Environmental management and planning are instrumental in resolving conflicts arising between societal needs for economic development on the one hand and for open green landscapes on the other hand. Allocating green corridors between fragmented core green areas may provide a partial solution to these conflicts. Decisions regarding green corridor development require the assessment of alternative allocations based on multiple criteria evaluations. Analytical Hierarchy Process provides a methodology for both a structured and consistent extraction of such evaluations and for the search for consensus among experts regarding weights assigned to the different criteria. Implementing this methodology using 15 Israeli experts—landscape architects, regional planners, and geographers—revealed inherent differences in expert opinions in this field beyond professional divisions. The use of Agglomerative Hierarchical Clustering allowed to identify clusters representing common decisions regarding criterion weights. Aggregating the evaluations of these clusters revealed an important dichotomy between a pragmatist approach that emphasizes the weight of statutory criteria and an ecological approach that emphasizes the role of the natural conditions in allocating green landscape corridors.  相似文献

Various approaches have been used to classify large geographical areas into smaller regions of similar water quality or extrapolate water-quality data from a few streams to other unmonitored streams. A combination of some of the strengths of existing techniques is used to develop a new approach for these purposes. In this new approach, referred to here as SPARTA (SPAtial Regression-Tree Analysis), environmental characteristics for each monitored stream are first quantified using a Geographic Information System (GIS) and then regression-tree analysis is used to determine which characteristics are most statistically important in describing the distribution of a specific water-quality constituent. GIS coverages of only the most statistically significant environmental characteristics are then used to subdivide the area of interest into relatively homogeneous environmental water-quality zones. Results from the regression-tree analysis not only define the most important environmental characteristics, but also describe how to subdivide the coverage of the specific characteristic (for example, areas with <26% or ≥26% soil clay content). The resulting regionalization scheme is customized for each water-quality constituent based on the environmental characteristics most statistically related to that constituent. SPARTA was used to delineate areas of similar phosphorus, nitrogen, and sediment concentrations (by including land-use characteristics) and areas of similar potential water quality (by excluding land-use characteristics). The SPARTA approach reduced the variability in water-quality concentrations (phosphorus, total nitrogen, Kjeldahl nitrogen, and suspended sediment) within similarly classified zones from that obtained using the US Environmental Protection Agency's nutrient ecoregions.  相似文献

Participatory public engagement approaches such as Consensus Conferences, Deliberative Polling®, and Planning Cells have been used to try and resolve environmental disputes in Japan; however, the strengths and weaknesses of these approaches have not been analyzed adequately or comprehensively. This paper evaluates practical applications of each of the above participatory approaches and conducts a crosscutting analysis of these applications to evaluate how effectively each approach provides scientific information to participants and to consider how the quality of deliberations that occur during these processes affect their outputs. Based on existing classification of participatory processes, and methodology for public involvement in US environmental decision-making, this study compares and contrasts the processes and outcomes of 25 participatory planning case studies in Japan. After compiling a case inventory of participatory approaches, the features of one approach are documented using qualitative analysis, and the aspects of four other approaches are confirmed using crosscutting analysis. In so doing, the likely strengths and weaknesses of each approach are suggested as follows. When discussions require an understanding of scientific knowledge, the Consensus Conference tends to be more suitable than the DP approach. If the consensus of participants is expected, the Consensus Conference is also thought to be suitable. But through a DP process or Simplified Planning Cells approach, we can know the quantitative portion of each opinion through results of ballots. In sum, new participatory approach that incorporates strengths of the Consensus Conference and the Simplified Planning Cells into Local Environmental Planning is needed. This article suggests a set of metrics that may impact both profitability and environmental quality, capture and quantify eco-efficiency costs and benefits, and help managers understand and focus on tangible, yet difficult-to-quantify benefits (such as improved morale, innovation, etc.). In order to do this, it will frame the issues pertinent to developing eco-efficiency metrics; identify criteria for effective metrics to enable companies/consultants/etc. to discuss, evaluate, and select program metrics; outline the universe of possible metrics; suggest key metrics for a typical company; identify data quality, availability and other constraints; and suggest a methodology for incorporating environmental metrics into operating metrics. [Note: This article is not intended to provide a definitive overview of environmental metrics; rather, it proposes an operational framework for considering, selecting, and implementing metrics that are meaningful in both environmental and business terms. For an overview, see for example, Environmental Policy Performance Indicators;1 Company Environmental Reporting;2 The Greening of Industrial Ecosystems;3 Measuring Corporate Environmental Performance4]. Environmental quality in urban areas has become an increasingly important topic in Taiwan. Previous research involving the interrelationshipsbetween urban development and environmental quality have rarely emphasized the symbiosis between urban areas and the natural environment. In recent years, the discipline of ecological economics has applied ecological energetic analysis to evaluate the contribution of the natural environment to an urban system. In addition, system simulation also plays a prominent role in assessing the dynamic interrelations between humans, economics and ecological systems. On the basis of an ecological economics perspective, this paper establishes indices of environmental quality and develops an ecological system model to simulate the interrelationshipsbetween urban developmentand environmentalquality of the Taipei metropolitan region. Furthermore, this paper not only proposes future development alternatives and strategies, but also initiates scenarios of the Taipei metropolitan region for policy simulation. According to those results, future development in the Taipei metropolitan region should adjust the interface and mechanism between man and nature for sustainable development.  相似文献

