Women and natural resource management: Illustrations from India and Nepal   总被引:1,自引:0,他引:1  
This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Building on the scientific literature, this article first summarises the socio-environmental impacts of land-use change expected to occur in high amenity Australian peri-urban areas, involving in particular, the effects of land development on agriculture, biodiversity, landscape character, bushfire risk and social factors. Second, the current spatial planning framework and its distribution in seven municipalities in Victoria, Australia, is critically analysed, and records of approved planning permits are related to this framework to assess the challenges posed by peri-urban growth. We argue that the current planning framework supports a static approach which does not address foreseen challenges and lacks strategic power. Both the strategic framework and the development approval process lead to unanticipated, cumulative impacts and contestation. A more coordinated, less urban-centric approach to planning and the introduction of rural land-use plans would substantially address some of the issues encountered.  相似文献

Rangelands represent one of the most important natural resources in mountainous regions of northern Nepal. However, a poor understanding of the social dimensions of rangeland use has limited their proper management and sustainable development, which represent major challenges for Nepal's resource managers. Institutional development is thought to be a viable solution to this problem and may ultimately lead to improved rangeland management in Nepal. Based on this hypothesis, a study was conduced in the Rasuwa district of northern Nepal to examine the effectiveness of institutional development at the local and national levels in mitigating the problems facing sustainable rangeland management by using an institutional analysis and development (IAD) framework. The information and data were mainly collected from different stakeholders, farmers, professionals and practitioners using a toolkit of participatory rural appraisal (PRA), workshops and literature review. It can be concluded from this case study that a number of institutional development efforts are needed to promote sustainable rangeland management in this region. First, local herders represent a repository of rich indigenous knowledge essential to sustaining sound rangeland management practices; hence, indigenous practices need to be integrated into modern technologies. Second, public services and technical support are currently unavailable or inaccessible to local herders; hence, research, development and extension interventions need to be initiated for marginalized pastoral communities. Third, rangeland institutions are incomplete and ill-organized, so institutional development of various organizations is necessary for promoting sustainable rangeland management. Fourth, the policies and governance necessary for promoting rangeland management are not well-designed; hence, governance reform and policy development need to be formulated through internal and external agencies and organizations.  相似文献

Environmental justice frameworks predominantly focus on exploration of socio-environmental inequalities faced by racial, ethnic, religious, cultural and low-income groups. This article aims to expand this mainstream focus of the environmental justice concept on these groups by conceptualising urban/rural division as a group difference, based on which rural communities face with socio-environmental burdens of environmental policies in relation to their urban counterparts. It is based on the analysis of Turkey’s small-scale hydroelectricity power plant (HPP) development policies, referring to the planning and constructions of approximately 1500 hydropower plants across the country, along with country’s modernist agenda, i.e. achievement of economic development, social progress and urban transformation of Turkey. These power plants are also strongly associated with numerous socio-economic, environmental and cultural impacts on local rural communities and local environments with dozens of local opposition movements, while favouring needs, interests and lifestyles of urban communities. This point deserves a systematic conceptualisation within the environmental justice frameworks as it helps to further explain deep causes of socio-environmental inequalities particularly in developing country contexts. Thus, this article is built on such a conceptualisation arguing the necessity to integrate urban/rural division as a separate group difference to environmental justice frameworks by examining modernisation and urbanisation nexus in Turkey’s small-scale HPP development process.  相似文献

For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental issues in particular. Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks, it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further, the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena in Botswana.  相似文献

On the basis of a detailed case study this paper questions the equity of centralised piped drinking water supply systems installed by the government of Nepal in rural areas. The study shows how processes of socio-technical interaction and change alter the physical water supply infrastructure of the installed public water supply system, simultaneously altering patterns of access to taps and water. The analysis suggests that this happens through a process of “informal privatisation”, with community taps becoming appropriated by individuals over time, cutting off some families from their access to community tap water while reinforcing the water security of others. This process is deeply shaped by prevailing relations of power and cultural difference along axes of gender, caste and wealth.  相似文献

This article assesses the role of local institutions in managing irrigation water use. Fifty irrigation systems in each country were studied in Nepal and Thailand to compare the influence of local institutions on performance of irrigation systems amid changes in external policy and market pressures. Nepal’s new irrigation policy after the re-instatement of multiparty democracy in 1990 emphasized participatory irrigation management transferring the management responsibility from state authorities to water users. The water user associations of traditional farmer-managed irrigation systems were formally recognized by requiring registration with related state authorities. In Thailand also government policies encouraged people’s participation in irrigation management. Today water users are directly involved in management of even some large irrigation systems at the level of tertiary canals. Traditional communal irrigation systems in northern Thailand received support for system infrastructure improvement but have faced increased interference from government. In Thailand market development supported diversification in farming practices resulting in increased areas under high water-demanding commercial crops in the dry season. In contrast, the command areas of most irrigation systems in Nepal include cereal-based subsistence farming with only one-third having commercial farming. Cropping intensities are higher in Nepal than in Thailand reflecting, in part, differences in availability of land and management. In both countries local institutions play an important role in maintaining the performance of irrigation systems as external drivers and local contexts change. Local institutions have provided alternative options for irrigation water use by mediating external pressures.  相似文献

