Florida’s coasts have been transformed over the past three decades as population growth and unprecedented demand for individual shore access to bays and estuaries led to the creation of residential canal developments. Thousands of miles of channels and basins were dredged as a by-product of this urbanization process. The navigable waterways that resulted are now being stressed by increasing boat traffic and canal-side activities. Recognizing their common goal to preserve the recreational and ecological value of southwest Florida waterways, the Florida Department of Environmental Protection, the four-county West Coast Inland Navigation District, and the University of Florida Sea Grant College Program signed a Memorandum of Agreement. The signatories agreed to develop a science-based Regional Waterway Management System (RWMS), which is a new approach to waterway planning and permitting based on carefully mapped channel depths, a census of actual boat populations, and the spatial extent of natural resources. The RWMS provides a comprehensive, regional overview of channel conditions and the geographic distribution and severity of existing impediments to safe navigation and resource protection. RWMS information and analyses result in regional-scale permitting to accommodate water-dependent uses while minimizing environmental impacts and reducing public expenditures. Compared with traditional approaches to waterway management, the science-based RWMS is relatively unbiased, objective, transparent, ecologically sound, and fiscally prudent.  相似文献

ABSTRACT In this paper, we discuss how user fees and congestion tolls can be used to improve the efficiency and equity with which the inland waterway system is managed. The advantages and disadvantages of various types of user fees (fuel taxes, segment tolls, and license fees) are presented. The rationale for the employment of congestion tolls on congested waterways is discussed. A segment toll that is equated to average variable cost is recommended for uncongested existing waterwyas. When existing waterways are congested, congestion tolls, in addition to the segment tolls, are recommended, A two-part tariff, consisting of segment tolls and an annual license fee, is recommended for “new” uncongested waterways. A three-part tariff, consisting of the first two parts plus congestion tolls, is recommended for “new” congested waterways.  相似文献

The build up of reduced inorganic sulfur in the sediments of inland wetlands and creeks is an emerging risk for the management of inland waterways and is a direct result of secondary salinisation. Inappropriate management of these sediments can lead to a number of adverse environmental outcomes, the most dramatic of which is the extreme acidification of inland waterways, but can also include deoxygenation and the release of heavy metals. This paper explores possible management options for reducing the impact of sulfidic sediments on inland waterways based on previous research into ameliorating the impact of acid mine and acid rock drainage and coastal acid sulfate soils. The main strategies explored include minimising the formation of sulfidic sediments in the first instance, rehabilitation of impacted waterways, or isolation of the water body from the surrounding environment.  相似文献

The Gold Coast City is the tourist center of Australia and has undergone rapid and massive urban expansion over the past few decades. The Broadwater estuary, in the heart of the City, not only offers an array of ecosystems services for many important aquatic wildlife species, but also supports the livelihood and lifestyles of residents. Not surprisingly, there have been signs of imbalance between these two major services. This study combined a waterway hydraulic and pollutant transport model to simulate diffuse nutrient and sediment loads under past and future proposed land-use changes. A series of catchment restoration initiatives were modeled in an attempt to define optimal catchment scale restoration efforts necessary to protect and enhance the City’s waterways. The modeling revealed that for future proposed development, a business as usual approach to catchment management will not reduce nutrient and sediment loading sufficiently to protect the community values. Considerable restoration of upper catchment tributaries is imperative, combined with treatment of stormwater flow from intensively developed sub-catchment areas. Collectively, initiatives undertaken by regulatory authorities to date have successfully reduced nutrient and sediment loading reaching adjoining waterways, although these programs have been ad hoc without strategic systematic planning and vision. Future conservation requires integration of multidisciplinary science and proactive management driven by the high ecological, economical, and community values placed on the City’s waterways. Long-term catchment restoration and conservation planning requires an extensive budget (including political and societal support) to handle ongoing maintenance issues associated with scale of restoration determined here.  相似文献

