One of the main goals in decision-making for sustainable development is to identify and choose the most sustainable option among different alternatives. This process usually involves a large number of stakeholders with multiple, often conflicting objectives. Facilitating and resolving such difficult decision situations can be complex, so that a more formal and systematic approach to decision-making may be necessary. This paper proposes an integrated multiple criteria decision-support framework specifically developed to provide a systematic, step-by-step guidance to decision-makers. The framework, which is suitable for both corporate and public policy-making in the context of sustainable development, comprises three steps: problem structuring, problem analysis and problem resolution. This paper concentrates on problem analysis and resolution, where decision-makers articulate their preferences for different decision criteria. A suitable Multiple Criteria Decision Analysis (MCDA) technique, such as multi-objective optimisation, goal programming, value-based and outranking approaches, is then used to model the preferences. These techniques are discussed here in some detail, to provide guidance on the choice of the most appropriate MCDA method. Based on the outcome of preference modelling, which estimates the overall 'value' of each alternative being considered, decision-makers can then choose the 'best' or most sustainable option. Such an integrated decision-support framework is useful for providing structure to the debate, ensuring dialogue among decision-makers and showing trade-offs between conflicting objectives. In this way, it may be possible to create shared understanding about the issues, generate a sense of common purpose and, often, resolve 'difficult' decision problems.  相似文献

The DPSIR framework was devised in the late 1990s as a tool for the reporting and analysis of environmental problems, ranging in scale from global systems to localized watersheds. Since then, international organizations have begun to apply this framework to the evaluation of sustainable development initiatives, to better understand and overcome barriers to sustainability. While this may seem a logical application for an integrated environmental assessment tool, the use of DPSIR in sustainable development will likely perpetuate the least satisfactory outcomes of development. DPSIR cannot address the impact of aggregated, informal responses on the drivers and pressures related to environmental problems and sustainability challenges. This problem is not merely an oversight of the framework, but an issue that emerges within the structure of DPSIR itself through the unexamined, unacknowledged hierarchy of actors that this framework implicitly creates with its typology. Therefore, a DPSIR-centered approach is not a new direction for development within international organizations, but instead, a reproduction of existing inequalities between actors and stakeholders within current approaches.  相似文献

Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation.  相似文献

This paper discusses some of the potentials, problems, policies and progress in modelling sustainable development. After briefly describing ten approaches to modelling sustainable development, some of the methodological problems still to be resolved are addressed. It is then suggested that policies to promote sustainable development should operate at six different spatial levels connecting global, multinational, national, regional, local and individual. Attempting to model sustainable development in such a hierarchical manner is exceedingly difficult. One way of modelling sustainable development is to develop the concept of a sustainable corridor, combining ecological, economic and equity considerations in a hierarchical fashion and through space-time. A preliminary dynamic, hierarchical model is described connecting global and national patterns of development. Using global and national data for Scotland, the calibrated model, running under the business-as-usual scenario, shows that current development paths are unsustainable. It is shown that, by implementing a judicious choice of policies, a sustainable corridor for a global and a national system can be achieved. The ways in which this preliminary model can be developed to connect all six hierarchical levels are discussed.  相似文献

Prevention and treatment of geological hazards is important for the sustainable development of human society. Surface geological hazards alone caused direct economic losses of ¥3.47 billion, with 768 deaths and 785 injuries in Guangdong Province, South China, from 1994 to 2005. The major factors causing geological hazards can be categorised into three types: geo-environmental, climatic-meteorological and human activity. Accompanied by rapid economic development and population growth, human activities can cause geological hazards that are as serious as those caused by natural factors. The authors propose some suggestions for prevention and treatment of geological hazards to achieve sustainable development on the Chinese coast.  相似文献

