近来我国城市公用事业的市场化改革正在快速发展,但污水处理作为城市公用事业的,市城化改革进展却十分缓慢,绝大部分城市的污水处理行业仍在传统的政府断经营的轨道上运行,本文从我国现实出发,认为政府职能未能及时调整是导致改革进展缓慢的重要原因,提出必须以市场为导向定位政府职能,充分发挥市场机制在污水处理中的作用,并通过重点培育和完善市场及市场机制,加快城市基础设施建设投资体制改革,加强污水处理监管体制建设等措施,推进污水处理市场化改革,这对我国政府导推进城市其它公用事业市场化改革无疑具有重要的借鉴意义。  相似文献

外商直接投资是否具有“污染光环”效应?   总被引:1,自引:0,他引:1  
FDI是否引致并加剧了环境污染一直受到学界和政界的关注,并存在较大争议,形成了"污染光环"和"污染避难所"两种相互对立的假说。其中,"污染光环"假说认为,FDI通过技术溢出效应提升了东道国环境质量,而"污染避难所"假说认为发达国家企业将产业链中高污染、高能耗部分转移至发展中国家,造成了其环境质量恶化。本文将两种针锋相对的假说进行融合,认为FDI对环境污染的影响会随着经济发展和自身累积阶段的不同而呈现非对称特征,而不是非正即负,因此,将经济发展阶段和FDI自身累积分别作为转换变量,构建FDI对环境污染的面板平滑转移(PSTR)模型,研究结论如下:(1)外商投资通过发挥"示范效应"、"溢出效应"和"竞争效应"等促进了我国环保技术水平,支持了"污染光环"假说,即FDI并不是引起我国环境恶化的主要原因。(2)FDI对环境污染的影响程度随经济发展阶段的变迁存在两个转换机制,分别在人均收入达到0.527和1.027时实现转换,并且由于规模效应、结构效应和技术效应间的平衡,使得FDI随人均收入的提高抑制程度先缓慢减弱后迅速上升,最终稳定在0.165附近。(3)FDI对环境污染的影响在自身累积量为1.999处实现低区制往高区制的转变,且转换速度适中。并且,在FDI累积较低阶段,FDI对环境污染的影响不显著,但当FDI累积量超过门限值,FDI投资结构进一步升级促使其对环境污染的抑制效果开始显现。基于此提出建议:(1)在实行严格FDI进入标准、优化FDI投资结构的基础上,持续引进FDI。(2)应该适时适度地调整FDI引入政策,引导过剩FDI在城市间、产业间合理流动,实现FDI在不同城市间与不同产业间的科学分布和优化配置。  相似文献

Green infrastructure in developed countries has been used as a climate change adaptation strategy to lower increased temperatures in cities. But, the use of green infrastructure to provide ecosystem services and increase resilience is largely overlooked in climate change and urban policies in the developing world. This study analyzed the role of urbanization and green infrastructure on urban surface temperatures in Bobo-Dioulasso, Burkina Faso, in sub-Saharan Africa. We use available geospatial data and techniques to spatially and temporally explore urbanization and land surface temperatures (LSTs) over 20 years. The effect of specific green infrastructure areas in the city on LSTs was also analyzed. Results show increased urbanization rates and increased temperature trends across time and space. But, LST in green infrastructure areas was indeed lower than adjacent impervious, urbanized areas. Seasonal phenological differences due to rainfall patterns, available planting space, and site limitations should be accounted for to maximize temperature reduction benefits. We discuss an approach on how study findings and urban and peri-urban agriculture and forestry are being used for policy uptake and formulation in the field of climate change, food security, and urbanization by the municipal government in this city in Burkina Faso.  相似文献

