This paper reports the first investigation of risk perception by workers on offshore oil and gas installations on the UK Continental Shelf, following changes in offshore safety legislation in the wake of the Piper Alpha disaster in 1988. The Offshore Safety Case regulations (Health and Safety Executive, 1992, A Guide to the Offshore Installations (Safety Case) Regulations) put the onus on the operator to identify the major hazards and to reduce the risks to As Low As is Reasonably Practicable (ALARP). The regulations specifically state that Quantitative Risk Assessments (QRA) must be used when preparing the Safety Case. However, people do not use QRA when making everyday judgements about risk; they make subjective judgements known as risk perceptions, which are influenced by a number of different factors. This study was designed to complement the extensive QRA calculations that have already been carried out in the development of Safety Cases. The aim was to measure subjective risk perception in offshore personnel and examine how this relates to the more objective risk data available, namely accident records and QRA calculations. This paper describes the Offshore Risk Perception Questionnaire developed to collect the data and reports on UK offshore workers' perceptions of the risks associated with major and minor hazards, work tasks and other activities aboard production platforms.  相似文献

INTRODUCTION: There are numerous diverse papers that have addressed issues within maritime safety; to date there has been no comprehensive review of this literature to aggregate the causal factors within accidents in shipping and surmise current knowledge. METHODS: This paper reviewed the literature on safety in three key areas: common themes of accidents, the influence of human error, and interventions to make shipping safer. The review included 20 studies of seafaring across the following areas: fatigue, stress, health, situation awareness, teamwork, decision-making, communication, automation, and safety culture. RESULTS: The review identifies the relative contributions of individual and organizational factors in shipping accidents, and also presents the methodological issues with previous research. CONCLUSIONS: The paper concludes that monitoring and modifying the human factors issues presented in this paper could contribute to maritime safety performance. IMPACT ON INDUSTRY: This review illustrates which human factors issues are prevalent in incidents therefore this gives shipping practitioners a focus for interventions.  相似文献

Exposure to Pb in-utero and in infancy has been associated with cognitive risk, even at low blood Pb levels of 0.48-0.96 micromol L(-1). Based on the hypothesis that wild game consumed by First Nation women of Mushkegowuk Territory contains Pb that might be transferred through blood or breast-milk to the fetus or infant, the study's objectives were to describe: (1) Pb in maternal and cord blood at birth and infant blood at 4 months, and (2) dietary influence on Pb status. Cord and maternal Pb were 0.10 +/- 0.08 and 0.11 +/- 0.06 micromol L(-1) (x +/- SD), respectively, and were significantly correlated (r = 0.77, p < 0.0001, n = 70), as was infant blood Pb (0.08 +/- 0.05 micromol L(-1)) with matched cord blood (r = 0.65, p < 0.0001, n = 30). Two cord blood samples (3%) were above 0.48 micromol L(-1). Pb in breast-milk at 0.010 +/- 0.008 micromol L(-1) (n = 25), was significantly lower than Pb in commercial formula or evaporated milk-based feedings (range 0.02-0.05 micromol L(-1), p < 0.05), and correlated with matched maternal blood Pb (r = 0.55, p < 0.005). However, in a sub-sample of infants (n = 31), blood Pb was similar for breastfed and formula-fed groups, though above the evaporated milk-fed group (p < 0.05). Maternal consumption of wild fowl, mammals and fish, estimated from the previous year, provided, respectively, 128 +/- 124, 46 +/- 68 and 8 +/- 13 MJ annum(-1). Traditional animal food intake, especially wild fowl, correlated significantly with cord blood Pb (Spearman rank correlation, p = 0.017). Although blood and milk Pb levels were largely within acceptable ranges, the presence of some elevated levels and association between blood Pb and traditional game consumption may reflect the legacy of using lead-containing ammunition.  相似文献

We report an unusual case involving chorionic villus sampling (CVS) and trisomy 8 mosaicism. CVS showed a normal direct preparation while the culture showed mosaicism for trisomy 8. Subsequent amniocentesis revealed only normal chromosomes. A peripheral blood culture after birth revealed low-level trisomy 8 mosaicism. The patient appeared phenotypically and developmentally normal at 30 months of age. We conclude that prenatal counselling for similar cases needs to include the rare but real possibility that chromosome mosaicism detected prenatally may be found postnatally with largely unknown consequences. Secondly, low-level chromosomal mosaicism may be more common than previously recognized. Thirdly, very low-level trisomy 8 mosaicism may be compatible with a normal phenotype but long-term follow-up is required. And lastly, the use of fetal blood sampling is questionable in these cases because the phenotype may not be accurately predicted. Further studies of such cases are needed to address these important and unanswered issues, including the potential implication of mosaicism on academic performance and cognitive functioning.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

In UK industry, particularly in the energy sector, there has been a movement away from ‘lagging’ measures of safety based on retrospective data, such as lost time accidents and incidents, towards ‘leading’ or predictive assessments of the safety climate of the organisation or worksite. A number of different instruments have been developed by industrial psychologists for this purpose, resulting in a proliferation of scales with distinct developmental histories. Reviewing the methods and results from a sample of industrial surveys, the thematic basis of 18 scales used to assess safety climate is examined. This suggests that the most typically assessed dimensions relate to management (72% of studies), the safety system (67%), and risk (67%), in addition themes relating to work pressure and competence appear in a third of the studies.  相似文献

Many units in public housing or other low-income urban dwellings may have elevated pesticide residues, given recurring infestation, but it would be logistically and economically infeasible to sample a large number of units to identify highly exposed households to design interventions. Within this study, our aim was to devise a low-cost approach to identify homes in public housing with high levels of pesticide residues, using information that would allow the housing authority and residents to determine optimal strategies to reduce household exposures. As part of the Healthy Public Housing Initiative, we collected environmental samples from 42 public housing apartments in Boston, MA, in 2002 and 2003 and gathered housing characteristics; for example, household demographics and self-reported pesticide use information, considering information available with and without a home visit. Focusing on five organophosphate and pyrethroid pesticides, we used classification and regression tree analysis (CART) to disaggregate the pesticide concentration data into homogenous subsamples according to housing characteristics, which allowed us to identify households and associated networks impacted by the mismanagement of pesticides. The CART analysis demonstrated reasonable sensitivity and specificity given more extensive household information but generally poor performance using only information available without a home visit. Apartments with high concentrations of cyfluthrin, a pyrethroid of interest given that it is a restricted use pesticide, were more likely to be associated with Hispanic residents who resided in their current apartment for more than 5 yr, consistent with documented pesticide usage patterns. We conclude that using CART as an exploratory technique to better understand the home characteristics associated with elevated pesticide levels may be a viable approach for risk management in large multiunit housing developments.  相似文献