ABSTRACT: Stream crossings designed to simulate a natural streambed inside a culvert are commonly used to meet criteria where fish passage is required. Currently, there has been little research that quantitatively examines the flow patterns within these streambed simulation culverts. A model is presented that estimates the percent of a cross section that is within the swimming ability of juvenile fish developed from velocity measurements on first‐generation stream simulation culverts — those culverts with a continuous gravel bed. The model, developed with regression techniques, uses physical and hydraulic parameters including discharge, total cross sectional area, Froude number, and relative roughness, and was tested directly against velocity distributions computed from field measurements and in a culvert design mode. Results were favorable, although larger percentage errors exist, particularly at small flow depths. The model appears to underestimate the percent of channel cross section at or below a limiting velocity, hence it is generally conservative in design mode.  相似文献

ABSTRACT: A vertical (laterally integrated) two‐dimensional numerical model has been applied to study the hydrodynamic characteristics and salt water intrusion in the Tanshui River estuarine system. The cross‐sectional profiles measured in 1978 and 1994 are schematized for model simulations. Detailed model calibration and verification have been conducted with water surface elevations, tidal current, salinity distributions, and residual velocities measured. The overall performance of the model is in qualitative agreement with the available field data. The model was then used to study how hydrodynamics and salt water intrusion change in response to changes in bathymetry. The model simulations indicate that more tidal energy propagates into the estuarine system in 1994 because of the substantial increase in river cross‐sections. The limits of salt intrusion in 1994 extended farther inland than those in 1978. On the other hand, the extent of mangrove wetland in the lower estuary has increased over the past 20 years and is likely a result of the increased salinity in the estuary.  相似文献

ABSTRACT: By United States Supreme Court action, the diversion of water from Lake Michigan and the Lake Michigan Drainage Basin in the Metropolitan Chicago Area is regulated at an annual maximum rate of 3,200 cfs. Approximately 1,700 cfs of this diversion is used for water supply, and the remaining 1,500 cfs consists primarily of stormwater runoff with lesser amounts of direct lake diversion, such as lockage and leakage, navigational makeup water flows, and discretionary diversion needed to maintain water quality standards in the Metropolitan Sanitary District of Greater Chicago's basic waterways. In order to assess the schedule of its discretionary diversion needs, the District, using a computer model of its basic waterway system, has calculated the minimum discretionary diversion requirements for projected water quality conditions as successive elements of the District's water pollution control program are completed. The results of these analyses can be used as a basis for developing plans for future allocations of the limited supply of Lake Michigan water to other uses such as domestic water supply, when and if such supplies become available.  相似文献

ABSTRACT The movement of fallout 137Cs carried by soil particles was studied as an indicator of erosion and sedimentation in the Allerton watersheds and 4-H Memorial Lake located near Monticello, Illinois. Sediment deposition was greater in the waterway draining from watershed IB than in the waterway from watershed IA. At the average rate of 2.3 cm/yr of sediment deposition in the lake (from 1954 to 1979), there will be a loss of over 2 meters of water depth in the next century. However, there appears to be a decreasing rate of sediment deposition in the 4-H Memorial Lake as a result of improved conservation practices on the watersheds and the increased effectiveness of vegetated waterways and buffers for retaining sediment.  相似文献

Along with the growing boating population and the number of boats in use on limited inland waterways, boater expectations of setting density, safety perceptions, and the associated impacts on their experience (e.g., satisfaction) are becoming increasingly important. The primary purpose of this article was to explore a recreational boating crowding–satisfaction model derived from previous work using safety and enjoyment as mediating variables. We also tested our crowding–satisfaction model among day and overnight users. Our analysis revealed no significant difference between day and overnight users for any of the relationships tested in our model. Our final model indicated as respondents’ expectations for seeing people increased along with their feelings of being crowded, they were more inclined to consider the conditions on the lake as being unsafe. They were also more inclined to indicate that the number of people they had seen on the lake detracted from their boating experience. Respondents’ satisfaction was tied to their perceptions of crowding. Mediating variables illustrated that the relationship was conditioned by perceptions of safety and enjoyment. Analysis of the indirect effect observed in our study illustrate that when the number of people seen on the lake exceed respondents’ expectations, their perceptions of safety and enjoyment both decline, resulting in lower satisfaction. These findings have implications for managing recreational boating use on inland lake systems. Given the role played by expectations in our model, efforts to communicate with boaters about conditions on these waterways is important for helping them plan their boating experience and avoid situations they consider unsafe or unsatisfactory.  相似文献

