This paper reports the first investigation of risk perception by workers on offshore oil and gas installations on the UK Continental Shelf, following changes in offshore safety legislation in the wake of the Piper Alpha disaster in 1988. The Offshore Safety Case regulations (Health and Safety Executive, 1992, A Guide to the Offshore Installations (Safety Case) Regulations) put the onus on the operator to identify the major hazards and to reduce the risks to As Low As is Reasonably Practicable (ALARP). The regulations specifically state that Quantitative Risk Assessments (QRA) must be used when preparing the Safety Case. However, people do not use QRA when making everyday judgements about risk; they make subjective judgements known as risk perceptions, which are influenced by a number of different factors. This study was designed to complement the extensive QRA calculations that have already been carried out in the development of Safety Cases. The aim was to measure subjective risk perception in offshore personnel and examine how this relates to the more objective risk data available, namely accident records and QRA calculations. This paper describes the Offshore Risk Perception Questionnaire developed to collect the data and reports on UK offshore workers' perceptions of the risks associated with major and minor hazards, work tasks and other activities aboard production platforms.  相似文献

Many professionals in the environmental industry have questioned whether the rapid expansion in shale gas development, particularly in the Marcellus Shale Play, is providing business opportunities. While gas production is a routine practice, the development of shale gas requires a process (fracturing, or, more commonly, “fracing'') that uses chemicals and is far more intrusive to the subsurface environment than traditional gas production. In this Editor's Perspective, we evaluate the environmental issues surrounding shale gas development, with a specific focus on the Marcellus Shale Play because it is currently the most active play in the United States, from both the drilling and political perspectives. In addition, we examine where the business opportunities are likely to be for environmental professionals relative to shale gas development. © 2011 Wiley Periodicals, Inc.  相似文献

The use of molecular tools, principally qPCR, versus traditional culture-based methods for quantifying microbial parameters (e.g., Fecal Indicator Organisms) in bathing waters generates considerable ongoing debate at the science–policy interface. Advances in science have allowed the development and application of molecular biological methods for rapid (~2 h) quantification of microbial pollution in bathing and recreational waters. In contrast, culture-based methods can take between 18 and 96 h for sample processing. Thus, molecular tools offer an opportunity to provide a more meaningful statement of microbial risk to water-users by providing near-real-time information enabling potentially more informed decision-making with regard to water-based activities. However, complementary studies concerning the potential costs and benefits of adopting rapid methods as a regulatory tool are in short supply. We report on findings from an international Working Group that examined the breadth of social impacts, challenges, and research opportunities associated with the application of molecular tools to bathing water regulations.  相似文献

Air pollutants in exhaust gas produced from LP-gas (propane) were studied using both laboratory engines and vehicles. The objective of the study was both to evaluate propane as a low-pollution fuel and to provide information on adjustment of engine parameters for advantageous use of propane as a low-pollution fuel. Variables in the study were air-fuel ratio (A/F), ignition timing schedule, and ambient temperature. Data comparable to that for propane relating A/F and ambient temperature to emissions are shown for natural gas and for gasoline.  相似文献

We reviewed existing and planned adaptation activities of federal, tribal, state, and local governments and the private sector in the United States (U.S.) to understand what types of adaptation activities are underway across different sectors and scales throughout the country. Primary sources of review included material officially submitted for consideration in the upcoming 2013 U.S. National Climate Assessment and supplemental peer-reviewed and grey literature. Although substantial adaptation planning is occurring in various sectors, levels of government, and the private sector, few measures have been implemented and even fewer have been evaluated. Most adaptation actions to date appear to be incremental changes, not the transformational changes that may be needed in certain cases to adapt to significant changes in climate. While there appear to be no one-size-fits-all adaptations, there are similarities in approaches across scales and sectors, including mainstreaming climate considerations into existing policies and plans, and pursuing no- and low-regrets strategies. Despite the positive momentum in recent years, barriers to implementation still impede action in all sectors and across scales. The most significant barriers include lack of funding, policy and institutional constraints, and difficulty in anticipating climate change given the current state of information on change. However, the practice of adaptation can advance through learning by doing, stakeholder engagements (including “listening sessions”), and sharing of best practices. Efforts to advance adaptation across the U.S. and globally will necessitate the reduction or elimination of barriers, the enhancement of information and best practice sharing mechanisms, and the creation of comprehensive adaptation evaluation metrics.  相似文献

