Introduction: This study addressed a gap in the literature – the potential of using autonomous vehicles (AV) to enhance children’s mobility. Prior studies documented the perceived benefits and concerns about this prospect, but did not examine the features in AV and support mechanisms that are desired by potential users. Method: An on-line survey was used to collect public opinions within the United States. In the survey, willingness to use AVs for this use case was asked twice to assess if participants changed their mind after being asked about concerns related to this prospect and importance of car features. A combination of statistical and machine-learning methods were used to profile individuals with high versus low post-willingness and to identify variables that differentiated the two groups. Results: Results indicated that respondents who were lower on their post-willingness to use AVs to transport children were more concerned about how AVs would protect children, how someone could harm the children inside, and whether there would be someone at the destination. In addition, they were less in favor of technology, older in age, and rated car features such as having a designated adult waiting at destination, a camera, and a microphone as relatively required (as opposed to optional). These results highlight potential users’ needs and requirements as they think about AVs in the context of parent–children mobility practices. Practical Applications: Relevant stakeholders should develop deployment and implementation plans while taking into account ridership contexts and vulnerable road users who can benefit from enhanced mobility.  相似文献

After mapping of current European Union regulations on the management of accident risks related to natural hazards and different industrial activities, this paper discusses insights from past and current European Commission initiatives on harmonisation of assessment and management of safety risks. The problem of safety comparison and risk/benefit communication is of critical importance for sustainable decision making. For the specific case of the energy sector, the European Commission’s Joint Research Centre (DG JRC) and DG TREN (Directorate General for Transport and Energy) have recently started two connected initiatives, called energy risks monitor (ERMON) and safety and security of energy infrastructures in a comparative view (SEIF-CV). While ERMON deals with the development of a methodology and corresponding web-based information system to cross-compare in a consistent way safety, risk and reliability performances of different energy systems (fossil, nuclear, renewables) across their specific fuel cycle chains, SEIF-CV creates a corresponding network of stakeholders in the energy sector as well as the necessary review and user panels for ERMON. Objectives and status of ERMON and SEIF-CV are described.  相似文献

PROBLEM: Governments and businesses must respond to increasing safety requirements and balance the associated costs with productivity and competing pressures. METHOD: A real options approach has been introduced for decision making in the private sector; this approach is adapted for regulatory decisions that can involve irreversible and uncertain safety impacts, social costs that differ from private costs, and differences in perception among the stakeholders. RESULT AND IMPACT ON INDUSTRY AND GOVERNMENT: The outcome is an economic decision gage that determines if it is optimal to invest in safety even if the estimated costs significantly exceed the estimated benefits. Applications potentially include safety decisions related to aviation, ground transportation, pipelines, nuclear facilities, natural disaster planning, and terrorism, among others.  相似文献

A simplified approach to transportation risk analysis for road and rail transport of dangerous goods is proposed, which is based on the use of a product databank, containing the impact areas for a number of pre-selected accidental scenarios, and on the selection of a few typical average values of the involved parameters, relevant to the type of transport activity and to the route. Such an approach enables also a non-specialist to very rapidly perform a transportation risk analysis, obtaining both individual and societal risk measures for the study case(s): the results may be used to support a decision making process, and/or as a basis for a more in deep analysis.  相似文献

Management in the field of environmental protection and risk prevention has evolved to the increasing participation of all stakeholders in the decision-making process. It certainly results from the development of the Information society and the global increase of knowledge of the population, combined with the concerns of the populations related to a sustainable development of our civilisation. Our ‘risk society’, following the big industrial disasters (Flixborough,Tchernobyl, Bhopal, Challenger, and more recently Toulouse), has also developed a cautious attitude towards the role of the expertise when it comes to assessing risks, along with a question of the ability of science to give definite answers.

This has lead in particular to the adoption of the Aarhus convention in 1998 and the evolution of several regulations in the developed countries. For example, in France the new law no. 2003–699 of 30 July 2003 about the ‘prevention of the technological and natural risks and to the compensation for the damages’ has introduced an important innovation into the process of technological risks prevention.

This law has enabled the involvement of the stakeholders in the decision-making process related to risk prevention and has urged the development of specific tools to deal with the complexity of risk management issues, in particular for those related to land-use planning.

