utility of GIS is limited to organization of input data and display of output data. A highly interactive water quality modeling interface that utilizes the functional components and analytical capability of GIS is highly desirable. This paper describes the tight coupling of the Agricultural Non-point Source (AGNPS) water quality model and ARC/INFO GIS software to provide an interactive hybrid modeling environment for evaluation of non-point source pollution in a watershed. The modeling environment is designed to generate AGNPS input parameters from user-specified GIS coverages, create AGNPS input data files, control AGNPS model simulations, and extract and organize AGNPS model output data for display. An example application involving the estimation of pesticide loading in a southern Iowa agricultural watershed demonstrates the capability of the modeling environment. Compared with traditional methods of watershed water quality modeling using the AGNPS model or other ad-hoc interfaces between a distributed model and GIS, the interactive modeling environment system is efficient and significantly reduces the task of watershed analysis using tightly coupled GIS databases and distributed models.  相似文献

ABSTRACT: The technology of urban stormwater management has far outpaced its actual application in new urban development. This article documents that implementation gap, but shows that state and local governmental measures, particularly storm drainage regulations, can lead to improved performance in the private sector. Although state stormwater management programs are in their infancy, they are already having a measurable effect in stimulating the adoption of local governmental programs to manage urban storm water. Pioneering state programs in Maryland, New Jersey, and Pennsylvania, described in this article, provide models for states contemplating the formulation of stormwater management programs.  相似文献

We coupled rainfall–runoff and instream water quality models to evaluate total suspended solids (TSS) in Wissahickon Creek, a mid‐sized urban stream near Philadelphia, Pennsylvania. Using stormwater runoff and instream field data, we calibrated the model at a subdaily scale and focused on storm responses. We demonstrate that treating event mean concentrations as a calibration parameter rather than a fixed input can substantially improve model performance. Urban stormwater TSS concentrations vary widely in time and space and are difficult to represent simply. Suspended and deposited sediment pose independent stressors to stream biota and model results suggest that both currently impair stream health in Wissahickon Creek. Retrofitting existing detention basins to prioritize infiltration reduced instream TSS loads by 20%, suggesting that infiltration mitigates sediment more effectively than detention. Infiltrating stormwater from 30% of the watershed reduced instream TSS loads by 47% and cut the frequency of TSS exceeding 100 mg/L by half. Settled loads and the frequency of high TSS values were reduced by a smaller fraction than suspended loads and duration at high TSS values. A widely distributed network of infiltration‐focused projects is an effective stormwater management strategy to mitigate sediment stress. Coupling rainfall–runoff and water quality models is an important way to integrate watershed‐wide impacts and evaluate how management directly affects urban stream health.  相似文献

The major purpose of this paper is to explore the potential value of benefit–cost evaluation for stormwater quality management decisions at a local level. A preliminary benefit–cost analysis (BCA) screening method is used for maximum extent practicable (MEP) analysis, identifying promising management practices, and identifying societal and economic tradeoffs for local stormwater problems. Ballona Creek, a major urban storm drain in Los Angeles, California, USA, is used to illustrate the practicality of the benefit–cost evaluation. The Ballona Creek example demonstrates the economic limits of stormwater management in an urban region and attests to the value of coordinated basinwide management compared to uncoordinated management by individual landowners. Evaluation results suggest that in urban areas, the benefit of stormwater quality improvements might be far greater if accompanied by comprehensive redesign of drainage networks and neighboring land uses. In this case, benefit–cost analysis is found to be useful for evaluating and understanding stormwater management alternatives despite the uncertainties in characterizing stormwater quality and the effects of stormwater management on improving receiving water quality.  相似文献

