The innovative approach to the protection and management of water resources at the basin scale introduced by the European Union water framework directive (WFD) requires new scientific tools. WFD implementation also requires the participation of many stakeholders (administrators, farmers and citizens) with the aim of improving the quality of river waters and basin ecosystems through cooperative planning. This approach encompasses different issues, such as agro-ecology, land use planning and water management. This paper presents the results of a methodology suggested for implementing the WFD in the case of the Seveso river contract in Italy, one of the recent WFD applications. The Seveso basin in the Lombardy region has been one of the most rapidly urbanizing areas in Italy over the last 50?years. First, land use changes in the last 50?years are assessed with the use of historical aerial photos. Then, elements of an ecological network along the river corridor are outlined, and different scenarios for enhancing existing ecological connections are assessed using indicators from graph theory. These scenarios were discussed in technical workshops with involved stakeholders of the river contract. The results show a damaged rural landscape, where urbanization processes have decimated the system of linear green features (hedges/rows). Progressive reconnections of some of the identified network nodes may significantly increase the connectivity and circuitry of the study area.  相似文献

当前,河长制已成为我国进行河湖管护的综合协调平台,但其面临一系列问题,制约了我国河湖管护效果的进一步提升。世界主要国家的跨部门、跨利益相关方河湖管理协调政策主要是流域综合管理。河长制与流域综合管理都是针对所面临的河湖管理问题,经过长期的演变,逐渐形成的跨区域、跨利益相关方的协调政策,这都是符合所在国家实际情况的。基于公共政策学的基本原理,本文构建了以"政策目标—政策执行者—政策工具"为导向的三维河湖管护协调政策比较框架。通过此框架,分析了河长制存在的主要问题,以及河长制与流域综合管理的主要差异。针对河长制存在的主要问题,基于比较结果提出了相关对策,主要包括:科学设定政策目标,推进多元共治的河湖管护模式,创新运用市场化和信息化政策工具。  相似文献

Ecoregion delineations have gained increased attention in Europe, especially following the Water Framework Directive 2000/60/EC (WFD), which provides the European Union’s first policy-relevant ecoregion map. However, the WFD’s ecoregions were created through a minor adaptation of Illies’ (Limnofauna Europaea. Gustav Fisher Verlag, Stuttgart, 1967/1978) freshwater zoogeographic regions, and the map’s specific boundaries have not been widely evaluated with respect to the WFD’s uses or their biogeographic accuracy. We examined the WFD ecoregion boundaries in Greece and its neighboring Balkan states by comparing them with the most prominent freshwater biogeographic boundaries as shown by riverine freshwater fish assemblages. Classification and ordination analyses of 23 river basin fish assemblages helped delineate natural faunal break boundaries in freshwater species assemblage distributions depicting major biogeographic barriers to aquatic biota dispersal. However, these biogeographic boundaries differ from those delineated in the WFD map, suggesting boundary errors and inconsistencies in the delineation method of the WFD ecoregions. We reviewed specific boundary disagreements and produced a map showing the region’s most prominent freshwater biogeographic boundaries by charting them on watershed borders among the four biotically dissimilar river basin groups in the southern Balkans. This regional evaluation reveals both a need to reconcile disparate approaches to ecoregion mapping and to promote the development of a new policy-relevant inland waters ecoregion framework that would support broad-scale water management and aquatic conservation.  相似文献

The term “body of groundwater” represents a new administrative tool established by the water framework directive (WFD) in order to manage European groundwaters. Its practical application raises some difficulties due to unclear definitions and the large heterogeneity of European aquifers. In this work, a methodology is proposed to carry out the delineation of bodies of groundwater according to the requirements of the WFD. This methodology faces up to some of the major difficulties that can arise during the delineation, such as the identification of bodies of groundwater in multilayered aquifers, boundaries between superposed groundwater bodies, and delimitation in low permeability materials or in dismembered aquifers. In order to show its practical application, the proposed methodology is applied in a pilot Mediterranean river basin located in southern Spain. Results show that previous knowledge of the hydrogeological conditions is necessary to enable a correct delineation of groundwater bodies. Finally, alternative procedures are proposed for low permeability and small aquifers in order to reduce the number of groundwater bodies identified and simplify their overall management.  相似文献

