Computer display technology is currently in a state of transition, as the traditional technology of cathode ray tubes is being replaced by liquid crystal display flat-panel technology. Technology substitution and process innovation require the evaluation of the trade-offs among environmental impact, cost, and engineering performance attributes. General impact assessment methodologies, decision analysis and management tools, and optimization methods commonly used in engineering cannot efficiently address the issues needed for such evaluation. The conventional Life Cycle Assessment (LCA) process often generates results that can be subject to multiple interpretations, although the advantages of the LCA concept and framework obtain wide recognition. In the present work, the LCA concept is integrated with Quality Function Deployment (QFD), a popular industrial quality management tool, which is used as the framework for the development of our integrated model. The problem of weighting is addressed by using pairwise comparison of stakeholder preferences. Thus, this paper presents a new integrated analytical approach, Integrated Industrial Ecology Function Deployment (I2-EFD), to assess the environmental behavior of alternative technologies in correlation with their performance and economic characteristics. Computer display technology is used as the case study to further develop our methodology through the modification and integration of various quality management tools (e.g., process mapping, prioritization matrix) and statistical methods (e.g., multi-attribute analysis, cluster analysis). Life cycle thinking provides the foundation for our methodology, as we utilize a published LCA report, which stopped at the characterization step, as our starting point. Further, we evaluate the validity and feasibility of our methodology by considering uncertainty and conducting sensitivity analysis.  相似文献

Benchmarking is a powerful management technique that can help improve an organization's environmental performance on a number of dimensions. Benchmarking is not a cookbook solution but a systematic process of searching for the organization that is the best at a given process (“best-in-class”) and continually adopting or adapting new processes to accelerate improvement. As a continual process including planning, analysis, integration, action, and maturity phases, benchmarking should be integrated into the planning stage of the management system. Once processes are strategically identified, they can be improved within the company's Total Quality Management program. Many benefits, such as teamwork and job satisfaction, accompany benchmarking, but the greatest companywide advantage is becoming more competitive. Finding a suitable partner is crucial to the success of the benchmarking process. This article shows the traditional one-on-one approach is the most effective because it saves time and money that allows organizations to learn from each other. In addition, examples of where benchmarking partners may be found, as well as several success indicators in the benchmarking process, are presented. Since the ultimate intent of benchmarking is positive change, the difference between reengineering and continuous performance improvement and the role benchmarking plays in each is also discussed.  相似文献

The quality revolution is sweeping its way through most companies globally. It has focused on improving the quality of products and services delivered to the customers and on companies' internal processes. The success of these programs has led to the realization that the same principles need to be applied to the area of environmental management. AT&T has fully embraced TQM as witnessed by the many products and services that have received the International Organization for Standardization (ISO) 9000 certification and awards such as the Malcolm Baldrige Award and the Deming Prize for Quality. We have been utilizing the TQM methodologies for the past few years to turn our environmental focus from end-of-pipe waste management to proactive and preventive TQEM and have made significant progress in reducing our wastes, emissions, and impact on the environment. This article shows how TQEM is now driving Design For Environment (DFE) programs and procedures, recognizing that addressing environmental issues in the initial design process is the most cost-effective means for minimizing environmental impact.  相似文献

Much as Total Quality Management (TQM) has helped companies decrease waste and enhance value, environmental accounting offers an approach and a suite of tools that can help organizations improve both environmental quality and bottom-line business performance. Its focus is to bridge the world of finance and economics with the world of environmental management. Companies in all sectors have discovered that they can increase profits by meeting and even surpassing environmental regulations. Through environmental accounting, companies can discover more of these opportunities and, ideally, bring environmental concerns earlier into planning, decision making, and operations. This article introduces environmental accounting and some basic principles that should guide organizations' thinking on environmental accounting and environmental accounting systems. It also describes several different objectives for environmental accounting that imply different requirements and orientations. Although the focus of this article is on environmental accounting as an aspect of forward-looking management and decision making in companies, much of the discussion applies to nonprofits and government units as well.  相似文献

