采用大气污染物超标指数、水污染物浓度超标指数、污染物浓度综合超标指数等3个指标,针对汶川地震极重灾区10个县市,评价了区域环境系统对社会经济系统的支撑能力。结果表明:10个县市中,环境承载力超载的县市有7个,接近超载的县市有3个。其中,9个县市的大气存在环境质量问题,4个县市的水环境质量存在问题,整个区域大气环境质量改善形式更为严峻。10县市的大气污染物中,O3、PM2.5、PM10普遍超标或接近超标,是影响区域大气质量的主要因素。在3指标中,又以PM10和PM2.5超标情况最为严重。大气污染在10个县市中具有明显的区域特征。都江堰市、彭州市、安县、绵竹市、什邡市等环成都城市圈的5县市大气污染物浓度超标指数普遍高于远离成都经济中心的5县市。根据影响水质的水污染物性质,及水环境影响因子排序分析,彭州市、什邡市在CODCr、P、N-NH3上有较高载荷,平武县在CODMn、DO两因子上载荷较大;汶川县的主要水环境影响因子是BOD5。根据在水污染因子上的载荷,10县市水污染特征归为集中污染型和面源污染型,以及混合污染三种类型。  相似文献

北京作为我国的首都、环境保护的首善之区,在环境问题上应该,也必须是安全的。但实际上,北京大气污染、水体污染日益加剧,水资源紧张,环境安全形势严峻。本文根据2005—2014年十年环境污染统计数据,运用层次分析法、灰色聚类分析法对北京市城市环境安全进行了评价分析,结果表明,北京市城市环境安全度为6.3~6.89,属于较安全级别。十年来北京市环境安全状况呈好转趋势,环境安全度最低值出现在2006年,最高值出现在2011年,增幅9%。地表水的氨氮、BOD、高锰酸盐指数及大气污染中的PM10污染相对严重。PM10安全度指数2005—2007年偏低,由于奥运减排措施的持续作用及沙尘影响减弱,2006—2013年安全度逐年增高,2014年安全度略有下降,但整体呈好转趋势。北京市地表水污染仍为有机污染型,2005—2014年的十年间,通过结构减排、工程减排、监管减排等措施,地表水有机污染得到很大改善,各项污染物浓度总体呈下降趋势。总体而言,环境空气质量仍未达标,水环境污染仍较突出,应针对评价结果加大相应的环境治理措施,确保首都环境安全。  相似文献

以张掖市甘州区城区采暖期2008—2012年5年环境空气质量数据为主,对采暖期污染物变化状况及污染物分布情况进行分析。张掖市冬季采暖主要以燃煤为主,能源结构不合理、锅炉污染严重、工业企业结构不合理以及交通污染等原因,使得冬季采暖期间张掖市甘州区城区环境空气中主要污染物为二氧化硫、可吸入颗粒物、二氧化氮,采暖期间污染物浓度随时问呈正态分布特征。结合污染特点,提出调整能源结构、利用清洁能源、加大监管力度等建议,以期改善张掖市采暖期的环境空气质量。  相似文献

生态环境科技成果转化是生态环境科技创新活动全过程的"最后一公里",决定着科技创新的成败,对打好污染防治攻坚战起着重要的支撑作用。本文依据成果转化法,按照系统工程方法进行生态环境科技成果转化顶层设计研究,界定了生态环境科技成果转化的内涵,系统提出了技术评估、二次开发、技术交易、产业孵化四环节转化内容,明晰了相关方的职责,分析了存在的问题,并提出相应对策,以期为我国的生态环境科技成果转化工作提供有益借鉴和参考。  相似文献

清洁生产是环境保护工作实现由末端控制转向全过程控制的必由之路,对提高能源资源利用效率,减少污染物排放,降低工业污染,缓解环境压力至关重要。长期以来,中国石油积极履行其社会责任,坚持清洁生产的技术政策,把它作为构建和谐企业、走新型工业化道路的重要举措,通过持续开展清洁生产审核,落实清洁生产方案,目前已取得了明显成效。文章通过清洁生产审核工作实践总结,提出了石油化工生产过程中开展清洁生产审核的有关方法和建议。  相似文献

本文对我国1990-2004年能源消费与环境质量的变化态势以及二者之间关系的实证分析结果表明:我国能源消费与整体环境质量变化和局部环境质量有着高度的相关性;环境质量的改善不能仅依靠环境保护来实现,还应考虑能源消费的发展变化和影响。  相似文献