ABSTRACT: The measurement of discharge in natural streams requires hydrographers to use accurate meters that have consistent performance among meters of the same model. This paper presents the results of an investigation into the accuracy and consistency of four models of current meters‐Price Type‐AA, Price Pygmy, Marsh McBirney 2000, and Swoffer 2100. Test results for six meters of each model are presented. Variation of meter performance within a model is used as an indicator of consistency, and percent velocity error that is computed from a measured reference velocity is used as an indicator of meter accuracy. Velocities measured by each meter are also compared to the manufacturer's published or advertised accuracy limits. The investigation found the Price models to be more accurate and consistent than the other models. The Price models met their respective accuracy limits over the range of test velocities better than the other models. The Marsh McBirney model usually measured within its accuracy specification. The Swoffer meters did not meet the stringent Swoffer accuracy limits for all the velocities tested. The Swoffer model had accuracies similar to the Price Type‐AA model when individual meter rating equations were computed and used. Every model tested had meters that did not meet manufacturer accuracy limits. Because current meters are not consistently accurate within a model, hydrographers should periodically check meters against a velocity standard.  相似文献

Most of the water diversions on the Sacramento and San Joaquin Rivers (California, United States) and their tributaries are currently unscreened. These unscreened diversions are commonly used for irrigation and are potentially harmful to migrating and resident fishes. A large flume (test section: 18.29 m long, 3.05 m wide and 3.20 m high) was used to investigate the hydraulic fields near an unscreened water diversion under ecologically and hydraulically relevant diversion rates and channel flow characteristics. We investigated all combinations of three diversion rates (0.28, 0.42, and 0.57 m3/s) and three sweeping velocities (0.15, 0.38, and 0.61 m/s), with one additional test at 0.71 m3/s and 0.15 m/s. We measured the three‐dimensional velocity field at seven cross sections near a diversion pipe and constructed regression equations of the observed maximum velocities near the pipe. Because the velocity components in three directions (longitudinal, transverse, and vertical) were significantly greater near the diversion pipe inlet compared with those farther from it, they cannot be neglected in the modeling and design of fish guidance and protection devices for diversion pipes. Our results should be of great value in quantifying the hydraulic fields that are formed around fish guidance devices to design more effective protection for fishes from entrainment into unscreened water‐diversion pipes.  相似文献

Whitewater parks (WWPs) typically consist of instream structures that enhance recreational boating by constricting flow into a steep chute that generates a hydraulic jump in a downstream pool. Concerns have been raised that high velocities resulting from WWPs may be inhibiting fish movement during critical life stages. We evaluated the effects of WWPs on upstream fish passage by concurrently monitoring fish movement and hydraulic conditions at three WWP structures and three adjacent natural control (CR) sites in a wadeable river in northern Colorado. Fish movement was tracked with a network of Passive Integrated Transponder antennas over a 14‐month period. Individual fishes (n = 1,639), including brown trout (Salmo trutta) and rainbow trout (Oncorhynchus mykiss), were tagged and released within WWP and CR sites. Detailed hydraulic conditions occurring during the study period were evaluated with a fully 3D model. Results reveal the WWPs monitored in this study are not a complete barrier to upstream salmonid movement, but differences in passage efficiency from release location range from 29 to 44% in WWP sites and 37 to 63% for CR sites and the suppression of movement is related to body length. Small numbers of monitored nonsalmonids were inadequate to directly observe effects on their movement; however, it is highly probable that movement of smaller native fishes is also suppressed. Hydraulic modeling helps in the design of WWP structures that protect fish passage.  相似文献