Sustainable development advocates for a balance between socio-economic development and the environment in the pursuit of human advancement. In Africa, high population growth and inadequate infrastructure in urban areas exert pressure on the environment and this threatens the health and wellbeing of urban residents. The population of the African continent until the 1960s was predominantly rural. This scenario has taken a swift turn and some of the major shifts in the global urbanisation process are taking place on the continent. Factors including natural increase in the population, rural–urban migration, strife and hunger leading to the internal displacement of populations have exacerbated the urbanisation process in Africa. The situation has been worsened by the imposition of Western development policies, including structural adjustment programmes on African nations, which has eroded the subsistence base of rural agricultural communities and further ignited rural urban migration. The failure of industry to absorb the increasing labour force has created massive unemployment and deepening poverty crisis in urban centres. Inadequate provision of infrastructure and services to meet the growth in urban populations has resulted in inefficient spatial development of urban centres, the proliferation of squatter settlements, inadequate basic amenities including potable water, sanitation and waste disposal. Poor environmental sanitation has resulted in the upsurge of infectious diseases and deteriorating urban health. Urban populations in Africa are also the worst affected by newly emerging diseases, particularly HIV/AIDS. The poor bear a disproportionately large share of the problems due to their particular vulnerability to environmental and health risks. In light of the rapid urbanization of the world’s population over the past decades, there is a growing concern about the environmental impacts of urban population growth. Rural–urban migration is a particularly important component of the urbanization process in developing countries and is often considered to be detrimental to urban environmental conditions. However, few studies have explicitly examined the presumed negative impacts of in-migration on the natural environment of cities. The continuously increasing volume of rural–urban labor migration in China since the early 1980s has formed the largest population flow in world history. This study links the existing literature on population–environment and urbanization–environment interactions by empirically assessing the relationship between rural–urban migration and urban air conditions in China. A two-period (2004 and 2010) longitudinal dataset for the 113 key environmental protection cities of China was constructed based on multiple data sources. We applied the STIRPAT equation using conventional and spatial panel regression models to examine whether rural–urban migration flows were associated with air pollution in cities. Results show a strong negative association of in-migration with urban air quality even after controlling for the effects of other population, affluence, and technology factors. Findings from this research can contribute to a better understanding of the environmental consequences of rural–urban migration in China, with broader implications for sustainable development research and policies.  相似文献

本文利用1995-2007年间41个投资来源国和地区的数据,把41个投资来源国和地区分为25个发达国家与16个发展中国家(地区)两类,重点研究中国环境规制相对力度的变化对FDI的影响,并考察了借贷成本、双边贸易关系、经济发展水平的相似性等影响因素,运用面板数据进行中国环境规制相对力度的变化对FDI的影响的实证检验,为中国选择FDI的类型提供理论依据.本文的研究结论表明;中国——相对于投资来源国——环境规制相对力度越严格,来自发展中国家(地区)的FDI将减少;而来自发达国家的FDI并不受影响.产生这一结果的原因在于,不同外商直接投资来源国企业环保技术水平的差异导致其对环境规制的敏感程度不同.在上述结论的基础上,论文对中国选择FDI的类型从外资的来源结构、产业结构、环境技术三个方面提出了相应的政策建议.  相似文献

Rapid urbanization in the developing world calls for attention to address the issue of urban sustainability, especially in emerging countries such as China, where social equity and environmental conditions have been marginalized by the rapid economic development. In this paper, we addressed the above issue with an attempt to answer the following questions: (1) How did the sustainability of Chinese cities evolve over time? (2) What are the driving forces for the evolution? By constructing a composite index that incorporates three major aspects of sustainability, economy, environment, and social equity, we characterized the recent evolution of Chinese cities and assessed the disparity among regions in terms of the sustainability measures. Further, we analyzed the driving forces for the change of sustainability indices through a driving force-pressure-state-effect model. We substantiate our numerical analysis of Chinese cities with a detailed case study of Urumqi, the capital of Xinjiang Autonomous Region, which has experienced significant change over the past 3 decades in every aspect of sustainability. We highlight some fundamental socioeconomic driving forces that have caused spatial restructuring, reflected by land-use change, and consequently impacted the urban environment of Urumqi. A brief case analysis of Guangzhou is also provided.  相似文献

