以往的环境功能区划将城市或某一区域作为整个目标范围的功能区划,这种方法划分环境功能区不是过细就是过笼统,使保护目标定的过高或过低。环境功能区划模糊,无法从整体上解决城市结构性污染和布局不合理的现象,达不到“分级管理、分类保护、分区防治”的环境管理目的。针对新疆特殊绿洲环境特征,本文提出新的区划方法,重新对全疆各地环境功能进行特殊环境功能区划,以期明确各类特殊环境功能区的主要特点、主要问题、主导功能和建设要求,在今后的可持续发展过程中,为国民经济和社会发展提供科学的决策依据,将对新疆社会经济的快速、稳定、持续发展具有十分现实和深远的意义。  相似文献

根据浙江省舟山海洋生态环境监测站多年资料,对浙江省近岸海域环境功能区达标趋势及影响因素进行分析。结果表明,2009年浙江近岸海域环境功能区平水期、丰水期、枯水期达标面积分别为9541、10715、842km2,全年达标面积7333km2,占所监测海域面积的16.4%。浙江省近岸海域环境功能区水质达标的主要超标指标为无机氮和活性磷酸盐,另有部分区域溶解氧、化学需氧量、pH指标超标。整个杭州湾水体处于严重富营养化水平,象山湾和泗礁-大衢-岱山岛以西的舟山海域处于中度富营养化水平。东经122度以东的舟山海域及浙中南近岸海域处于轻度富营养或贫营养水平,2002年以来浙江近岸海域水体的富营养化程度逐步下降。2001—2004年近岸海域环境功能区达标率均低于3%,达标区主要分布在舟山海域,2005年开始达标区域扩展到温州海域,"十一五"以来浙江省近岸海域环境功能区水质达标率呈增加趋势。  相似文献

根据白银市1994-1996年监测资料可知:7个监测点中有6个监测点连续三年SO2日均体积质量均超过国家环境质量标准,超标均在2-7倍之间,在污染源调查和监测的基础上,对区域空气环境SO2污染现状进行模拟,所选网格区中的所有点位,模拟值均超过了国家空气环境质量标准,超标题严重的区域为二,三类功能区的过渡带,最大超标值为标准值为3.66倍。  相似文献

基于聚类分析和模糊数学的基本原理,运用模糊聚类分析的方法在南通市声环境功能区调整中对难以确定功能区的部分单元进行模糊聚类分析。通过分类,将具有共性的单元划归一类。结果表明,类别的划分突出了特性,反映了不同类别功能区的差异,对难以确定功能类别的单元归属起了科学、客观的辅助作用。  相似文献

以乌鲁木齐市和上海市中心城区为研究区域,按不同功能区对城市土壤采样并进行Pb含量及形态分析,结果表明:两市土壤Pb的平均值含量均超出相应土壤Pb的背景值。上海市土壤Pb的含量远远高于乌鲁木齐市;两市土壤Pb在各功能区的分布均存在明显差异,但两市土壤Pb在功能区的分布规律并不相同;两市土壤Pb的形态分布规律趋于一致,乌鲁木齐市土壤Pb活性要大于上海市。造成上述城市土壤Pb污染特征的影响因素有很多。  相似文献

采用长时间多源遥感数据对塔里木河重要生态功能区进行了土地利用变化、植被指数分析,同时结合多年地面调查监测数据,系统分析了区域生态环境变化情况,并对近五年区域生态环境质量开展了评价,环境质量变化值ΔI为2.58,生态环境质量略有下降,其中环境状况指标和植被覆盖率指数起主导作用。  相似文献