The public preferences for environmental quality should be a primary consideration of planners and decision-makers in environmental systems planning. In the first stage of multicriteria analysis, a multi-attribute evaluation model for determining public preferences is formulated. The environmental indices are defined for a comparison of environmental quality in different metropolitan districts. The public preferences of the environmental quality in Taipei are obtained using the weighted average rating method. The results indicate air quality and noise pollution as main public concern. In the second stage of multicriteria analysis, strategies are proposed to improve the air quality, and criteria are established. The experts evaluated all alternative strategies according to the criteria. The alternatives are ranked applying the compromise ranking method.  相似文献

This article reports on the content and process used to evaluate environmental impacts caused by the development of 50 new settlements in the central Galilee region in northern Israel between 1978 and 1988. Some 60 different environmental and developmental factors and their interrelationships were identified. Selected physical changes that were defined as impacts were later evaluated. The evaluation method was based on intensive use of interviews with resource scientists and decision makers as experts. The data from interviews were used as the basis for factors identification, impact screening, and their rating. Experts used three types of criteria in the latter process: intensity of impact, the potential for its mitigation and compatibility with existing natural resource conservation, and environmental quality protection policy. Researchers concluded that reliance on experts with broad local experience eliminated the need for a more structured and detailed assessment method. The case study shows that experts provided creditable and reliable findings. They substituted the need for long periods of observation and largescale and costly data gathering, analysis, and evaluation.  相似文献

Environmental indicators can be used as a first stage in progress towards comprehensive environmental impact measures [J. Environ. Manage 65/3 (2002) 285]. In this article, we develop a 'pollutant interaction matrix method' that allows calculation of a global environmental protection index (Ep) in order to verify the eco-compatibility of an industrial activity. Two methods are proposed for the Ep index evaluation (which represents the numerical measure of the environmental sustainability): the Direct Method (Epd) and the Weighted Method (Epw). Both methods need to define, in the whole industrial process, homogeneous sectors (defined as construction sites where activities of the same type are carried out). Furthermore, for each activity a set of parameters (t, duration of pollution effect, P, quantity of pollutant produced,G, hazard of the pollutant) are required to evaluate the relative pollution index Y. All indices calculations were carried out using a set of matrices. The correct use of Ep evaluation provides an improvement in the total environmental performance of companies because it points out possible critical operations in each homogeneous sector which require solutions. The methodology is applied to evaluate the environmental pollution risk of a company that produces polymer materials and to improve their environmental performance. The results obtained show that the whole productive process has a low environmental impact factor. Nevertheless the applied methodology puts in evidence some processes that generate local pollution in specific areas of the factory and which could be dangerous for the workers' health.  相似文献

为全面掌握环胶州湾区域生态环境状况,更好地服务于环胶州湾区域经济发展和生态环境保护,根据《近岸海域环境监测规范》(HJ 442-2008),青岛市环境监测中心站对环胶州湾区域进行了综合监测与评价,建立了环胶州湾区域陆海统筹监测评价体系,完善了胶州湾水质监测网络,摸清了环胶州湾区域直排海污染源状况及环胶州湾区域土地利用状况。针对综合监测与评价过程中存在的胶州湾污染源的排放状况掌握不全面、河流入海通量的测算不准确、环境质量的变化趋势预测不能实现的问题,提出了加强入海河流监测、实行陆源污染物总量控制管理、建立自动监测站等对策建议。  相似文献