In response to the extreme flood events of recent decades, the European Union has released the Floods Directive (2007/60/EC), which requires the creation of flood risk management plans. These plans do not yet exist in practice, as water management agencies have until 2015 to put them into action. This contribution will discuss two questions regarding the European flood risk management plan: First, how is the new instrument integrated into the various member states, particularly with respect to the scenario approach? Second, how prepared are the institutions for the collaborative planning paradigm of the flood risk management plan, particularly with respect to the river basin districts approach? Citing examples from France, Germany, the Netherlands, and Great Britain, this paper offers both a pessimistic and an optimistic perspective on the implementation of the new flood risk management instrument.  相似文献

The Alfeios River, the longest and highest flow-rate river in Peloponnisos, constitutes an important water resource and ecosystem in Greece. In the present study, human activities in the Alfeios River Basin are described, and their impacts on water quality and the ecosystem are analyzed; effects resulting from interventions on river geomorphology between Flokas Dam and the river delta are determined. These actions have caused significant adverse impacts on the infrastructure (the dam, railroad, and road bridges), the level of aquifer water table and area water uses, and the aquatic and riparian ecosystem. A general integrated management strategy is formulated and a master management plan is proposed for resolving management problems in river basins. The plan considers local conditions and national requirements and complies with the European Communities legislation; it would help prevent further basin deterioration, improve water quality, and protect water resources and ecosystems in the area in accordance to sustainable development. A milestone in the field of European water protection policy is the European Union’s Water Framework Directive (WFD), which came into force in December 2000 and which integrates the management of European waters in many ways. In this study, we start by focusing on management issues connected to the implementation of the WFD and pose a question: “what type of models would be the most suitable for use in the context of the WFD?” With this question in mind, we aim to establish a set of operational and functional selection criteria for (computer) models whose application is intended to support decision-making related to a particular water management issue. These so-called “benchmark criteria” should help water managers and other model users in choosing appropriate models, e.g., for the WFD implementation purposes. We first describe models and their use in general and then propose an approach for setting the benchmark criteria for models, basing it on the concept of uncertainty management, while keeping firmly in mind the important role of citizens and citizen organizations in water management. The suggested benchmark criteria are in the form of 14 questions through which each model can be evaluated. Finally, the process for testing and refining the benchmark criteria is highlighted.  相似文献

The Water Framework Directive (WFD) has initiated a shift towards a targeted approach to implementation through its focus on river basin districts as management units and the natural ecological characteristics of waterbodies. Due to its role in eutrophication, phosphorus (P) has received considerable attention, resulting in a significant body of research, which now forms the evidence base for the programme of measures (POMs) adopted in WFD River Basin Management Plans (RBMP). Targeting POMs at critical sources areas (CSAs) of P could significantly improve environmental efficiency and cost effectiveness of proposed mitigation strategies. This paper summarises the progress made towards targeting mitigation measures at CSAs in Irish catchments. A review of current research highlights that knowledge related to P export at field scale is relatively comprehensive however; the availability of site-specific data and tools limits widespread identification of CSA at this scale. Increasing complexity of hydrological processes at larger scales limits accurate identification of CSA at catchment scale. Implementation of a tiered approach, using catchment scale tools in conjunction with field-by-field surveys could decrease uncertainty and provide a more practical and cost effective method of delineating CSA in a range of catchments. Despite scientific and practical uncertainties, development of a tiered CSA-based approach to assist in the development of supplementary measures would provide a means of developing catchment-specific and cost-effective programmes of measures for diffuse P. The paper presents a conceptual framework for such an approach, which would have particular relevance for the development of supplementary measures in High Status Waterbodies (HSW). The cost and resources necessary for implementation are justified based on HSWs' value as undisturbed reference condition ecosystems.  相似文献

Community involvement is fundamental to the management of multijurisdictional river basins but, in practice, is very difficult to achieve. The Murray-Darling basin, in Australia, and the Mekong River basin in Southeast Asia are both cooperatively managed multijurisdictional river basins where the management authorities have expressed an aim of community involvement. In the Murray-Darling basin vigorous efforts have promoted a culture of community consultation throughout each of the state jurisdictions involved, although true participation has not necessarily been achieved. In the Mekong basin the community is much more diverse and the successes so far have been largely at the local level, involving action in subsections of the basin. These case studies suggest that community involvement in the form of community consultation across large multijurisdictional river basins is achievable, but more comprehensive participation is not necessarily possible.  相似文献