改革开放以来,外商直接投资(FDI)的涌入为中国经济发展注入了新活力,并成为中国经济高速增长的重要引擎之一。然而,随着康菲石油渤海漏油事故、江苏启东王子造纸排污和阿玛尼污染投诉等涉外污染事件报道频出,学术界对于FDI涌入可能带来的负面环境效应表现出一定担忧。现有文献多聚焦于整体层面的FDI环境效应检验,而对其区域差异及原因产生机制的系统探究并不多见。为此,本文从理论判断和命题推演出发,利用2003—2014年中国省际面板数据,以改进熵值法拟合环境污染综合指数,并构建普通面板模型,实证检验了FDI流入对中国环境污染的影响及其区域差异。结果表明,总体而言,"污染光环"假说在中国基本成立,即FDI流入在一定程度上改善了中国环境质量,但不同地区FDI的环境效应有所不同,其主要表现为沿海和内陆地区FDI具有显著的"污染光环"效应,且前者强于后者,而沿边地区FDI具有不明显的"污染天堂"效应。在此基础上,构造面板门槛模型,进一步系统考察了FDI对中国环境污染影响的4种主要吸收能力因素的门槛效应。门槛回归结果表明,FDI对中国环境污染的影响显著存在基于经济发展、环境规制、人力资本和金融发展水平的双门槛效应。经济发展、人力资本和金融发展水平越高,FDI的"污染光环"效应越明显,而适度的环境规制才更有利于FDI环境技术溢出的发挥。基于此,本文建议应进一步全方位地提高对外开放水平,一如既往地积极引进并监督FDI;同时地方政府也需认清地区发展的不平衡性,进而采取差异化的引资政策。  相似文献

城市用地结构演变一直是学术界关注的焦点,但是已往学者主要关注于单体城市的研究,而对全球化背景下大都市区或城镇密集地区的研究尚显不足。为此,通过构造城市用地结构演变动力分析框架,并基于2000、2005和2010年《中国城市建设统计年鉴》的城市用地结构数据,对中国经济转型最快、市场化程度最高的长三角51个样本城市用地结构演变特征进行系统分析。结果表明:随着工业化与城市化进程演进,长三角城市正经历着以居住与工业用地增长为主导的空间重构;发达地区(或高级城市)凭借先发优势,其城市用地变化动态度逐渐减小,结构趋于成熟稳定;而相对落后地区(或低级城市)由于工业化进程相对较慢,其用地结构调整规律也较发达地区滞后。总体上,长三角地区城市用地结构总体变动趋于均等化,城市用地结构演变的"热点区"逐渐由发达地区大城市转向相对欠发达地区中小城市。通过对城市用地结构演变规律分析发现,在城市土地利用的复杂巨系统中,全球化与城市化共同驱动下的市场、政府和居民的行为共同促进了城市用地结构演变。  相似文献

With the increasing population in the urban cities of the world,the demand for food from distant areas has been on the rise but at the expense of scarce natural resources like oil,water and forest,etc.However,producing food locally in urban centers provides a sustainable mechanism of reducing the carbon,food or ecological footprints of these cities in particular and environmental degradation in general.It creates a circular metabolic system in which the natural inputs are efficiently harnessed rather than the linear metabolic system in which resources flow in and wastes flow out.This article analyzes some urban agricultural local initiatives in urban centers of the worlds that promote a circular metabolic systems and proposes the procedure that can be adopted to promote urban agriculture.  相似文献

