Waste management has at least five types of impacts on climate change, attributable to: (1) landfill methane emissions; (2) reduction in industrial energy use and emissions due to recycling and waste reduction; (3) energy recovery from waste; (4) carbon sequestration in forests due to decreased demand for virgin paper; and (5) energy used in long-distance transport of waste: A recent USEPA study provides estimates of overall per-tonne greenhouse gas reductions due to recycling. Urban water management in Addis Ababa, Ethiopia, is of significant concern to the city government owing to the growing demand for water, poor urban water management practices, insufficient and ineffective infrastructures, and climate change. The objective of this study is to review current water resources and management practices, consider the sustainability of the urban water cycle in relation to climate change, and devise a feasible strategy for a sustainable urban water management system. The results of this study show that the situation as it is now is not sustainable at current levels of demand and supply, either in terms of the systems’ management practices, or in terms of the challenges posed by climate change. An Integrated Urban Water Management strategy that covers the entire urban water cycle, including diversification of water sources, protection and conservation of water, sustainable exploitation, distribution, and consumption and wastewater management, water recycling, nutrient reuse, and safe wastewater disposal, should be implemented as soon as practicable.  相似文献

In seeking to determine whether climate change mitigation strategies are effective, researchers and policy-makers typically use energy consumption as an indicator. UK government data show that energy use amongst the public is rising, despite measures to encourage energy conservation. Yet, research to date has not explicitly asked which actions the public are taking with the express intention of mitigating climate change. Using Stern's classification of impact-oriented and intent-oriented behaviour research, the research described in this paper examines both actions taken ‘out of concern for climate change’ and energy conservation practices amongst the UK public. The findings show a clear divergence between actions prescribed by policy-makers (i.e. energy conservation) and those taken by the public to mitigate climate change (e.g., recycling). Furthermore, those who take action to conserve energy generally do so for reasons unconnected to the environment (e.g., to save money). Regression analyses highlight the distinct determinants of these two behavioural categories. These findings imply that surveys using energy reduction as an indicator of public response to climate change falsely assume that these can be equated; consequently, they will provide a distorted picture of behavioural response. Possible reasons for the asymmetry of intentions and impacts, and policy implications, are discussed.  相似文献

This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation.  相似文献

The photovoice research project, “At the water's edge”, which gives voice to communities exploring the threats and impact of climate change and rising sea levels on coastal communities, was conducted during an environmental art symposium in the Noosa Biosphere Reserve, Australia in June 2009. Photos by participants illustrated both local and global threats and reflected psychological tension between global and local action. This research partnership with the local people demonstrated an innovative visualisation technique which can be used to collaboratively build capacity and consensus about adaptation to climate change. It also contributed to the Biosphere Reserve's educational and cultural aims in relation to climate change.  相似文献

The municipal response to these two challenges is set within a broader policy context that acknowledges Sweden as a pioneer in environmental governance, including its comparatively high ambitions with regard to the reduction of greenhouse ga emissions. Central-local relations in climate policy are analysed, and climate change mitigation and adaptation are exemplified by some snapshots of municipal initiatives, including the popular habit of networking between municipalities within as well as across national borders. In conclusion we briefly evaluate the Swedish local governance experience of climate change mitigation and adaptation to date as characterized by radical rhetoric and ambitious goals combined with a lot of promising initiatives, although still with fairly modest results in terms of tangible outcomes. There has recently been a return in climate change risk management practice to bottom‐up, robustness‐based planning paradigms introduced 40 years ago. The World Bank's decision tree framework (DTF) for “confronting climate uncertainty” is one incarnation of those paradigms. In order to better represent the state of the art in climate change risk assessment and evaluation techniques, this paper proposes: (1) an update to the DTF, replacing its “climate change stress test” with a multidimensional stress test; and (2) the addition of a Bayesian network framework that represents joint probabilistic behavior of uncertain parameters as sensitivity factors to aid in the weighting of scenarios of concern (the combination of conditions under which a water system fails to meet its performance targets). Using the updated DTF, water system planners and project managers would be better able to understand the relative magnitudes of the varied risks they face, and target investments in adaptation measures to best reduce their vulnerabilities to change. Next steps for the DTF include enhancements in: modeling of extreme event risks; coupling of human‐hydrologic systems; integration of surface water and groundwater systems; the generation of tradeoffs between economic, social, and ecological factors; incorporation of water quality considerations; and interactive data visualization.  相似文献