ABSTRACT: Design of bridges spanning tidal estuaries or bays requires an estimate of peak tidal flow. One common approach to estimating these flows (Neill's method) uses a first‐order approximation of uniform water surface rise in the water body. For larger water bodies, the assumptions of this method are decreasingly valid. This study develops a simple modification that accounts for the spatial variability in the response of tidal waterways to storm surge flows. The peak tidal flow predicted by Neill's equation is compared to the peak flow determined by numerical simulation of estuaries with simple geometries, ranging from 1 to 25 km in length, using the U.S. Army Corps of Engineers one‐dimensional unsteady flow model, UNET. Results indicate that, under certain conditions, it may be appropriate to apply a correction factor to the peak discharge and peak velocity predicted by Neill's method. An algorithm, developed by nonlinear regression, is presented for computing correction factors based on estuary length, shape, mean depth, and storm‐tide characteristics. The results should permit the design of more reliable, cost‐effective structures by providing more realistic estimates of the potential for bridge scour in tidal waterways, especially when a full solution of the unsteady flow equations is impractical.  相似文献

The Chicago Waterway System (CWS), used mainly for commercial and recreational navigation and for urban drainage, is a 122.8 km branching network of navigable waterways controlled by hydraulic structures. The CWS receives pollutant loads from 3 of the largest wastewater treatment plants in the world, nearly 240 gravity Combined Sewer Overflows (CSO), 3 CSO pumping stations, direct diversions from Lake Michigan, and eleven tributary streams or drainage areas. Even though treatment plant effluent concentrations meet the applicable standards and most reaches of the CWS meet the applicable water quality standards, Dissolved Oxygen (DO) standards are not met in the CWS during some periods. A Use Attainability Analysis was initiated to evaluate what water quality standards can be achieved in the CWS. The UAA team identified several DO improvement alternatives including new supplementary aeration stations. Because of the dynamic nature of the CWS, the DUFLOW model that is capable of simulating hydraulics and water quality processes under unsteady-flow conditions was used to evaluate the effectiveness of new supplementary aeration stations. This paper details the use of the DUFLOW model to size and locate supplementary aeration stations. In order to determine the size and location of supplemental aeration stations, 90% compliance with a 5 mg/l DO standard was used as a planning target. The simulations showed that a total of four new supplementary aeration stations with oxygen supply capacities ranging from 30 to 80 g/s would be sufficient to meet the proposed target DO concentration for the North Branch and South Branch of the Chicago River. There are several aeration technologies, two of which are already being used in the CWS, available and the UAA team determined that the total capital costs of the alternatives range from $35.5 to $89.9 million with annual operations and maintenance costs ranging from $554,000 to $2.14 million. Supplemental aeration stations have been shown to be a potentially effective means to improve DO concentrations in the CWS and will be included in developing an integrated strategy for improving water quality in the CWS.  相似文献

An ecological and recreational use survey was made of the Luxapalila River in Mississippi. This study was made before channelization work was started by the Army Corps of Engineers. A follow-up study is planned after channelization work is completed. Four stations were located along a 10.5 mile stretch of river where certain chemical and biological measurements were taken during the four seasons of the year. The results of this study revealed that the river is an unpolluted, biologically productive waterway relatively high in chemical constituents. Eleven families and 37 different species of fish were collected. Biomass measurements of standing crops of invertebrates ranged from a low of 0.11 grams oven dry weight per square meter to a high of 18.89 grams per square meter, with larger biomass collected from eddy areas than from riffle areas. A survey of recreational use of the river indicated relatively light use was made of the river. Fishing was the major use followed by swimming.  相似文献

The North Rupununi District in south-west Guyana is comprised of a mosaic of ecosystems, including savannas, wetlands and forests, and is home to the Makushi Amerindians, who depend on the waterways for their subsistence needs. With logging and mining seen as increasing threats to the region, it is necessary to look at methods for engaging stakeholders in monitoring the status of their natural resources. This paper presents the results of a pilot study carried out to investigate water use by the Makushi Amerindians, and collect baseline data on the hydro-morphological aspects of the waterways. Methods included informal interviews, the use of the River Habitat Survey (RHS), and water quality measurements. The results indicate the heavy reliance of the Makushi on the waterways for their daily lives, particularly on fishing. Although ponds and creeks are important sources of fish, the rivers provide much larger catches of a greater diversity of fish species, both in the wet and dry seasons. The physical characteristics of the water sources used by the Makushi are mainly associated with the surrounding habitat types: the savanna areas containing the more nutrient rich white-water rivers, and the tropical forest areas containing the less nutrient rich black-water rivers. This study indicates that at present there is no direct evidence of adverse impacts on the waterways used by the Makushi in terms of fish catches, habitat conditions and water quality. A monitoring scheme was set up using this study's outputs as a baseline from which any future changes can be compared. Further work is to be carried out over the next three years to produce monitoring and sustainable management procedures for the North Rupununi ecosystems, by linking the physical attributes of the environment to biodiversity and subsequently local livelihoods, and by building capacity of local stakeholders through training.  相似文献