已有文献对土地开发、土地收入与城市经济增长间的关系进行了大量探讨,但未能揭示土地开发对城市经济增长的作用机制和传导路径,尤其是没有区分土地开发对城市经济增长的直接和间接影响,直接影响主要是土地开发收入用于城市基础设施建设带来的投资效应,间接影响包括土地开发收入通过改善城市基础设施和公共服务、增强对产业和人口的吸引力对城市经济增长的促进作用。本文构建了反映土地收入对城市经济增长的作用机制和传导路径的结构方程模型,利用285个城市2000—2010年以及2011—2013年的差分数据进行了实证检验。结果表明:土地开发收入显著促进了城市经济增长。2000—2010年间,土地出让收入每增长1个标准单位,城区GDP将增长3.09标准单位,其中土地开发收入的直接影响为0.35标准单位,间接影响为2.74标准单位。土地开发通过改善城市基础设施和公共服务、增强对产业集聚和常住人口吸引力的间接效应远大于用于城市基础设施建设投资的直接效应,在间接效应中,吸引产业集聚的影响大于吸引常住人口的影响。不同类型城市土地开发收入对城市GDP的直接影响和间接影响的程度不同。  相似文献

信息技术的应用与社会信息技术的传输,使大量的要素(人流、物流、信息流)在城市群空间内集聚与扩散,加密城市群空间内城市联系。在基于公路运输、普通列车、高速列车以及百度指数4个要素的综合分析基础上,对长三角城市群"空间流"网络结构特征进行探析。研究结果表明:(1)长三角城市群区域内城市联系虽具备了网络化规模,但城市间的联系不均衡,以上海、南京、杭州等城市为多中心的协调网络发展格局特征明显;(2)长三角城市群16个核心城市"空间流"特征呈现三角形网络结构,其三角形的顶角分别由上海(沪)、南京(宁)与杭州(杭)3个核心节点城市构成。在空间结构内部,形成若干次级城市网络连线;在空间分布上,北翼网络化程度较高于南翼线性联系程度,区域联系强度以"沪—宁"、"沪—杭"沿线向两侧递减;(3)上海、南京、杭州、苏州、无锡5个核心城市排名处于网络中心的前列,扬州、南通、泰州、舟山等周边城市相对靠后,这与区域经济发展过程的"吸虹效应"有关,随着区域经济一体化程度的加深,中心城市会向周边地区提供服务与经济辐射,完善整个长三角城市群网络体系。  相似文献

土地城镇化与人口城镇化失调是我国目前城镇化进程中的一个突出问题。但对各地区土地城镇化与人口城镇化的非协调性进行全面系统分析的研究相对较少。此外,鲜有研究对土地城镇化与人口城镇化之间的互动关系进行实证检验。本研究利用我国2005—2013年间的省级面板数据考察各省级行政区土地城镇化与人口城镇化的非协调性,并通过构建和估计面板向量自回归模型探究土地城镇化与人口城镇化之间的互动关系。研究发现,土地城镇化与人口城镇化的非协调性存在着显著的时空差异。在样本期的后半段(2009—2013年),多个省级行政区人口城镇化滞后于土地城镇化的程度有所加深。根据全样本期内土地城镇化与人口城镇化非协调性的严重程度,可将各省级行政区划分为5个等级。城镇常住人口变化对建成区面积变化具有显著的正向影响;建成区面积变化对城镇常住人口变化的影响方向虽然为正,但该影响不具有统计显著性。从而表明人口城镇化对土地城镇化起到了推动作用,但土地城镇化却未能有效地带动和促进人口城镇化。此外,第二、三产业增加值变化对城镇常住人口变化具有显著的正向影响。研究从改革新增建设用地指标分配方式、抑制城市空间粗放扩张及推动户籍制度改革和基本公共服务均等化等方面提出了促进土地城镇化和人口城镇化协调发展的政策建议。  相似文献