ABSTRACT: This paper addresses the recent interest in management of the Missouri River. Interstate issues in the river basin include interbasin water diversions, riverbed and shoreline degradation, loss of recreational and natural areas, reduction in navigation capacity, the status of the Pick-Sloan Missouri Basin Program in terms of general river development, and the elimination of river basin commissions, An attempt to develop a comprehensive interstate water compact failed in the 1950s. The new efforts towards establishing a compact are discussed, as well as other available mechanisms for resolution of the current political and legal differences among the ten river basin states.  相似文献

Land and water management is increasingly focused upon the drainage basin. Thirty-six terms recently used for schemes of “integrated basin management” include reference to the subject or area and to the aims of integrated river basin management, often without allusion to the multiobjective nature. Diversity in usage of terms has occurred because of the involvement of different disciplines, of the increasing coherence of the drainage basin approach, and the problems posed in particular parts of the world. The components included in 21 different approaches are analyzed, and, in addition to showing that components related broadly to water supply, river channel, land, and leisure aspects, it is concluded that there are essentially five interrelated facets of integrated basin management that involved water, channel, land, ecology, and human activity. Two aspects not fully included in many previous schemes concern river channel changes and the dynamic integrity of the fluvial system. To clarify the terminology used, it is suggested that the termcomprehensive river basin management should be used where a wide range of components is involved, whereasintegrated basin management can signify the interactions of components and the dominance of certain components in the particular area.Holistic river basin management is advocated as a term representing an approach that is both fully comprehensive and integrated but also embraces the energetics of the river system and consideration of changes of river channels and of human impacts throughout the river system. The paradigm of working with the river can be extended to one of working with the river in the holistic basin context.  相似文献

ABSTRACT: The St. Johns River basin is the largest watershed entirely within the State of Florida, and is one of the few northward flowing rivers in the United States. The river basin contains 11,431 square miles, of which 9,430 square miles are drained by the river and its tributaries. The remainder drains into the Atlantic Ocean or the Intracoastal Waterway. Its largest sub-basin is the Oklawaha River basin, which has a drainage area of 2,870 square miles. Ground elevations range from sea level to 200 feet above mean sea level in the main river basin and as high as 300 feet above mean sea level in the Oklawaha River basin. This study was designed to investigate the surface water resources of the St. Johns River and the existing consumptive uses. The analysis revealed that the river is an extremely large and valuable resource which has been under-utilized and could play a much stronger role in serving the needs of the people in the basin.  相似文献

Floodplain forests are flood-dependent ecosystems. They rely on well-timed, periodic floods for the provision of regeneration sites and on tapered flood recession curves for the successful establishment of seedlings. These overbank flood events are described as regeneration flows. Once floodplain forest trees are established, in order to grow they also require adequate, although variable, river stage levels or maintenance flows throughout the year. Regeneration flows are often synonymous with flood flows and only occur periodically. There is a disparity between this need for varied interannual flows over the decadal time frame and the usual annual cycle of flow management currently used by most river management agencies. Maintenance flows are often closer to established minimum flows and much easier to provide by current operational practices.A number of environmental flow methodologies, developed in North America, Australia, and South Africa are described in this review. They include the needs of the floodplain environment in the management and allocation of river flows. In North America, these methodologies have been put into practice in a number of river basins specifically to restore floodplain forest ecosystems. In Australia and South Africa, a series of related holistic approaches have been developed that include the needs of floodplain ecosystems as well as in-channel ecosystems. In most European countries, restoration of floodplain forests takes place at a few localized restoration sites, more often as part of a flood-defense scheme and usually not coordinated with flow allocation decisions throughout the river basin. The potential to apply existing environmental flow methodologies to the management of European floodplain forests is discussed.  相似文献

Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management, and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken, based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management, to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is generated.  相似文献

The Yellow River has been intensively affected by human activities, particularly in the past 50 years, including soil–water conservation in the upper and middle drainage basin, flood protection in the lower reaches, and flow regulation and water diversion in the whole drainage basin. All these changes may impact sedimentation process of the lower Yellow River in different ways. Assessing these impacts comprehensively is important for more effective environmental management of the drainage basin. Based on the data of annual river flow, sediment load, and channel sedimentation in the lower Yellow River between 1950 and 1997, the purpose of this paper is to analyze the overall trend of channel sedimentation rate at a time scale of 50 years, and its formative cause. It was found in this study that erosion control measures and water diversion have counteractive impacts on sedimentation rate in the lower Yellow River. Although both annual river flow and sediment decreased, there was no change in channel sedimentation rate. A regression analysis indicated that the sedimentation in the lower Yellow River decreased with the sediment input to the lower Yellow River but increased with the river flow input. In the past 30–40 years, the basin-wide practice of erosion and sediment control measures resulted in a decline in sediment supply to the Yellow River; at the same time, the human development of water resources that required river flow regulation and water diversion caused great reduction in river flow. The former may reduce the sedimentation in the lower Yellow River, but the reduction of river flow increased the sedimentation. When their effects counterbalanced each other, the overall trend of channel sedimentation in the lower Yellow River remained unchanged. This fact may help us to better understand the positive and negative effects of human activities in the Yellow River basin and to pay more attention to the negative effect of the development of water resources. The results of this study demonstrate that, if the overuse of river water cannot be controlled, the reduction of channel sedimentation in the lower Yellow River cannot be realized through the practice of erosion and sediment control measures.  相似文献