Management and prediction of the movement and distribution of fluids in large landfills is important for various reasons. Bioreactor landfill technology shows promise, but in arid or semi-arid regions, the natural content of landfilled waste may be low, thus requiring addition of significant volumes of water. In more humid locations, landfills can become saturated, flooding gas collection systems and causing sideslope leachate seeps or other undesirable occurrences. This paper compares results from two different approaches to monitoring water in waste. At the Brock West Landfill in eastern Canada, positive pore pressures were measured at various depths in saturated waste. The downward seepage flux through the waste is known, thus the vertical saturated hydraulic conductivity of the waste at this landfill was determined to be 3 × 10(-7)cm/s. By comparison, the Spadina Landfill in western Canada is predominantly unsaturated. The infiltration of moisture into the waste was measured using moisture sensors installed in boreholes which determined arrival time for moisture fronts resulting from major precipitation events as well as longer-term change in moisture content resulting from unsaturated drainage during winter when frozen ground prevented infiltration. The unsaturated hydraulic conductivity calculated from these data ranged from approximately 10(-6)cm/s for the slow winter drainage in the absence of significant recharge to 10(-2)cm/s or higher for shallow waste subject to high infiltration through apparent preferential pathways. These two very different approaches to field-scale measurements of vertical hydraulic conductivity provide insight into the nature of fluid movement in saturated and unsaturated waste masses. It is suggested that the principles of unsaturated seepage apply reasonably well for landfilled waste and that the hydraulic behavior of waste is profoundly influenced by the nature and size of voids and by the degree of saturation prevailing in the landfill.  相似文献

Phosphorus transfer in runoff from intensive pasture systems has been extensively researched at a range of scales. However, integration of data from the range of scales has been limited. This paper presents a conceptual model of P transfer that incorporates landscape effects and reviews the research relating to P transfer at a range of scales in light of this model. The contribution of inorganic P sources to P transfer is relatively well understood, but the contribution of organic P to P transfer is still relatively poorly defined. Phosphorus transfer has been studied at laboratory, profile, plot, field, and watershed scales. The majority of research investigating the processes of P transfer (as distinct from merely quantifying P transfer) has been undertaken at the plot scale. However, there is a growing need to integrate data gathered at a range of scales so that more effective strategies to reduce P transfer can be identified. This has been hindered by the lack of a clear conceptual framework to describe differences in the processes of P transfer at the various scales. The interaction of hydrological (transport) factors with P source factors, and their relationship to scale, require further examination. Runoff-generating areas are highly variable, both temporally and spatially. Improvement in the understanding and identification of these areas will contribute to increased effectiveness of strategies aimed at reducing P transfers in runoff. A thorough consideration of scale effects using the conceptual model of P transfer outlined in this paper will facilitate the development of improved strategies for reducing P losses in runoff.  相似文献

Setback regulations-legislated distances that livestock production facilities must be removed from surrounding properties-are meant to mitigate odor impacts. If the setback length is too short, then there is evidence that surrounding properties and people suffer uncompensated damages. If, on the other hand, setback lengths are too long, then livestock producers may be paying more than that required to compensate for odor-related environmental damages. The purpose of this study is to assess the impact of Kentucky's livestock production facility setbacks on the value of surrounding properties and farm financial management decisions. This paper develops a model of the benefits of livestock odor reduction and the livestock odor abatement cost associated with setback lengths paid by producers. The results of this investigation indicate that the mandated setback lengths for Kentucky are too short. Livestock production firms are worse off under longer setback lengths, but the losses to surrounding home owners far exceed the firm gains at the mandated setbacks. A finding of this study is that the firm has no incentive to completely protect the legislated setback length. Livestock producers in compliance with the relevant setback length may feel protected from odor lawsuits despite damage being done to surrounding property. This suggests that the perceived threat of lawsuit is currently low in the state of Kentucky. Both industry and public goals could be met from further research including location and economic impact of livestock production.  相似文献

In the past decade Australia has experienced a series of large‐scale, severe natural disasters including catastrophic bushfires, widespread and repeated flooding, and intense storms and cyclones. There appears to be a prima facie case for rebuilding damaged infrastructure to a more disaster resilient (that is, to ‘betterment’) standard. The purpose of this paper is to develop and illustrate a consistent and readily applied method for advancing proposals for the betterment of essential public assets, which can be used by governments at all levels to determine the net benefits of such proposals. Case study results demonstrate that betterment investments have the potential to deliver a positive economic return across a range of asset types and regions. Results, however, are highly sensitive to underlying assumptions; in particular the probability of the natural disaster affecting the infrastructure in the absence of betterment.  相似文献
