Fast,cheap, and imperfect? US public opinion about solar geoengineering

ABSTRACT

Solar geoengineering, which seeks to cool the planet by reflecting a small fraction of sunlight back into space, has drawn the attention of scientists and policymakers as climate change remains unabated. Unlike mitigation, solar geoengineering could quickly and cheaply lower global temperatures. It is also imperfect. Its environmental impacts remain unpredictable, and its low cost and immediate effects may result in ‘moral hazard,’ potentially crowding out costly mitigation efforts. There is little understanding about how the public will respond to such tradeoffs. To address this, a 1000-subject nationally representative poll focused on solar geoengineering was conducted as part of the Cooperative Congressional Election Study (CCES) of the US electorate in October–November 2016. The importance that individuals place on solar geoengineering’s speed and cost predicts their support for it, but there is little to no relationship between their concerns about its shortcomings and support for its research and use. Acquiescence bias appears to be an important factor for attitudes around solar geoengineering and moral hazard.

交通环境的法律治理与道德约束

通过分析交通环境所面临的严重问题后认为，首先必须运用法律治理手段纠正由市场失灵导致的交通环境问题，但这种强制性手段有其缺陷，因为交通环境的治理也存在道德问题，只有配合以道德约束，德法兼备，才能进行卓有成效的交通环境治理。     

安全工程专业本科教育培养模式的探讨

本文分析了当前安全工程专业本科教育存在的一些问题，如本科基础知识教育欠系统和规范，知识结构的行业限制性过重，课程设置不甚合理等，这些问题对培养高素质安全科学人才及本专业自身的发展不利，笔者就合理的培养模式作了探讨，提出本科教育应有明确的目标，业务能力应有具体要求，专业知识结构应划分为四个层次。     

Counter-disaster training in developing countries

This paper discusses both the need for training within a wider context of community disaster preparedness and the major alternatives in methods of training. Emphasis is placed on the importance of compatibility between the resources within a given country and appropriate training programmes.     

浅论环境教育的实施原则

本文对环境教育的涵义与基本特征作了简要的分析，重点论述了实施环境教育应遵循的七条基本原则。     

Accidents and risk control

A framework for transformation of knowledge and experience from risk analysis to emergency education is presented. An accident model was developed built on the concept “uncontrolled flow of energy (UFOE)”, where essential elements are the state, location and movement of the energy. A UFOE can be considered as the driving force of an accident, e.g. an explosion, a release of heavy gases. A domain model has been developed for representing emergencies occurring in society. A domain is a group of activities with allied goals and elements, and the domain model uses three main categories: status, context and objectives. Ten specific domains have been investigated including process plant, energy production and distribution, natural disasters and different sorts of transport. Totally 25 accident cases were consulted and information was extracted for filling into the schematic representations with two to four cases pr. specific domain.