The paper industry's climate change gas emissions are growing. This article considers how to reduce emissions from cut-size office paper by bypassing stages in its life cycle. The options considered are: incineration, which cuts out landfill; localisation, which cuts out transport; annual fibre, which cuts out forestry and reduces pulping; fibre recycling, which cuts out landfill, forestry and pulping; un-printing, which cuts out all stages except printing; electronic-paper, which cuts out all stages. Un-printing may offer the greatest climate change emission reduction. There are uncertainties in this result, particularly in estimating the proportion of waste office paper would be suitable for un-printing.  相似文献

Climate change policies are informed by contributions from public, private and civil society organisations at a range of scales from the local to the global. Such policy formation has come to be termed multilevel governance. Transnational networks of local authorities are an emerging feature of multilevel governance and they have been heralded as a means to improve the implementation of climate change policy on the ground. However empirical evaluation of these transnational climate change networks is geographically limited and no research examining their impact in Ireland has been conducted. In response this paper considers the significance of European climate change networks within Ireland's climate change strategy. It concludes that these formal transnational networks have had limited impact to date due to ongoing negotiations about the politics of scale and responsibility with respect to climate change policies in Ireland.  相似文献

Curbside recycling efforts have made an important contribution to waste containment, but many communities have specific limitations on what products can be recycled within their community bins (e.g., no cartons, styrofoam, soft plastics) and must rely on depots for recycling these other items. These specialty depots typically take the form of local community or large central municipal sites. The purpose of this randomized trial was to examine messages targeting (1) awareness/instructions, (2) utility, (3) affect, and (4) planning upon community and central depot recycling across eight weeks. One hundred and seventy-six community-dwelling residents between the ages of 18–65 years who self-identified as having the potential to improve their depot recycling activities completed baseline recycling measures and then were randomly assigned to one of the four messaging conditions. One hundred and forty-four of these participants subsequently answered follow-up recycling behavior measures four and eight weeks later. Intention to treat analyses showed that depot recycling increased significantly from baseline to four weeks. The effect waned for community recycling while holding for municipal depot recycling at eight weeks. Distance to recycling depot (closer proximity resulted in greater community recycling), access to a car (low access resulted in greater community recycling), and baseline recycling behavior (no prior recycling resulted in greater behavior change) all acted as significant moderators of the effect. There was no time by group interaction among conditions. The findings support the use of basic instructions – as a minimum – for promoting depot recycling efforts and provide evidence that local community depots, in conjunction with municipal depots, are important to increasing recycling behavior.  相似文献

Conflict is an important factor in ongoing climate change debates and its role in management is under increasing scrutiny. In this paper, I present the results of an advanced discourse analysis that analyses trends in the relationship between conflict and climate change. I present two primary discourses dominate discussion: (i) climate as a security risk and (ii) climate as one of many factors affecting power relations that may lead to conflict. Both narratives implicitly or explicitly discuss climate conflict as a cause–outcome relationship, and further primarily construct conflict and climate change within normative frames. Yet, conflict has transformative potential and can be incorporated into management in ways that harness its capacity to drive innovation and lead to more robust and just adaptive governance. I argue for a shift in the discursive frame from a cause– outcome-oriented approach to a process-driven approach, one that treats conflict as an integral part of adaptive governance processes, thus being more just and equitable. Such a shift in focus can lead to positive on ground climate adaptation outcomes, in ways that respect rather than are counter-intuitive to dominant political and societal imbalances and institutional structures.  相似文献

The engagement of UK local authorities is vital if national government is to meet its climate change commitments. However, with no mandatory targets at local government level, other drivers must explain engagement. Using a Geographic Information System, this study compares the spatial distribution of action on climate change based on past actions and stated intentions to a suite of relevant independent variables. The Action Index created is among the first to quantify climate change engagement beyond a simple binary measure and provides a useful comparative study to recent work in the USA. The Index enables investigation of both mitigation and adaptation, which show different trends in relation to some variables. The study shows that action is strongest where the voting habits of the local population suggest environmental concern and where neighbouring local authorities are also engaging in action on climate change. Physical vulnerability to the effects of climate change is a motivator for action only where the dangers are obvious. Action is less likely where other resource-intensive issues such as crime and housing exist within a local authority area.  相似文献