This paper first, introduces the concept of mainstreaming ecosystem services by showing its relevance for development planning. Second, it presents the role and importance of strategic environmental assessment in designing and implementation of development policy. Third, the paper sets-out the concept of economic valuation of ecosystem services by discussing what it means and what is at stake if valuation of ecosystem services is ignored in the process of development policy making. The methods of capturing economic contribution of ecosystem services at policy level are discussed with examples in the paper.The main focus of this paper is how ecosystem services can be used in policy scale environmental impact assessment. The paper argues that ecosystem services can be an appropriate indicator to weight developmental policies, programs and plans to ensure the consideration of environmental balancing at the policy level. The paper suggests that the roles of ecosystem services in macroeconomic policies including ecosystem accounting, poverty alleviation and employment generation can be used to link environmental policies and SEA with development policies for a successful impact assessment at policy and program levels. By building upon the various contemporary initiatives within UNEP and outside, the paper in its synthesis section, flags-up necessary knowledge gaps, challenges and lessons learned in integrating values of ecosystem services in strategic environmental assessments.  相似文献

A wide range of environmental policies are based on the monitoring of chemical and/or biological parameters which are used to evaluate the environmental status of relevant compartments (e.g. water, soil, air) with the ultimate aim of making appropriate management decisions. The soundness of policy decisions is therefore directly related to the reliability of the environmental monitoring programmes. Monitoring reliability in turn is predominantly linked to scientific and technological progress. Hence a correct design, development and implementation process of environmental policies is, at least in part, dependent upon a proper integration of scientific and technological advances (in monitoring, but also for all kinds of permit procedures, remediation strategies etc.). This paper examines science-policy integration needs in support of groundwater environmental monitoring, with focus on on-going policy developments. The article aims to summarise key information on groundwater policy and EU scientific developments to raise awareness of the scientific community involved in this issue and to enhance communication among scientists and policy-makers.  相似文献

The presence of contaminants in environmental media as well as the desire to maintain a high level of economic activity has led to an important and difficult decision‐making problem for both public policy decision makers and the general public. In one sense, all of the interested parties are likely to be concerned about the potential health risks posed by the presence of contaminants in environmental media and the need to design/implement policies for their mitigation and/or removal. At the same time, however, there also appear to be concerns about the cost of these policies. These costs could be measured in terms of the potential losses in economic activity that are likely to occur when a policy is adopted. The policy can be selected from a range of alternatives, with the choice being driven in part by the stakeholders represented in the policy decision problem. In this case, two general goals might be considered: minimizing environmental risk and minimizing the economic impact of the policy considered. These two objectives are likely to be viewed as conflicting goals, and the nature of the tradeoffs between them must be taken into account in the policy selection process. This paper presents the development of a zero–one weighted goal programming model that can be used to select a preferred policy that minimizes surface and groundwater contamination as well as the economic costs of environmental policy selection. A safety rule model is developed first and then extended to the zero–one weighted goal programming formulation. The stochastic aspects of these structures are emphasized throughout. The paper also addresses a number of issues related to implementation of the model.  相似文献

During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice.  相似文献

This paper reports on the development and application of an urban high temporal-spatial resolution vehicle emission inventory model and decision support system based on the current situation in China and actual vehicle emission control requirements. The system incorporates a user-friendly modular architecture that integrates a vehicle emission model and a decision support platform and includes scenario analysis and visualisation capabilities. A bottom-up approach based on localised emission factors and actual on-road driving condition has been adopted to develop the system. As a case study of application and evaluation, an emission reduction effect analysis of the supposed low-emission zone (LEZ) policy in Beijing (2012) was conducted. According to the simulated results in the forms of tables, histograms and grid maps, the establishment of this LEZ had a definite effect on the emission reduction of various types of air pollutants, especially carbon monoxide and hydrocarbon. In the system, the simulation methodology for identifying environmental benefits brought by the LEZ policy could be used to assess other similar environmental policies. Through flexible modification of configuration values or input data variables, the efficacy of separate or joint policies could be quantifiably evaluated and graphically displayed.  相似文献