Livelihood diversification is essential to food security and improved incomes for human development in African rural communities. Uganda's agrarian economy suffers from limited diversification, environmental degradation, low incomes, and multifaceted negative impacts of AIDS. Efforts to stimulate and support innovation in agricultural production technology, forms of social organization, and poor markets are essential elements in promotion of sustainable rural livelihoods. Iowa State University's Center for Sustainable Rural Livelihoods and its partner organizations are applying a multi-dimensional approach to engage Uganda farmers and rural leaders in community-based learning and capability strengthening. We describe the role played by livelihood diversification and explore the promotion of sustainable livelihoods through scholarship with praxis. Sustainable livelihoods concepts are examined as a means to better understand contemporary African rural development. We identify principles and processes critical to achieving sustainable livelihoods. Their application is highlighted based on our early collaborative experience, including a discussion of the complexities associated with entering into balanced partnerships required for a successful community-based program. We explore the value of social science perspectives and processes for strengthening rural development in developing countries.  相似文献

Ever since the Earth Summit was launched at Rio de Janeiro, research has been done on the problems of developing indices for the health of the environment and for its sustainable development. However, this research has concentrated more on national and regional levels than on local levels, more on spatial comparisons than on time series analysis, more on short-term than on long-time analysis, more on qualitative than on quantitative analysis. In contrast, therefore, this paper presents an indicator system procedure for measuring Beijing (the capital of China) environmental sustainability based on the Pressure-State-Response (PSR) philosophy, evaluates the trend of Beijing environmental sustainability index (BESI) quantitatively for 21 years, from 1983 to 2003, and suggests three great opportunities in the near future that are expected to provide some dependable information to policy makers. The results suggest that Beijing is still far from environmental sustainable development. The total trend was better in the 1980s than in the 1990s, and has improved slightly since 2000.  相似文献

China has seen rapid economic growth over the past two decades, but severe environmental problems have accompanied this, such as the looming danger of Asian Brown Clouds. This paper analyzes the regional development of China by examining economic performance and environmental factors. Technical efficiency and productivity changes in 31 regions of China are computed for the period 1997–2001. In the case of regional GDP, the fast-developing eastern (coastal) regions experience higher technical efficiency and productivity growth than the inland central and western regions. When environmental factors are incorporated, the eastern regions still perform better than inland regions, both from static and dynamic analysis. This phenomenon is termed the 'double deterioration' of the inland areas in China. Double deterioration is attributed to the lack of economic resources to replace highly-polluting production equipment and technology in those less developed regions.  相似文献

Lugu Lake region, containing a plateau lake, and the unique matrichal society of the Mosuo, has become one of the most important areas for ecosystem conservation and cultural heritage protection in China. It is essential to pursue sustainable development in Lugu Lake region. However, rapid increases in the tourism industry have had negative influences on society, the economy and the environment of Lugu Lake region. Extensive concerns have been raised by numerous ecologists, economists and social scientists over recent years. Using systems analysis of major societal, economic and environmental problems, this paper advocates goals for realising sustainable development. A double-layer management model has been developed of regional ecosystem services, composed of natural ecosystem management and macro-control of society and the economy, and has been used to analyse the importance and feasibility of ecotourism development in Lugu Lake region. The mountains hold the key to global ecological and social stability by virtue of being centres of biological and cultural diversity and the storehouse for water and other resources. However, they are becoming unable to sustain the demands of the changing life style of the growing number of inhabitants as well as the population in the plains and, therefore, the resources are depleting rapidly. Inadequacy of research and development (R&D) projects undertaken in mountain ecosystems is, perhaps, a major factor that has not enabled us to evolve and introduce suitable interventions to replenish and restore the health of the degraded mountains. In this article, taking the Indian Himalayan region as a case study, an effort has been made to understand the adequacy and appropriateness of R&D projects in mountain ecosystems by analysing the research and development projects implemented in this region from 1985–86 to1998–99. The analysis revealed inadequacy in the number and budgets of R&D projects implemented in this mountain ecosystem as a whole as well as in specific subject areas; the number of R&D projects implemented during this period was only 5.28% of the total projects, with a fund allocation of 4.45% of the total R&D budget of India, which appears to be inadequate considering the geophysical and bio-social importance of the Himalaya. The finding suggests that national funding agencies of mountain nations need to increase the number of R&D projects in mountain regions as a priority, with the intention of developing scientific packages capable of restoring the degraded ecosystem of the mountains and ensuring their sustainable development.  相似文献