针对我国日益严峻的水环境安全问题,本文从水污染防治角度出发,依据影响我国水环境安全的关键污染问题,即水环境质量、水污染物排放、水环境风险,构建了水环境安全指标体系。利用相关分析法、主成分分析法,简化、优化评价指标体系。利用层次分析法与专家打分法,估算各指标权重,采集各指标数据对全国31个省(自治区、直辖市)2011—2013年的水环境安全状况进行评估。结果表明:该指标体系在一定条件和范围内是合理的,我国水环境安全大体呈西高中东低的空间分布,京津冀区域水环境安全评价值较低。"十三五"时期,京津冀地区应着重于降低主要污染物浓度,削减劣V类断面比例,提高水环境质量,海南、福建、广东等地区着力于减少农业等水污染物排放强度,湖南等地区则需要重点关注涉重企业的污染物排放。  相似文献

When mineral wastes are reused in construction materials, a current practice is to evaluate their environmental impact using standard leaching test. However, due to the uncertainty of the measurement, it is usually quite difficult to estimate the pollutant potential compared to other materials or threshold limits. The aim of this paper is to give a quantitative evaluation of the uncertainty of leachate concentrations of cement-based materials, as a function of the number of test performed. The relative standard deviations and relative confidence intervals are determined using experimental data in order to give a global evaluation of the uncertainty of leachate concentrations (determination of total relative standard deviation). Various combinations were realized in order to point out the origin of large dispersion of the results (determination of relative standard deviation linked to analytical measured and to leaching procedure), generalisation was suggested and the results were compared to literature. An actual example was given about the introduction of residue (meat and bone meal bottom ash--MBM-BA) in mortar, leaching tests were carried out on various samples with and without residue MBM-BA. In conclusion large dispersion were observed and mainly due to heterogeneity of materials. So heightened attention needed to analyse leaching result on cement-based materials and further more other tests (e.g. ecotoxicology) should be performed to evaluate the environmental effect of these materials.  相似文献

Several environmental protection policies have been implemented to prevent soil erosion and nonpoint source (NPS) pollutions in China. After severe Yangtze River floods, the “conversion cropland to forest policy” (CCFP) was carried out throughout China, especially in the middle and upper reaches of Yangtze River. The research area of the current study is located in Bazhong City, Sichuan Province in Yangtze River watershed, where soil erosion and NPS pollution are serious concerns. Major NPS pollutants include nitrogen (N) and phosphorus (P). The objective of this study is to evaluate the long-term impact of implementation of the CCFP on stream flow, sediment yields, and the main NPS pollutant loading at watershed level. The Soil and Water Assessment Tool (SWAT) is a watershed environmental model and is applied here to simulate and quantify the impacts. Four scenarios are constructed representing different patterns of conversion from cropland to forest under various conditions set by the CCFP. Scenario A represented the baseline, i.e., the cropland and forest area conditions before the implementation of CCFP. Scenario B represents the condition under which all hillside cropland with slope larger than 25° was converted into forest. In scenario C and D, hillside cropland with slope larger than 15° and 7.5° was substituted by forest, respectively. Under the various scenarios, the NPS pollution reduction due to CCFP implementation from 1996–2005 is estimated by SWAT. The results are presented as percentage change of water flow, sediment, organic N, and organic P at watershed level. Furthermore, a regression analysis is conducted between forest area ratio and ten years’ average NPS load estimations, which confirmed the benefits of implementing CCFP in reducing nonpoint source pollution by increasing forest area in mountainous areas. The reduction of organic N and organic P is significant (decrease 42.1% and 62.7%, respectively) at watershed level. In addition, this study also proves that SWAT modeling approach can be used to estimate NPS pollutants’ impacts of land use conversions in large watershed.  相似文献

本文尝试构建基于智能电网大数据的工业企业污染排放预测方法。通过分析上海大中型工业企业用电量与工业总产出、工业总产出与主要污染物直接排放量之间的关联关系,本文建立了工业企业基于用电量的直接污染排放清单估算方法。利用此估算方法,可在实时的智能电网大数据基础上估算工业企业直接污染排放量,服务于大气污染的实时预警和预测。本文研究表明,这种清单估算方法可直接应用于工业企业污染的实时防控,既可服务于政府大气污染监测、应急机制启动时防控对象的选择,也可服务于未来的污染物排放权实时交易市场的供需分析等,是大数据在污染防治领域应用的可行路径。  相似文献