Nepal has instituted progressive conservation programmes since the 1970s. This move was in reaction to very rapid rates of land clearance in the lowland areas of the country and an opening up to the world that led to nature-based tourism as a major economic enterprise. Formal conservation began with the passage of national legislation in 1973 offering strong protection for national parks and wildlife reserves, but denied usufruct rights to rural communities. From the late 1970s to the 1990s, the legislation was amended several times. Each case was, in several fundamental ways, a loosening of control by government authorities. Nepal now has buffer zone legislation and allows for the designation of conservation areas in addition to the more-strictly defined categories. Beginning in the 1990s, both government and foreign-backed projects have been implementing landscape level conservation approaches; a number of initiatives in trans-boundary protected area management with India and China have also begun and non-governmental organizations have taken an increasingly active role. This paper considers the expansion of the protected areas network in light of historical, cultural and economic factors and concludes that Nepal has been reactive in adopting conservation programmes. Both outside and inside influences have strongly affected the development of conservation programmes and there are several areas in which more work needs to be done. This includes the need for implementing both national and international conservation law and adopting social and biological monitoring programmes in and around protected areas. In addition, factors outside the control of conservation officials (i.e. a Maoist insurgency) have indirectly hindered conservation programmes in recent years and have greatly complicated prospects for further success.  相似文献

Increasingly, a key component in the financial success of developing and operating domestic and international energy projects is the management of environmental issues. This article outlines an environmental management system for developing and acquiring power projects. The specific issues addressed include the development and communication of an environmental policy and the development and use of environmental expectations. These expectations are designed to manage the environmental components of the dynamic development process and provide a framework for enhancing team effectiveness in addressing environmental issues. Rural electrification is an essential element in development planning in developing countries. In the past, the conventional approach to rural electrification has been either to extend national grids from central power stations, or to install small diesel generators. This article explores a third alternative, namely the harnessing of such renewable sources of energy as solar, wind and biomass for the production of local electric power. The author outlines the concept of the Rural Energy Centre in comparison with the structure of energy needs, and responds to critics of this integrated approach to the problem of rural electrification.  相似文献

厕所问题是当前城乡发展不平衡与不充分的最直接体现。推进厕所革命是一项系统工程,不仅对材料、能源、环保、建筑等产业技术提出新的要求,也是生态文明建设关键一环,涉及生态环保、卫生健康、乡村建设、文明进步、可持续发展等多重目标。近年来,我国开展大量农村厕所整治工作,取得阶段性重要成果,但在厕所系统性、理念意识、安全舒适、技术适应性等方面仍有差距。建议围绕厕所革命的阶段性多目标要求进行系统部署,以整体提升厕所系统的环保卫生、安全舒适、经济持续性为核心,准确把握技术创新发展路径,增强多技术方案供给和商业模式选择,增强农民群众在乡村振兴中的获得感。  相似文献

A key ingredient in the expansion of agricultural output in many developing countries is the availability of reliable and cost-effective energy supplies for irrigation. Such supplies are also fundamental to any strategy to stimulate rural economic development. This paper compares the costs of water pumping through the use of commonly-used, small diesel-driven pumpsets versus a decentralized generator connected to a small electrified grid. An example representative of irrigated cropping systems found in the Senegal River Basin is used to compare costs. The results show that pumping costs from a decentralized power supply and minigrid are roughly comparable with those of direct-drive diesel pumpsets. Further, excess capacity would be available to provide power for small industries and other rural needs. In many sparsely populated rural locations where low capacity factors make central grid extension uneconomic, a minigrid with a guaranteed load of irrigation pumping can be an attractive alternative for providing power for rural development.  相似文献

Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献

The use of landholder typologies to aid the development, implementation, and monitoring natural-resource management (NRM) policies and programs has increased considerably during the past decade. This article explores the potential for using such typologies for a variety of NRM and rural and regional development applications. Review of typology use further suggests that there is potential to refine the way that typologies are developed and applied to better aid NRM, farming systems analyses, and rural and regional development. Before typologies will be adopted more widely, a number of theoretical and methodologic issues must be addressed. These include the following questions: (1) Which criteria and methods should or can be used to classify landholders? (2) How should studies across spatial and temporal scales be integrated? (3) How should multiple and single industry studies be integrated to gain the most value from research? We argue that quantitative research techniques are well suited to provide an underlying structure for landholder typologies, and qualitative research techniques are useful for developing understanding of the nature of variation within and between landholder types. We argued further that because of the potential utility and breadth for the application of landholder typologies, a nested set of landholder typologies could be developed that are coordinated at the national, regional, and local geographic levels, with repeated measures used to track the evolution with time of landholder practices, management values, and socioeconomic characteristics.  相似文献

Reflecting a worldwide trend of devolution of power and responsibilities to local authorities, metropolitan local governments in Australia now have a role in protecting and managing native vegetation (bushland). Reporting on questionnaire and interview results for Sydney, Melbourne, Perth, and Adelaide, this research examines the main disturbances in local government bushlands, local governments efforts in bushland conservation, and universality of issues and responses among the cities and between urban and urban–rural local authorities. A number of disturbances in bushlands are common among the cities, with weeds, development impacts, and urban run off perceived to be the most threatening. Management efforts focus on weed control, whereas other main disturbances are receiving less attention. Community involvement in management is prevalent, although regional coordination among local governments is limited. 运用熵权法、耦合协调模型和地理探测器分析了2008—2019年四川省乡村振兴与乡村旅游发展水平与耦合协调度的演变特征及驱动因子,总结了各市(州)的发展类型,并提出差异化发展策略。结果表明:①四川省乡村振兴与乡村旅游发展水平呈上升趋势,攀枝花乡村振兴发展缓慢,成都、阿坝州、宜宾是乡村旅游发展的重心。②乡村振兴与乡村旅游呈耦合协调发展趋势,具有显著的空间异质性,以濒临失调和勉强协调为主,呈东南低、北部高的空间格局。③星级农家乐和乡村酒店数量、全社会固定资产投资、国家级非物质文化遗产数、旅游总收入占GDP比重等是影响乡村振兴与乡村旅游协调发展的主要因子。  相似文献

Characteristics of urban natural areas and surrounding landscapes were identified that best explain winter bird use for 28 urban natural areas in southern Ontario, Canada. The research confirms for winter birds the importance of area (size) and natural vegetation, rather than managed, horticultural parkland, within urban natural areas as well as percent urban land use and natural habitat in surrounding landscapes. Alien bird density and percent ground feeding species increased with percent surrounding urban land use. Higher percent forest cover was associated with higher percentages of forest, bark feeding, small (<20 g) and insectivorous species. Natural area size (ha) was related to higher species richness, lower evenness and higher percentages of insectivorous, forest interior, area-sensitive, upper canopy, bark feeding, and non-resident species. Higher number of habitat types within natural areas and percent natural habitat in surrounding landscapes were also associated with higher species richness. Common, resident bird species dominated small areas (<6.5 ha), while less common non-residents increased with area, indicative of a nested distribution. Areas at least 6.5 ha and more generally >20 ha start to support some area-sensitive species. Areas similar to rural forests had >25% insectivores, >25% forest interior species, >25% small species, and <5% alien species. Indicator species separated urban natural areas from rural habitats and ordination placed urban natural areas along a gradient between urban development and undisturbed, rural forests. More attention is needed on issues of winter bird conservation in urban landscapes.  相似文献

This study examined the spatial-temporal variations and factors influencing the management of groundwater along a section of the Bagmati river corridor in the Kathmandu valley (Nepal). The results showed that rural areas were less polluted than urban areas. In urban areas, the biochemical oxygen demand (BOD), total nitrogen (TN) and total phosphorus (TP) concentrations ranged from 8.41 to 29.74 mg/L, 6.7 to 128.96 mg/L and 0.06 to 1.5 mg/L, respectively. In rural areas, the BOD, TN and TP concentrations ranged from 0.78 to 18.25 mg/L, 4.8 to 11.56 mg/L and 0.07 to 0.65 mg/L, respectively. The level of organics was higher in the pre-monsoon season, while the level of nutrients was higher in post-monsoon season. A comparison of the groundwater and surface water in the upstream rural areas revealed that the TP concentration was higher in the groundwater than in the surface water, which was attributed to the sorption of phosphorus on iron, aluminum or calcium compounds contained in the surface water, which depends upon the temperature, pH and dissolved oxygen. In urban areas, a few wells were found at groundwater levels lower than the corresponding surface water levels and were subjected to a high risk of pollution. Overall, these findings reinforce the notion that the management of surface and ground waters in an integrated approach is essential for attaining sustainable development of groundwater systems.  相似文献