As technical support to decision-makers in risk management from both public and private sectors, INERIS has played an important role for the evolution of the French risk management system.

This paper describes an analysis on the difficulty to control major accident hazards in an evolving context where the industrial systems becomes more and more complex and where the expectations of the civil society has increased. Then, the authors describe how an integrated vision for industrial risk management has emerged in France and is being implemented in a new law adopted after the Toulouse disaster.  相似文献

After the tremendous accidents in European road tunnels over the past decade, many risk assessment methods have been proposed worldwide, most of them based on Quantitative Risk Assessment (QRA). Although QRAs are helpful to address physical aspects and facilities of tunnels, current approaches in the road tunnel field have limitations to model organizational aspects, software behavior and the adaptation of the tunnel system over time. This paper reviews the aforementioned limitations and highlights the need to enhance the safety assessment process of these critical infrastructures with a complementary approach that links the organizational factors to the operational and technical issues, analyze software behavior and models the dynamics of the tunnel system. To achieve this objective, this paper examines the scope for introducing a safety assessment method which is based on the systems thinking paradigm and draws upon the STAMP model. The method proposed is demonstrated through a case study of a tunnel ventilation system and the results show that it has the potential to identify scenarios that encompass both the technical system and the organizational structure. However, since the method does not provide quantitative estimations of risk, it is recommended to be used as a complementary approach to the traditional risk assessments rather than as an alternative.  相似文献

Urban rail network safety is a critical sector of urban public safety. However, there is no uniform standard for the safety evaluation of the urban rail network. This paper presents a novel methodology by integrating a multilevel decision tree with a fuzzy analytical approach to enhance urban rail network safety. The proposed methodology overcomes serious limitations such as subjectivity in the data and independence of the variables in decision-making processes. The proposed methodology is applied to the risk evaluation of the selected Chongqing rail transit lines and the Expo Line. The risk analysis is considered using the field data collected from these transit lines. The applied case studies confirm the general applicability of the methodology and the multilevel decision tree network. The main risk factors identified for the Chongqing rail traffic system are the terrorist threat, emergency management, and aging infrastructure which need to be investigated as a priority to mitigate risk associated with these infrastructures.  相似文献

A tool for the quantification of the consequences of toxic dispersions coming from fires in warehouses has been developed. This tool is expected to be applied in the framework of the risk assessment in Catalonia, specifically in the Quantitative Risk Assessment. The present study is based on the criteria gathered in the technical guide BEVI 3.2 and the methodology CPR-15 used in the Netherlands. Hence, the approach performed accepts the main body of the foresaid methodology but implements a different and free source dispersion model, a modified Gaussian model that takes into account the warehouse effect. In the work conducted, a historical analysis of accidents involving fire in warehouses has been performed in order to justify the importance of assessing their potential toxic dispersions. Furthermore, the tool has been tested in different case studies providing results that have been compared with other methodologies, observing similar results that can be useful for the stakeholders and decision makers in the framework of the risk assessment.  相似文献

Mining remains one of the most hazardous occupations worldwide and underground coal mines are especially notorious for their high accident rates. In this work, we provide an overview of the broad and multi-faceted topic of safety in the mining industry. After reviewing some statistics of mining accidents in the United States, we focus on one pervasive and deadly failure mode in mines, namely explosions. The repeated occurrence of mine explosions, often in similar manner, is the loud unfinished legacy of mining accidents and their occurrence in the 21st century is inexcusable and should constitute a strong call for action for all stakeholders in this industry to settle this problem. We analyze one such recent mine disaster in which deficiencies in various safety barriers failed to prevent the accident initiating event from occurring, then subsequent lines of defense failed to block this accident scenario from unfolding and to mitigate its consequences. We identify the technical, organizational, and regulatory deficiencies that failed to prevent the escalation of the mine hazards into an accident, and the accident into a “disaster”. This case study provides an opportunity to illustrate several concepts that help describe the phenomenology of accidents, such as initiating events, precursor or lead indicator, and accident pathogen. Next, we introduce the safety principle of defense-in-depth, which is the basis for regulations and risk-informed decisions by the US Nuclear Regulatory Commission, and we examine its relevance and applicability to the mining system in support of accident prevention and coordinating actions on all the safety levers, technical, organizational, and regulatory to improve mining safety. The mining system includes the physical confines and characteristics of the mine, the equipment in the mine, the individuals and the organization that operate the mine, as well as the processes and regulatory constraints under which the mine operates. We conclude this article with the proposition for the establishment of defense-in-depth as the guiding safety principle for the mining industry and we indicate possible benefits for adopting this structured hazard-centric system approach to mining safety.  相似文献