ABSTRACT: Many of the most productive fishing grounds in the United States are estuaries and bays which are located near population and industrial centers, and therefore subjected to pollution. Observations made on 17 fish species from commercial catches harvested in north Biscayne Bay, Florida, an urban area, showed high numbers of individuals suffering from abnormalities and diseases. Seven groups of disorders most frequently affected bottom feeders. Fin and integumental hemorrhages occurred in all individuals in 26 of 43 catches of Mugil cephalus (striped mullet), and in all individuals in 24 of 30 catches of Micropogon undulatus (Atlantic croaker). Disorders occurring consistently in a location exposed to pollutants, but uncommon in other areas of the species' range, point to environmental stress as a probable cause.  相似文献

Summary People have been living on the Australian continent for at least 40 000 years, possibly longer. Many significant environmental changes in climate, flora and fauna have occurred during that period of human occupation. Availability of water has been a constant concern. It was sought after, of necessity, due to the fairly consistent low precipitation rate throughout the continent, both along the coast, as well as inland to the very arid, dry desert area. From earliest times, ingenious methods of water resources exploitation were practised. There are significant examples of fish and eel trap systems in western Victoria. Another important fish trap exists at Brewarrina, in New South Wales. Coastal fish traps are in existence along many suitable seaboard locations, from the east coast to the west. Water, retained in naturally occurring rock pools, was extensively exploited. An important source of water, particularly in the arid inland was from the so called native wells. These wells sustained a great number of the white explorers in the 1840s to 1880s, amongst them Ludwig Leichhardt and Ernest Giles. Some interesting native wells, in former Aboriginal occupation sites, have even been traced in the Simpson Desert. The construction of the hydraulic structures which have remained in existence were carried out using simple tools and limited materials. The implementation of the European Union Water Framework Directive (WFD) requires nationally generalizable estimates of the benefits of protecting inland and coastal waters. As an alternative to benefit transfers and meta-analyses, we utilize national recreation inventory data combined with water quality data to model recreation participation and estimate the benefits of water quality improvements. Using hurdle models, we analyze the association of water clarity in individuals' home municipalities with the three most common water recreation activities – swimming, fishing and boating. The results show no effect on boating, but improved water clarity would increase the frequency of close-to-home swimming and fishing, as well as the number of fishers. Furthermore, to value the potential benefits of the WFD, we estimate the consumer surplus of a water recreation day using a travel cost approach. A water policy scenario with a 1-m improvement in water clarity for both inland and coastal waters indicates that the consumer surplus would increase 6% for swimmers and 15% for fishers. In contrast to previously estimated abatement costs to improve water quality, net benefits could turn out to be positive. Our study is a promising example of applying existing national recreation inventory data to estimate the benefits of water quality improvements for the purposes of the WFD.  相似文献

ABSTRACT: The period of time from identification of a possibly desirable inland waterway transportation project to its actual implementation has been observed to be inordinately long. It is Hypothesized that at Least one cause of delays in project approval and implementation is a analytical credibility associated with project feasibility analysis conducted by the U.S. Army Corps of Engineers. This paper examines this hypothesis in terms of the proposal to construct a new, expanded lock at the Bonneville Dam on the Columbia River. The principle finding is that the analysis conducted by the Corps is conceptually flawed, methodologically questionable, internally inconsistant, and inappropriately narrow in scope.  相似文献