The paper explores the objectives, strategies and barriers to cleaner production (CP) implementation in China. Successful demonstration projects in China have shown that CP is a strategy for reducing pollution and costs, increasing competitiveness and achieving an integrated balance between economic and environmental benefits. As such, it is an inevitable choice and important contribution to sustainable development. However, it has not progressed enough as a strategy for continuous improvement since its effects are limited to industrial sectors or regions. CP implementation can be assisted by further popularization, policy system improvement, perception and awareness raising and technology innovation. These dimensions are the key tasks and incentives for all levels of government, enterprises and social organizations in moving toward sustainability.  相似文献

The exact application of sustainable development in the mining and minerals industry has precipitated considerable debate in recent years. Since the publication of the Brundtland Commission's Report, Our Common Future, numerous explanations have been put forth in an attempt to define sustainable development in the mining and minerals context. Specifically, the inability of the Brundtland Report to outline an effective sustainability framework, combined with its contention that no single blueprint for sustainable development exists, has prompted a number of academics and practitioners to provide personal viewpoints on the application of sustainable development in the mining and minerals industry. This paper focuses on one aspect of the mining and minerals-sustainable development debate: the corporate perspective. It first uses the burgeoning body of literature to define sustainable development in the corporate mining context. Second, it addresses, against the background of this interpretation, many of the salient issues associated with developing a series of plausible Sustainable Development Indicators (SDIs) for use in the mining and minerals extraction industry. The paper clearly illustrates the difficulty in both arriving at a suitable working definition of sustainable development for an industry, and developing an acceptable set of universal standards for measuring environmental and socioeconomic performance.  相似文献

China's Du Jiang Yan Irrigation Project, dating back to 256 BC, is one of the world's earliest water resources projects. Although it has been benefiting the Sichuan Basin area for over 2000 years, it is facing increasing problems due to ecological deterioration, over-exploitation from local industries and agriculture, suboptimal resource allocation arising from supply and demand mismatches, and an aging infrastructure. The traditional water resources development model is no longer appropriate for current and future needs of the area. Therefore, a sustainable development framework is envisioned in which population, economy and environment coexist in harmony. Within this framework, major strategies, such as construction and renovation of infrastructure, promotion of water conserving irrigation through non-engineering measures, pollution control and ecological improvements, restructuring of management entities and exploration of new funding sources, are proposed. An evaluation system is also introduced to assess the degree of sustainability and to monitor progress towards a high level of sustainable development.  相似文献

Throughout the world, there are imperatives and opportunities to develop sustainable enterprises based on plants and animals to alleviate poverty. This is true for indigenous people across northern Australia, although to date there has been very limited commercial use of wildlife within indigenous Australian communities. In this study, we examine factors affecting the establishment of enterprises utilising animal species in remote indigenous communities and suggest ways of improving uptake. We found four major areas affecting the progress of these enterprises: a lack of comprehensive market information and dissemination of that knowledge; a lack of basic infrastructure and training; a need for more appropriate and flexible government policy and regulation; and adverse public perceptions. Commercialisation of native species is at a relatively early stage compared to tropical Asia, Africa and South America, and development of these enterprises has the potential to benefit indigenous livelihoods in remote and marginal areas in Australia.  相似文献

The Baja California Peninsula is considered México's most productive in terms of commercial fisheries. Very few quantitative assessments of the economic importance of this region exist, especially considering artisanal fisheries and their relationships with ecological data. Datasets from government records on shrimp capture in Magdalena Bay, an arid coastal lagoon of Baja California Sur were collected, analysed and correlated with ecological data. Over the 10-year period analysed, fisheries from Magdalena Bay made up 27.5% of the shrimp capture of the state, contributing over US$15.5 million to the economy of the country. The impressive value of this resource warrants considerable attention in the design of land-use plans for the future of the region. Analysis of ecological and economical data on shrimp fishery activities in the Magdalena Bay region enables us to propose recommendations to enhance the sustainable development of the local inhabitants. A thorough assessment of the potential value of alternative economic activities should be conducted to determine their potential to provide similar productive use of the natural resources of the region as the shrimp fishery. Also, from a more specific management viewpoint, harvest rates of small shrimp in the channels should be reduced.  相似文献