This paper describes a case study of decision making in a steelworks maintenance department, which led to the introduction of a major initiative to improve safety performance. The origin of the decision process lay, however, not with safety, but with an earlier decision to consider outsourcing the maintenance department. When it was decided that this was not feasible a new General Manager was appointed to turn around the performance of the now demoralised department. In his search for solutions and the external developments taking place in parallel he found an initiative which seemed to link his main concerns with a parallel concern for safety improvement. The philosophy behind it and the vision and strategy which was developed to carry it led to a much more participative approach, driven by clearly defined key performance indicators. Safety was chosen as the lead objective. This paper describes the development of the decision process and briefly explains its results.  相似文献

In production plants, monitoring and maintaining industrial processes and emergency shutdowns are not straightforward tasks due to the large number of events and alarms which are triggered during the plant shutdown process. It is also vitally important to provide decision support to stakeholders for efficient and effective monitoring and maintenance of production process. This paper presents a novel framework and design to enhance maintenance decisions based on the knowledge gathered through the process of monitoring. This monitoring process is based on signals which are triggered during the plant safety shutdown process. We have designed and implemented a framework using an ontology and business rules to define the logical structure and operation of the petroleum plant with the objective of monitoring the cause and effect of the petroleum plant shutdown process. To enhance maintenance decisions, we have extended the ontology and the framework to ensure that decision makers have sufficient information to make the right decision at the right time. The proposed extended framework is designed, implemented and evaluated using an example petroleum production plant as a case study.  相似文献

This article proposes a qualitative approach for understanding occupational and environmental risks in countries with high-social vulnerabilities. We use waste burning in cement kilns as a qualitative case study in order to illustrate how social (population and institutional) vulnerabilities influence the context of risk situations and events in a developing country such as Brazil. The vulnerability analysis was based on the reconstitution of the trajectory of this risk problem in a Brazilian State and its impacts, which mobilised several social and institutional actors. The methodology used interviews with different actors and an analysis of the documents, including mostly technical reports from various participating institutions. One objective of contextualising risk problems and vulnerabilities is to encourage professionals, decision-makers, and other social actors to discuss safety and health promotion in their different dimensions and to develop new strategies for intersectorial and participatory public policies. This point is important not only for developing countries even in more developed countries where legislation, social protection, and labour relations are more organised. We suggest that the need for knowledge integration, participation by all stakeholders, and empowerment of vulnerable groups exposed to risks are important principles to promote safety and health through the reduction of vulnerabilities.  相似文献

The high volume of air traffic over Europe is expected to double within the next 15 years. This requires changes in the airspace structure and in the organisation of air transport operations that involve multiple stakeholders. Changes, by regulation, require a sufficient safety validation, in order to show that the changed situation is safe and will remain safe during an applicable period. Many methods and techniques exist that can be used to support such safety validation process. However, for air transport operations, the stakeholders involved are numerous and diverse, and there are no guidelines on how to address their roles, responsibilities and goals during development and validation.This paper develops a safety validation framework that emphasises the active roles and collaboration of multiple stakeholders during the development phases of air transport operations. The framework is developed in three steps: First, established validation views from literature are identified and analysed to reveal open issues when it comes to their use for multi-stakeholder changes in air transport operations. Next, validation views emerging beyond the established ones are identified, and evaluated on whether they address the open issues. Finally, the strong points of established and emerging views are combined into a novel framework.  相似文献