The Brundtland Commission report, Our Common Future, defined sustainable development as development that meets the needs of the present without compromising the ability of futuregenerations to meet their own needs. Although the idea of sustainable development has been widely accepted, it has proveddifficult to identify and implement policies and practices thatpromote sustainable economic growth. Some economists, environmental scientists and policy analysts believe that they can transform the consensus about sustainability into manageablepractices. They propose to accomplish this feat with a set of new ideas about the relationships between the economy and theenvironment offered under the banner of 'natural capital'. An ideal account of natural capital would be one or more standard measures or models that would allow the direct comparison of environmental goods, like forests, fresh water and clean air, with economic goods, like money, capital and productivity. By bringing economic science and environmental science to an objective common ground, a natural capital model has the potentialto provide a concrete means of comparing the economic and ecological costs and benefits of particular policies and programmes. This paper offers a survey and analysis of several new contributions to the formation of the natural capital concept from economists, ecologists, policy analysts, biometricians, foresters and a philosopher. The paper concludes that existingmicroeconomic theory may be 'ungreenable', if it is not reformulated. While macroeconomic approaches to natural capitalhave been more successful, they share the limitation that ecosystems and species are valued solely in monetary terms. These problems are taken to suggest that the development of a successful natural capital model may require economic theory tobe recast to include non-monetary social preferences and values.  相似文献

Given the rapid industrialization and urbanization of China, environmental problems have gradually become major constraints that hinder its sustainable economic development. Moreover, China's pollution abatement and reduction of greenhouse gas emissions have been severely affected by pressures coming from domestic environmental appeals and international environmental diplomacy. By using integrated data from the Chinese Industrial Enterprise and the Chinese Enterprise Environmental Survey and Reporting databases, this study constructs comprehensive indicators of pollutant discharge intensity and carbon emissions index at the enterprise level and uses the panel fixed effect model, Kaya identity, and mediation effect model to assess the effects of environmental regulations on pollution abatement and collaborative emissions reduction from the micro-perspective. Results show that these regulations can abate the pollution emissions of Chinese industrial enterprises and verify the effectiveness of environmental policies. These regulations can also efficiently reduce the carbon dioxide emissions of enterprises through pollution abatement. In other words, environmental regulations facilitate a collaborative emissions reduction of pollutant and greenhouse gas emissions from enterprises. Such collaborative emissions reduction effect is also influenced by the energy structure and consumption of enterprises. This paper presents empirical evidence and policy basis for further improving China's environmental regulation policy system and achieving coordinated progress in China's economic development and environmental governance.  相似文献

Assessing the impacts of policies on a wide range of ecosystem services can support the development of cost-effective policies that establish win–win situations across different environmental domains. To explore the quantity and value of ecosystem services, the web-based application “nature value explorer” was developed. The application allows to estimate the impact of land use and land cover change on regulating and cultural ecosystem services in Flanders, Belgium. To ensure the applicability in day-to-day decision making as part of environmental impact assessments, user requirements were investigated prior to tool development. Finding the optimal balance between accuracy and complexity on the one hand and flexibility and user-friendliness on the other hand was an important challenge. To date, the nature value explorer has been successful in drawing the interest of policy makers and has been used several times to support decisions in infrastructure projects as well as in nature restoration projects in Flanders. This paper discusses the user requirements, the main tool characteristics, potential policy applications and future improvements. Microsimulation can be used to extend the use of scarce survey resources by creating simulated populations whose characteristics are close to those of the real population. The technique involves merging detailed survey observations with variables from more extensive data sets in order to create a simulated population. We illustrate how microsimulated data enable analysis of the economic and environmental impact of different policies on a catchment for which detailed farm level data was unavailable. Use of microsimulation for agri-environmental policy analysis is applicable to diverse problems from simulation of nitrogen trading to modelling of agent response to policy shocks. Scale flexibility is easily implemented since data can be aggregated or disaggregated to the preferred scale. Simulated catchment data allows better understanding of the effects of policies on different types of farm and should be extremely valuable to organisations that want to minimise the economic impact of environmental policies.  相似文献