Several interdependent strategies have allowed pastoralists to survive for centuries in patchy and unpredictable low-productivity environments while sustaining their resource base: mobility, diversity, flexibility, reciprocity and reserves. Recent decades have witnessed curtailed mobility due to agricultural expansion into rangelands, the establishment and enforcement of political and administrative boundaries, the usurpation of local institutional control and disruption of local practices, increased labour costs, and the development of stationary goods and services. Pastoralists have responded by becoming sedentary, diversifying or intensifying their production strategies, leaving the herding sector, or adapting and transforming their practices and institutions. While these trends may be significant, an historical precedence of ebbs and surges in mobility indicates they may not be new or unidirectional. Emerging political trends and technologies may provide an opportunity for pastoral populations to maintain or increase their mobility in the future, but will the customary pastoral institutions that support sustainable practices still be viable, or will new, viable institutions emerge? These institutions are often subtle, contextual, and norm-based; 'invisible' and easily dismantled or replaced by more authoritarian regimes. There is relatively little understanding of how they work or how to support them. Without them, the trend may be towards open access or privatization.  相似文献

Since the 1992 Rio Earth Summit, sustainable development has been embraced as an important goal. In order to measure sustainable development, many scientists and researchers have made efforts to establish measurement systems such as the Driving Force State Response (DSR) framework (Hens 1995), the Human Development Index (HDI) (Goeteyn 1996) devised by the United Nations Development Programme, the Sustainable National Income (SNI) developed by Hueting et al. (1992) and the Ecological Footprint proposed by Wackernagel and Rees (1996). The environmental sustainability index (ESI) is a composite index, which was created by the World Economic Forum, Yale and Columbia Universities, aggregating data at the national level to measure a country's performance in sustaining a healthy, livable environment. 142 countries have been measured with ESI by 2002. However, it has not yet been documented if it can be applied at a regional level. In this study, we have tried to apply ESI to measure the sustainable development of Shandong in China. 22 indicators and 43 variables were chosen, and results showed the ESI of Shandong was 49, suggesting that Shandong is still far from a position of sustainable development.  相似文献

Bamboo forests, due to their special characteristics and ecological functions, play an important role in sustainable forest management and rural development in China. Over the past two decades, China has successfully established millions of hectares of bamboo forest, which has restored fragile ecosystems, provided benefits to local communities, alleviated rural poverty and eased timber shortages. However, there is potential for further improvements to the bamboo forest estate. This paper analyses the current state of bamboo forest resources and management, and the roles of the bamboo forest industry in social development, economic growth and ecosystem protection in China. We examine the main issues related to governance systems, local economic development and traditional management practices. Finally, we suggest some directions for future development.  相似文献

The ecological footprint (EF) is a method for measuring sustainable development through ecological impact. A methodology is presented for predicting urban ecological footprints. Urban energy use and natural resource consumption were analyzed to calculate an EF based on land type (arable, pasture, forest, fossil energy land, built-up area and water area) and consumption (food, housing, transportation, goods, services and waste). The result was then compared with the local ecological carrying capacity to develop criteria for sustainable ecological footprints. Case studies of four cities in China (Guangzhou, Ningbo, Suzhou and Yangzhou) illustrate the urban EF approach. The time series of EF in a case study of Guangzhou for 1991–2001 was analyzed and the consumption–land-use matrix of urban EF was established. The results show that the cities are ecologically unsustainable, with average ecological conflicts per capita of more than 2 ha. The urban EF method is useful to measure urban sustainable development and provides policy proposals for decision-making. However, the EF method still has limitations and weaknesses.  相似文献