Abstract

Macroergonomics, which emerged historically after sociotechnical systems theory, quality management, and ergonomics, is presented as the basis for a needed integrative methodology. A macroergonomics methodology was presented in some detail to demonstrate how aspects of microergonomics, total quality management (TQM), and sociotechnical systems (STS) can be triangulated in a common approach, in the context of this methodology, quality and safety were presented as 2 of several important performance criteria. To demonstrate aspects of the methodology, 2 case studies were summarized with safety and quality performance results where available. The first case manipulated both personnel and technical factors to achieve a “safety culture” at a nuclear site. The concept of safety culture is defined in INSAG-4 (International Atomic Energy Agency, 1991). as “that assembly of characteristics and attitudes in organizations and individuals which establishes that, as an overriding priority, nuclear plant safety issues receive the attention warranted by their significance.” The second case described a tire manufacturing intervention to improve quality (as defined by Sink and Tuttle, 1989) through joint consideration of technical and social factors. It was suggested that macroergonomics can yield greater performance than can be achieved through ergonomic intervention alone. Whereas case studies help to make the case, more rigorous formative and summative research is needed to refine and validate the proposed methodology respectively.  相似文献

Several major accidents caused by metal dusts were recorded in the past few years. For instance, in 2011, three accidents caused by iron dust killed five workers at the Hoeganaes Corp. facility in Gallatin, Tennessee (USA). In order to prevent such accidents, a dynamic approach to risk management was defined in this study. The method is able to take into account new risk notions and early warnings and to systematically update the related risk. It may be applied not only in the design phase of a system, but also throughout the system lifetime as a support to a more precise and robust decision making process. The synergy of two specific techniques for hazard identification and risk assessment was obtained: the Dynamic Procedure for Atypical Scenarios Identification (DyPASI) and the Dynamic Risk Assessment (DRA) methods. To demonstrate its effectiveness, this approach was applied to the analysis of Gallatin metal dust accidents. The application allowed collecting a number of risk notions related to the plant, equipment and materials used. The analysis of risk notions by means of this dynamic approach could have led to enhanced hazard identification and dynamic real-time risk assessment. However, the approach described is effective only if associated to a proper safety culture, in order to produce an appropriate and robust decision making response to emerging risk issues.  相似文献

Chemical process safety was not a major public concern prior to 1984. As far as chemical hazards were concerned, public fears focused on disease (cancer) and environmental degradation. Even a series of major process incident tragedies did not translate into widespread public concerns about major incidents in chemical plants that might disastrously affect the public. This situation changed completely after the December 1984 disaster at the Union Carbide plant in Bhopal. Not only was the public's confidence in the chemical industry shaken, the chemical industry itself questioned whether its provisions for protection against major incidents were adequate.

The recognition of the need for technical advances and implementation of management systems led to a number of initiatives by various stakeholders throughout the world. Governments and local authorities throughout the world initiated regulatory regimes. Has all that has resulted from the legacy of Bhopal reduced the frequency and severity of incidents? How can we answer this question? As we move into more and more globalization and other complexities what are the challenges we must address? According to the authors, some of these challenges are widespread dissemination and sharing of lessons learned, risk migration because of globalization, changing workforce, and breakthroughs in emerging areas in process safety.  相似文献

Inappropriate decisions are often regarded as causes of major accidents in the process industries. To improve the quality of decisions, it is important to make the right information available at the right time. The objective of this work is to investigate what types of risk information is needed for risk-related decisions in various decision-making processes. A framework is proposed to facilitate future research for easing information deficiency. In this paper, risk information is examined through common decision-making processes, and is identified serving to 1) detect and characterize risk-related decision problems, 2) indicate the severity and urgency of decisions, 3) state requirements and constraints of workable solutions, 4) represent attributes for comparing and evaluating solutions, and 5) act as rules to maintain safety or control risk. These usages of risk information in different decision problems imply the large diversity in information needs for decision-making. An adaptive information support is thus suggested to provide targeted risk information to specific decision-makers for effective and efficient decision-making in accident prevention in the process industries.  相似文献

基于结构物风险评估理论,构建结构物损伤预测模型,并将其应用于隧道施工的研究中,以解决在地下工程施工中引起地上建筑损伤预测的技术难题。将数值模拟与模糊数学隶属度相结合,形成对结构物在隧道工程施工状态下的损伤预测模式,并以西安地铁某区间盾构下穿高铁涵洞为算例,提取相应的智能监测数据对该预测模式的可行性进行验证。结果表明,数值模拟与模糊数学隶属度相结合的结构物损伤预测模型计算效率高,便于操作,适用于隧道工程施工时对地上建筑物的安全评估,能有效解决在地下工程施工中引起地上建筑损伤预测的技术难题。  相似文献