ABSTRACT: Access to clean and sufficient amounts of water is a critical problem in many countries. A watershed approach is vital in understanding pollution pathways affecting water resources and in developing participatory solutions. Such integration of information with participatory approaches can lead to more sustainable solutions than traditional “crisis‐to‐crisis” management approaches. This study aims at applying a watershed based joint action approach to manage water resources. Since most watersheds have urban and rural sources of pollution and a wide disparity in access to and use of water, alternative solutions need to take an integrated approach through cooperative actions. An institutional model was applied to seven subwatersheds in Honduras to evaluate various sources and effects of water contamination and water shortages. Two specific pathways of water resources degradation were studied (contamination from coffee pulp manufacturing and urban nonpoint sources) to develop alternative solutions that mitigate downstream impacts of access to clean water. A locally driven joint mechanism to reuse coffee pulp in farming systems is proposed. Such an institutional solution can maximize benefits to both farms and the coffee pulp industry. A combination of education and investment in sanitary facilities in urbanizing areas is proposed to minimize urban sources of water contamination.  相似文献

The purpose of this study is to develop a model for optimal nonpoint source pollution control for the Fei-Tsui Reservoir watershed in Northern Taiwan. Several structural best management practices (BMPs) are selected to treat stormwater runoff. The complete model consists of two interacting components: an optimization model based on discrete differential dynamic programming (DDDP) and a zero-dimensional reservoir water quality model. A predefined procedure is used to locate suitable sites for construction of various selected BMPs in the watershed. In the optimization model, the objective function is to find the best combination of BMP type and placement, which minimizes the total construction and operation, maintenance, and repair (OMR) costs of the BMPs. The constraints are the water quality standards for total phosphorus (TP) and total suspended solids (TSS) concentrations in the reservoir. A zero-dimensional reservoir water quality model of the Vollenweider type is embedded in the optimization framework to simulate pollutant concentrations in Fei-Tsui Reservoir. The resulting optimal cost and benefit of water quality improvement are depicted by the model-derived trade-off curves. The modeling framework developed in the present study could be used as an efficient tool for planning a watershed-wide implementation of BMPs for mitigating stormwater pollution impact on the receiving water bodies.  相似文献

This article summarizes a research project that investigated the use, performance, cost, and evaluation of nonstructural measures to improve urban stormwater quality. A survey of urban stormwater managers from Australia, New Zealand, and the United States revealed a widespread trend of increasing use of nonstructural measures among leading stormwater management agencies, with at least 76% of 41 types of nonstructural measures being found to be increasing in use. Data gathered from the survey, an international literature review, and a multicriteria analysis highlighted four nonstructural measures of greatest potential value: mandatory town planning controls that promote the adoption of low-impact development principles and techniques; development of strategic urban stormwater management plans for a city, shire, or catchment; stormwater management measures and programs for construction/building sites; and stormwater management activities related to municipal maintenance operations such as maintenance of the stormwater drainage network and manual litter collections. Knowledge gained on the use and performance of nonstructural measures from the survey, literature review, and three trial evaluation projects was used to develop tailored monitoring and evaluation guidelines for these types of measure. These guidelines incorporate a new evaluation framework based on seven alternative styles of evaluation that range from simply monitoring whether a nonstructural measure has been fully implemented to monitoring its impact on waterway health. This research helps to build the stormwater management industry’s knowledge base concerning nonstructural measures and provides a practical tool to address common impediments associated with monitoring and evaluating the performance and cost of these measures.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

Non-point sources of pollution are difficult to identify and control, and are one of the main reasons that urban rivers fail to reach the water quality objectives set for them. Whilst sustainable drainage systems (SuDS) are available to help combat this diffuse pollution, they are mostly installed in areas of new urban development. However, SuDS must also be installed in existing built areas if diffuse loadings are to be reduced. Advice on where best to locate SuDS within existing built areas is limited, hence a semi-distributed stochastic GIS-model was developed to map small-area basin-wide loadings of 18 key stormwater pollutants. Load maps are combined with information on surface water quality objectives to permit mapping of diffuse pollution hazard to beneficial uses of receiving waters. The model thus aids SuDS planning and strategic management of urban diffuse pollution. The identification of diffuse emission 'hot spots' within a water quality objectives framework is consistent with the 'combined' (risk assessment) approach to pollution control advocated by the EU Water Framework Directive.  相似文献