Many of the numerous difficult issues facing the world today involve relationships entailing trade‐offs and synergies. This study quantitatively assesses some alternative scenarios using integrated assessment models, and provides several indicators relating to sustainable development and climate change, such as indicators of income (per capita GDP), poverty, water stress, food access, sustainable energy use, energy security, and ocean acidification, with high consistencies among the indicators within a scenario. According to the analyses, economic growth helps improve many of the indicators for sustainable development. On the other hand, climate change will induce some severe impacts such as ocean acidification under a non‐climate intervention scenario (baseline scenario). Deep emission reductions, such as to 2°C above the pre‐industrial level, could cause some sustainable development indicators to worsen. There are complex trade‐offs between climate change mitigation levels and several sustainable development indicators. A delicately balanced approach to economic growth will be necessary for sustainable development and responses to climate change.  相似文献

ABSTRACT

This paper explores how Australia's Indigenous peoples understand and respond to climate change impacts on their traditional land and seas. Our results show that: (i) Indigenous peoples are observing modifications to their country due to climate change, and are doing so in both ancient and colonial time scales; (ii) the ways that climate change terminology is discursively understood and used is fundamental to achieving deep engagement and effective adaptive governance; (iii) Indigenous peoples in Australia exhibit a high level of agency via diverse approaches to climate adaptation; and (iv) humour is perceived as an important cultural component of engagement about climate change and adaptation. However, wider governance regimes consistently attempt to “upscale” Indigenous initiatives into their own culturally governed frameworks - or ignore them totally as they “don't fit” within neoliberal policy regimes. We argue that an opportunity exists to acknowledge the ways in which Indigenous peoples are agents of their own change, and to support the strategic localism of Indigenous adaptation approaches through tailored and place-based adaptation for traditional country.  相似文献

Climate change is affecting fishing communities across Bangladesh. While work has been undertaken to investigate the nature of these impacts, understanding how fishers perceive climate change at a local level, especially within developing countries, is crucial. This paper presents the results of a three-year study of the contextual determinants and dimensions of artisanal fishing community perceptions about climate change in coastal Bangladesh. Results of this study indicate that geographic characteristics, socio-economic status, worldviews, tradition, observations and disaster experiences are important determinants for shaping fishers’ perceptions about climate change. Fishers also demonstrate a long-standing tradition of risk adaptation strategies, but do not link them to climate change. We argue that these perceptions provide ideas for how to form appropriate climate responses at local levels not only in Bangladesh but other developing countries.  相似文献

Climate change is a global phenomenon that it is experienced and understood in places. This research examined the ways in which community members understand, perceive, and experience climate change in the context of Thunder Bay Ontario; a mid-size and remote city located in Northern Ontario, using semi-structured walking interviews (N?=?18). Themes that emerged from the interview data are presented and discussed in relation to the literature. Results emphasise that participants conceptualise climate change as a complex ethical issue that is caused by greenhouse gas emissions and a range of underlying social, economic, and political factors. Participants identified numerous changes in weather, seasonality, and extreme events and anticipate future impacts on local and regional food, water, and forests primarily. Emotional impacts of climate change, ranging from worry to feeling hopeful, emerged as an important theme. The data illustrate that the observed, experienced, and anticipated impacts of climate change are shaped by experiences on the land and water within the community of Thunder Bay and the region of Northern Ontario. Finally, the interview data illustrate that participants believe that transformative action, by a range of actors, is called for to address the problem of climate change. This study highlights the importance of place-based and context-specific climate change research and the utility of walking interviews.  相似文献

This article examines key socio-ecological interactions identified during a climate change vulnerability assessment in the Alinytjara Wilurara natural resources management (NRM) region of South Australia. The complex local socio-ecological interactions are highlighted to guide a response to the challenge of adapting to climate change within the region. Recognising several key desert drivers which perpetuate degraded socio-ecological systems, this article recommends that a range of strategies be employed simultaneously to enhance local environmental management in association with remote indigenous communities, including: linking people and NRM more closely; tracking funding but ensuring systems can withstand periods of limited financial support; developing cross-sectoral and cross-institutional links; empowering and engaging communities; communicating effectively; and actively supporting local and traditional environmental knowledge. Unless climate change adaptation responses within the region are conceptualised and enacted within the context of complex local socio-ecological systems, NRM will not improve and social vulnerability will increase.  相似文献