Under the EU Water Framework Directive (WFD) 20/60/EC and the US Federal Water Pollution Control Act 2002 management of water quality within river drainage basins has shifted from traditional point-source control to a holistic approach whereby the overall contribution of point and diffuse sources of pollutants has to be considered. Consequently, there is a requirement to undertake source-apportionment studies of pollutant fluxes within catchments. The inclusion of the Bathing Water Directive (BWD), under the list of 'protected areas' in the WFD places a requirement to control sources of faecal indicator organisms within catchments in order to achieve the objectives of both the BWD (and its revision - 2006/7/EC) and the WFD. This study was therefore initiated to quantify catchment-derived fluxes of faecal indicator compliance parameters originating from both point and diffuse sources. The Ribble drainage basin is the single UK sentinel WFD research catchment and discharges to the south of the Fylde coast, which includes a number of high profile, historically non-compliant, bathing waters. Faecal indicator concentrations (faecal coliform concentrations are reported herein) were measured at 41 riverine locations, the 15 largest wastewater treatment works (WwTWs) and 15 combined sewer overflows (CSOs) across the Ribble basin over a 44-day period during the 2002 bathing season. The sampling programme included targeting rainfall-induced high flow events and sample results were categorised as either base flow or high flow. At the riverine sites, geometric mean faecal coliform concentrations showed statistically significant elevation at high flow compared to base flow. The resultant faecal coliform flux estimates revealed that over 90% of the total organism load to the Ribble Estuary was discharged by sewage related sources during high flow events. These sewage sources were largely related to the urban areas to the south and east of the Ribble basin, with over half the load associated with the relatively small subcatchment of the River Douglas. The majority of this load was attributed to two WwTWs that discharge through a common outfall close to the tidal limit of this catchment. Budgets adjusted to accommodate the impact of proposed UV disinfection of these effluents showed that the load from these sources would be reduced significantly during base flow conditions. However, during high flow events loads would still remain high due to the operation of storm sewage overflows from stormwater retention tanks. The study identified untreated storm sewage spills from urban infrastructure and WwTW stormwater retention tanks as the dominant component of the high flow flux of faecal indicators to receiving waters of the Fylde coast and the associated bathing waters.  相似文献

Severe drinking water shortage affects all resident of the Kabul river basin. Two and a half decades of civil war in Afghanistan (it began in late 1978) have resulted in widespread environmental degradation and water resource development throughout the country. The war has already finished and, therefore, water resource management for supplying water is one of the most important tasks for Afghanistan’s government. The Kabul river basin which is the most populated area in the country is located in the eastern part of Afghanistan. This article deals with the water resource properties of the Kabul river basin and also water demand in the important cities of the basin, such as Kabul, the capital and the largest city in the country. Also a few suggestions for providing water for domestic and agriculture purposes in short term, medium time and long term have been discussed.  相似文献

The article analyses the perceptions at municipal level of potentials and problems in implementing integrated catchment management of water resources as proposed in the EU Water Framework Directive, expressed in views on how to reduce nutrient leakage from agricultural production. Heads of environmental authorities, spatial planners and environmental officers are among the professionals that will be key actors when implementing the WFD at the local level. Using a process of active focus group interviews, officials from municipal environmental offices studied, reflected upon and discussed the suggested plan concerning their part of implementing WFD. The municipal officers stressed certain conditions that have to be met to implement WFD in a sustainable manner. The most important conditions are clear environmental goals and management plans with support in legislation, which would put the necessary pressure upon local politicians to prioritize the WFD and take action. The respondents perceived the WFD would offer a changed approach in work routines with farmers towards partnerships for sustainable water resource management.  相似文献