As in many other developing countries, cities in Bangladesh have witnessed rapid urbanization, resulting in increasing amounts of land being taken over and therefore land cover changing at a faster rate. Until now, however, few efforts have been made to document the impact of land use and land cover changes on the climate, environment, and ecosystem of the country because of a lack of geospatial data and time-series information. By using open source Landsat data integrated with GIS technologies and other ancillary data, this study attempts to classify land use and create land cover maps, enabling post-classification change detection analysis. By this method, we document the spatial and temporal trajectory of urban expansion in Chittagong, the second largest city in Bangladesh, over a 36-year period. The findings suggest that, over the study period, 56 % of the land cover has undergone change, mainly because of the expansion of built-up areas and other human activities. During the 36-year period, the built-up area around Chittagong city has expanded by 618 %, with an average annual rate of increase of 17.5 %. As a result of rapid urbanization, the vegetated hills near urban development areas face serious threats of further encroachment and degradation, given that 2178 ha of hills have already been intruded over the study period. Because urbanization processes in Bangladesh have traditionally been viewed as the result of population growth and economic development, very little work has been done to track the potential growth trajectory in a physical or spatial context. This study, therefore, will contribute to the current understanding of urban development in Bangladesh from a temporal and spatial point of view. Findings will be able to assist planners, stakeholders, and policy makers in appreciating the dynamism of urban growth and therefore will facilitate better planning for the future to minimize environmental impacts.  相似文献

武汉城市圈是我国资源节约型、环境友好型社会建设的重点示范区,是中部崛起战略实施的重要支点。但就现阶段的发展情况来看,武汉城市圈在空间结构方面存在一些问题,制约了城市圈的总体发展。采用两方面的方法对武汉城市圈的空间结构展开研究。一方面,利用数理分析确定武汉城市圈的城市职能等级体系;另一方面,利用针对历史建成区的图面分析和方格网分析确定城市圈空间结构的演化历程。结合两方面的研究结论,将武汉城市圈的空间结构确定为单核模式,即由一个较大的核心城市和若干个组团城市结合而成的空间结构模式。单核模式有利于培育强有力的核心城市,突出核心城市的辐射带动作用,但不利于组团城市的扩张和城市圈的总体长远发展。在此基础上,提出了优化武汉城市圈空间结构的初步设想,包括联合一些组团城市建设发展中心,突出一些组团城市特色功能等  相似文献

It can be stated in general that (with the exception of agriculture) the Hungarian economy, because of its outdated technologies, is a bigger threat to the environment than countries of Western Europe. However, as the volume of economic output, per capita consumption and the number of motor vehicles is considerably lower than those in more advanced industrial nations, by most indicators low per capita figures put Hungary in a better position. Still, we must remember that the EU's environmental policy puts heavy emphasis on the efficient utilization of resources and environmental efficiency, calculated against pollution generated in the course of creating units of national wealth and the amount of energy and natural resources required to it. By these standards, Hungary lags far behind the West European model.The problem is compounded by the fact that, while nations of Western Europe had created environmental infrastructure (i.e., wastewater disposal and treatment, waste management) in an earlier phase of their economic development, Hungary is only now embarking on a similar project. Indeed, the existing gap between utility services of drinking water and sewage disposal and treatment, and large amounts of untreated and illegally dumped waste lead to serious environmental damage. Although the state of the country's natural environment is considered satisfactory, factors outlined above indicate there are many responsibilities ahead of us if we are to meet western environmental standards.  相似文献

This article reviews water-related urban environmental conditions in Southeast Asia. It argues that the development of urban environmental challenges in the region follows a unique pattern compared with those experienced in the now developed world. The new pattern is defined by the so called time–space telescoping of the development process. The process of time–space telescoping reduces the levels of income at which environmental challenges emerge and forces their appearance in a simultaneous fashion, as sets of problems. During previous eras, cities experienced sequential environmental transitions. Urban water-related environmental burdens emerged on local scales and expanded geographically and temporally in impact, with growing levels of affluence. Moreover, certain environmental challenges appeared later in economic growth because the technologies and practices that induced these problems emerged at higher levels of income. The article has two main findings. First, except for wealthy urban centers, for example Singapore, cities in the region are experiencing multi-scaled water burdens simultaneously. Second, low-income and middle-income cities are experiencing burdens at lower levels of income than did their contemporaries in the north.