An approach to measuring environmental quality and trends in coal mining and industrial areas was attempted in this work. For this purpose, the establishment of a reference scale characterizing the status of environmental quality is proposed by developing an Environmental Quality Index (EQI). The methodology involves three main components: social research, the opinion of environmental experts, and the combination of new or existing indices. A survey of public opinion was carried out to identify the main environmental problems in the region of interest. Environmental experts carried out a survey, and the weights of specific environmental problems were obtained through a fuzzy Delphi method and pairwise comparison. The weight attributed to each environmental problem was computed, using new or existing indices (subindices) in the relevant literature. The EQI comprises a combination of the subindices with their own weights. The methodology was applied to a heavily industrialized coal basin in northwestern Macedonia, Greece. The results show that the new index may be used as a reliable tool for evaluating environmental quality in different areas. In addition, the study of EQI trends on an interannual basis can provide useful information on the efficiency of environmental policies already implemented by the responsible authorities.  相似文献

A two-stage inexact joint-probabilistic programming (TIJP) method is developed for planning a regional air quality management system with multiple pollutants and multiple sources. The TIJP method incorporates the techniques of two-stage stochastic programming, joint-probabilistic constraint programming and interval mathematical programming, where uncertainties expressed as probability distributions and interval values can be addressed. Moreover, it can not only examine the risk of violating joint-probability constraints, but also account for economic penalties as corrective measures against any infeasibility. The developed TIJP method is applied to a case study of a regional air pollution control problem, where the air quality index (AQI) is introduced for evaluation of the integrated air quality management system associated with multiple pollutants. The joint-probability exists in the environmental constraints for AQI, such that individual probabilistic constraints for each pollutant can be efficiently incorporated within the TIJP model. The results indicate that useful solutions for air quality management practices have been generated; they can help decision makers to identify desired pollution abatement strategies with minimized system cost and maximized environmental efficiency.  相似文献

依据压力—状态—响应(PSR)模型原理构建了新疆工业污染状况评价指标体系,以新疆统计年鉴(2002-2009年)和环境状况公报的数据在此模型指标基础上进行了实证分析,结果表明:近年来新疆环保措施取得显著成效,环境污染事故显著下降。但由于工业中资源开发和初加工产业比重大,工业排污强度高,全区工业污染有加剧的趋势;企业自身环保意识差,对工业污染的响应程度主要取决于政府的政策、法规。  相似文献

This paper describes the development of a methodology to theoretically assess the stormwater pollutant removal performances of structural best management practices (BMPs). The method combines the categorisation of the relative importance of the primary removal processes within 15 different BMPs with an evaluation of the ability of each process to remove a pollutant in order to generate a value representing the pollutant removal potential for each BMP. The methodology is demonstrated by applying it separately to a set of general water quality indicators (total suspended solids, biochemical and chemical oxygen demand, nitrates, phosphates and faecal coliforms) to produce a ranked list of BMP pollutant removal efficiencies. Given the limited amount of available monitoring data relating to the differential pollutant removal capabilities of BMPs, the resulting prioritization will support stakeholders in making urban drainage decisions from the perspective of pollutant removal. It can also provide inputs to existing urban hydrology models, which aim to predict the treatment performances of BMPs. The level of resilience of the proposed approach is tested using a sensitivity analysis and the limitations in terms of BMP design and application are discussed.  相似文献

目前生态影响评价研究中的评价对象、内容和方法缺乏统一的模式,本文以攀枝花高耗能园区的开发为例,尝试建立一套系统的工业园区开发生态影响评价方法,该方法以层次分析法为基础,将生态系统分解为经济发展、社会进步、环境保护、景观生态保护四个目标子系统,并在此基础上细化评价因子,通过专家打分和矩阵运算确定其权重,再根据适当的评价标准,运用指数法得出评价结果。结果表明该工业园区在建成前后,其生态综合指数由0.552提高到0.794.其级别由三级提高到二级,说明该园区生态系统总的状态得到改善,该工业园区项目开发可行。  相似文献

The local impacts of industrial pollution can take many forms and—whilst uncertain in their scale, severity and distribution—are widely recognised. The question of who in society potentially experiences these impacts through living near to emission sources has been little explored, at least in the UK. This paper reports on a study carried out for the Environment Agency, which examined the distribution of sites coming within the Industrial Pollution Control (IPC) regime against patterns of deprivation. Our analysis provides evidence of a socially unequal distribution of IPC sites in England, with sites disproportionately located and clustered together in deprived areas and near to deprived populations. In discussing these results we emphasise the methodological limitations of this form of environmental justice analysis and the crucial differences between proximity, risk and impact. We also consider the distinction between inequality and injustice and the difficult policy questions which arise when evaluating evidence of environmental inequality, including potential grounds for policy intervention.  相似文献