选取干旱区典型的绿洲城市新疆奎屯市为研究对象,运用主客观相结合的评价方法,评价其宜居程度;并选取经济、环境、社会三大类25个指标,采用主成分分析法对研究区2006-2012年的宜居水平进行评价.同时,从环境怡人性、生活便宜性、居住安全感、居住归属感四个方面21个指标,对城市居民宜居满意度调查.结果表明,社会生活环境质量、自然环境质量、经济发展状况是影响奎屯市城市宜居性的主要因素;研究区宜居程度不高,但呈增长态势;在人居环境满意度因子中,城市生态环境等指标,居民的满意率不高.  相似文献

经过数十年的努力,国家土壤环境质量管理体系正在从无到有,从弱到强,从偏到正,在国家环境质量管理体系中的地位越来越显著。在土壤环境质量管理体系中,土壤环境质量是体系的决策核心和实现目标,是衡量实施力度和保障措施的直接标尺;政府主导、企业担责、公众参与、市场调节是土壤环境质量管理体系的组织执行主体,共同开启了"四元共治"的局面;法律完善、风险管控、高效实施、强力监管、科技应用是实现土壤环境质量改善、土壤环境质量体系完善的保障手段。本文旨在根据土壤环境质量保护历程和基础理论,从决策核心、执行主体、保障手段三个层面提出了土壤环境质量管理体系的建设构想,在新的形势下,土壤环境质量管理体系的构建更需要统筹规划和创新设计。  相似文献

Until now, existing remuneration of environmental services has not sufficiently supported the goals of spending money more effectively on the environment and of motivating farmers. Only a small share of the budgets for agriculture in the EU, as well as in US and other countries, is available for buying environmental goods and services beyond the level of good farming practice (GFP). This combined with the insufficient targeting of compensation payments to areas where special measures are needed leads to an unsatisfactorily low impact of agri-environment measures compared to other driving forces that stimulate the intensification of farming. The goal of this paper is to propose a management concept that enhances the ecological and cost efficiency of agri-environment measures. Components of the concept are a comprehensive environmental information base with prioritised goals and targets (available in Germany from landscape planning) and new remuneration models, which complement conventional compensation payments that are based upon predetermined measures and cost. Comprehensive landscape planning locates and prioritises areas which require environmental action. It contains the information that authorities need to prioritise funding for environmental services and direct measures to sites which need environmental services beyond the level of GFP.Also appropriate remuneration models, which can enhance the cost efficiency of public spending and the motivation of the farmers, can be applied on the base of landscape planning.Testing of the planning methodology and of one of the remuneration models (success-oriented remuneration) in a case study area (“Fuhrberger Feld” north of Hanover, Germany) demonstrated the usability of the concept and led to proposals for future development of the methodology and its application in combination with other approaches.  相似文献

There has been much criticism of the system for the control of industrial pollution, but not much is known about the views of the regulators and the industry. The objective of this study was to explore the attitudes at this regulatory interface towards the current and proposed regulatory system and make recommendations for improvements. The methodology involved a questionnaire survey sent to over 700 key personnel. Statistical analysis revealed similarities and significant differences between the views of industry and the regulator on the effectiveness of the current regime. Weaknesses related to the derivation and enforcement of standards were identified. The Environmental Quality Standards system was acknowledged to be flawed by both operators and regulators who agreed it should be improved by the expansion of listed chemicals, the introduction of sediment environmental quality standards and direct toxicity assessment of effluents. This paper concludes that these measures should be incorporated into the regulatory system, together with more rigorous enforcement of environmental performance standards including serious sanctions for non-compliance. In the longer term, a reappraisal of the regulatory system is required in order to establish an appropriate framework to ensure that environmental policy commitments are implemented.  相似文献