ABSTRACT: A framework for estimating the water quality benefits from soil erosion was developed. The framework is based on the linkages between soil erosion and offsite damages. The linkages are: erosion on the field, movement of eroded materials to waterways, impact of discharged material on water quality parameters, impact of water quality changes on ability of water to provide economic services, and the economic value of the changes in water use. These linkages need to be modeled in order to estimate the water quality benefits from reductions in soil erosion. Methods for modeling each link on a geographic level, which enables the analyses of national soil conservation, were examined. Areas where data or models were found to be lacking include transport of sediment and nutrients to water systems, impact of discharged materials on water quality parameters, and impact of water quality on ability of water to provide economic services. An economic evaluation of 1983 soil conservation programs was presented as an example of how the framework could be used. A number of simplifying assumptions were made to represent links that could not be modeled with available data.  相似文献

Abstract:  This research evaluated the effectiveness of regulations for stormwater pollutants originating from industrial facilities. Industrial facilities discharging stormwater are subject to General Permits implemented by state and federal agencies, which require facility operators to identify themselves and to implement pollution prevention measures. An overlying system of permits require Municipal Separate Storm Sewer System operators to identify and inspect facilities in their jurisdictions capable of discharging substantial pollutant loads into stormwater conveyances, introducing more active regulation and strategic prioritization, but with unequal implementation in different urban regions. This research evaluated the interaction between the regulations and ways in which the regulations succeed, or fail, at protecting water quality. The research evaluated potential for pollutant discharges at 136 industrial facilities in Pinellas County, Florida, using telephone interviews; off-site facility visits; and on-site facility inspections, targeting four industrial categories: wood products; stone, clay, glass, and concrete products; fabricated metal products; and electronic products. Results documented that a large proportion of facilities subject to General Permits conduct few or no activities likely to produce stormwater pollutants, indicating that the regulations’ equal treatment of all facilities may constitute overregulation. The research developed a methodology to assess facilities using intensity of industrial activities exposed to stormwater, a rational measurement that could regularize municipal agencies’ requirements and prioritize implementation toward facilities with the potential to impact receiving water quality.  相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively.  相似文献

Field and modeling studies in New Mexico indicate that stormwater diverted to retention basins may recharge about 50% of precipitation that falls on the developed area, even in dry climates. Comparable volumes of recharge may be expected at homes, subdivisions, or commercial properties with low‐impact development (LID) technologies for stormwater control that promote recharge over evapotranspiration. Groundwater quality has not been significantly impacted at sites that have been recharging stormwater to aquifers for decades. Distributed recharge systems may be a good alternative to centralized regional facilities where there is limited land for constructing spreading basins or little funding for new infrastructure. LID technologies borrowed from stormwater managers are important tools for groundwater managers to consider to enhance recharge.  相似文献

Stormwater ponds are commonly used in residential and commercial areas to control flooding. The accumulation of urban contaminants in stormwater ponds can lead to a number of water quality problems including high nutrient, chemical contaminant, and bacterial levels. This study examined the interaction between land use and coastal pond water quality in a South Carolina residential subdivision pond. Eutrophic levels of chlorophyll and phosphorus were present in all seasons. Harmful cyanobacterial blooms were prevalent during the summer months. Microcystin toxin and fecal coliform bacteria levels were measured that exceeded health and safety standards. Low concentrations of herbicides (atrazine and 2,4-D) were also detected during summer months. Drainage from the stormwater pond may transport contaminants into the adjacent tidal creek and estuary. A survey of residents within the pond's watershed indicated poor pet waste management and frequent use of fertilizers and pesticides as possible contamination sources. Educational and outreach activities were provided to community members to create an awareness of the water quality conditions in the pond. Pond management strategies were then recommended, and selected mitigation actions were implemented. Water quality problems identified in this study have been observed in other coastal stormwater ponds of varying size and salinity, leading this project to serve as a potential model for coastal stormwater pond management.  相似文献