In Finland, the current water conservation policy sets equal incentives for water conservation, regardless of the environmental condition. Before any policy reform, it is vital to investigate the tendency of landowners to adopt water conservation measures. In this study, we were interested in examining adoption if the soil quality implies a high leaching risk and if the water quality is already poor. By combining survey data with GIS data, we analysed the effect of farm and farmer characteristics and attitudes towards adoption. Our probit models indicated that financial variables were the key determinants of adoption for active farmers, whereas for passive owners, adoption was also explained by attitudes. In contrast to our expectations, adoption in areas under risk was weakly supported by our estimates. Environmental awareness, providing it increases with risk, is not strong enough to motivate adoption. Targeted agri-environmental measures, even though costly, cannot be avoided, and spatially tailored measures can attract adopters in hotspot areas.  相似文献

/ A number of strategies for the control of vehicular emissions are being considered by the Philippine government to address Metropolitan Manila's air quality problem. An analytical tool is needed for optimizing criteria pollutant reductions given the budgetary constraints. The simplest approach is to take costs and pollutant removals to be linear with each strategy's scale of activity, and this is readily solved as a linear programming problem. Another approach is to use a dynamic system of weights which shift with progressive improvements in pollutant emissions. The two approaches yield somewhat different results, suggesting the sensitivity of the solution to the assumed weights. The study also illustrates the importance of a sound methodology for evaluating priorities given to different air quality goals. One such methodology may involve a polling of expert panels and the public to gain insight into the relative importance given to competing emissions reduction goals. An informal polling of resource agency staff was conducted and discussed in this paper. Red sesbania is an invasive South American shrub that has rapidly expanded its range along California waterways, emphasizing the need to prioritize eradication sites at a regional scale. To accomplish this, we updated baseline location data in summer 2010 using field surveys throughout the state. We collected relevant GPS attribute data for GIS analysis and eradication prioritization modeling. The regional survey identified upstream and downstream extents for each watershed, as well as outliers in urban areas. We employed the Weed Heuristics: Invasive Population Prioritization for Eradication Tool (WHIPPET) to prioritize red sesbania sites for eradication, and revised the WHIPPET model to consider directional propagule flow of a riparian species. WHIPPET prioritized small populations isolated from larger infestations, as well as outliers in residential areas. When we compared five experts’ assessments of a stratified sample of the red sesbania populations to WHIPPET’s prioritization results, there was a positive, but nonsignificant, correlation. The combination of WHIPPET and independent expert opinion suggests that small, isolated populations and upstream source populations should be the primary targets for eradication. Particular attention should be paid to these small populations in watersheds where red sesbania is a new introduction. The use of this model in conjunction with evaluation by the land manager may help prevent the establishment of new seed sources and protect uninfested riparian corridors and their adjacent watersheds.  相似文献

The Serbian National Waste Management Strategy for the Period 2010–2019, harmonized with the European Union Directives, mandates new and very strict requirements for landfill sites. To enable analysis of a number of required qualitative and quantitative factors for landfill site selection, the traditional method of site selection must be replaced with a new approach. The combination of GIS and the Analytic Hierarchy Process (AHP) was selected to solve this complex problem. The Srem region in northern Serbia, being one of the most environmentally sensitive areas, was chosen as a case study. Seventeen factors selected as criteria/sub-criteria were recognized as most important, divided into geo-natural, environmental, social and techno-economic factors, and were evaluated by experts from different fields using an AHP extension in Arc GIS. Weighted spatial layers were combined into a landfill suitability map which was then overlapped with four restriction maps, resulting in a final suitability map. According to the results, 82.65% of the territory of Srem is unsuitable for regional landfill siting. The most suitable areas cover 9.14%, suitable areas 5.24%, while areas with low and very low suitability cover 2.21 and 0.76% of the territory, respectively. Based on these findings, five sites close to two large urban agglomerations were suggested as possible locations for a regional landfill site in Srem. However, the final decision will require further field investigation, a public acceptance survey, and consideration of ownership status and price of the land.  相似文献

Much of the work completed thus far on environmental justice has focused on environmental issues that unfairly affect politically disenfranchised communities in the US. The farm crisis occurring across the Canadian Prairies is at a fundamental level, also a matter of social and environmental justice. Environmental justice, in an agricultural context, refers not only to the siting and operation of intensive livestock facilities but more broadly relates to the concerns of many about the contemporary reorganization of agriculture. Using a case study of recent developments in plant breeding and seed production, I will discuss some of the broad trends occurring across the Canadian prairies in agriculture and rural areas as issues of environmental justice.  相似文献