ABSTRACT: Water quality indicators of two agriculturally impacted karst areas in southeastern West Virginia were studied to determine the water quality effects of grazing agriculture and water quality trends following initiation of water quality improvement programs. Both areas are tributaries of the Greenbrier River and received funding for best management practices under the President's Initiative for Water Quality and then under the Environmental Quality Incentives Program (EQIP). After 11 years of study there was little evidence to suggest that water quality improved in one area. Three and a half years of study in the other area showed little evidence of consistent water quality improvement under EQIP. Lack of consistent water quality improvement at the catchment scale does not imply that the voluntary programs were failures. Increased livestock numbers as a result of successful changes in forage management practices may have overridden water quality improvements achieved through best management practices. Practices that target well defined contributing areas significantly impacting aquifer water quality might be one way to improve water quality at catchment scales in karst basins. For example, a significant decrease in fecal coliform concentrations was observed in subterranean drainage from one targeted sinkhole after dairy cattle were permanently excluded from the sinkhole.  相似文献

Companies that incorporate Total Quality Management into their operations are placing increased emphasis on identifying the root causes of deficiencies and problems. This is in keeping with the TQM principles identified by Deming in Out of the Crisis. Deming states that quality comes not from inspection or from management by objectives or results, but from improvements made in the process and products in order to meet customer needs. Deming's approach demands a shift in focus from addressing symptoms to addressing causes. In this article, environmental management audits are presented as the best means to assure that adequate management controls are in place to protect the company, its managers and its employees from penalties associated with civil and criminal enforcement actions.  相似文献

This paper develops a technique which can be used as a preliminary tool for assessing air quality related to urban traffic. It combines a Geographic Information System (GIS) with an interaction matrix-type methodology based on a system analysis approach. The matrix identifies and quantifies interactions between all selected variables involved in a system as well as their interaction with the system as a whole. This matrix is used to determine the weightings to apply to spatial datasets within a GIS to develop a pollution vulnerability map. The focus of the paper is to introduce and assess a more versatile coding of the interaction matrix with respect to previously used coding. A case study is presented in which the modified interaction methodology is applied to data for a busy urban location. The resulting vulnerability map, in terms of pollution vulnerable hot spots, was compared to a pollution map derived from an advanced dispersion model. The interaction matrix technique with GIS can be used as a tool complementary to sophisticated numerical modelling and has potential as an analytical tool to evaluate multidisciplinary systems.  相似文献

This article is about Total Quality Management and its relationship to corporate environmental affairs. As the TQM movement expands, the commitment to continuous quality improvement, customer satisfaction, and collaborative, team-oriented workplaces is finding new applications. Just as the success of Federal Express, AT&T, and other winners of the Malcolm Baldrige National Quality Award shows that Total Quality Management can transform a business, we also are learning of successes companies are having applying TQM principles to environmental management. Our experience with TQM and environmental management at Coors Brewing Company is in the area of pollution prevention. In addition to our brewing operations, we also operate the country's largest aluminum can manufacturing plant, where we produce 4 billion cans a year, a separate facility that makes the can tops, a glass bottle manufacturing plant, and various support facilities. In all, we have some 7,000 employees, and building a commitment to pollution prevention in an operation of that size requires much more than just adopting quality principles. In this article we show how it also means understanding how those principles will mesh with the corporate culture. What we found is that before TQM can begin its magic, a company must review its own culture to see how problems have traditionally been solved and how challenges have been met.  相似文献

This paper discusses the use of Material Flow Analysis (MFA) as a tool to support policy decision making in the field of resource and environmental management. In terms of policy, MFA can be used for early recognition, priority setting, to analyse and improve the effectiveness of measures and to design efficient material management strategies in view of sustainability. MFA has a high potential to be implemented as a guiding tool at the regional level, for example as part of a regional environmental management and audit system or as a part of the Local Agenda 21 process. Material management based on MFA is complementary to traditional environmental and resource management strategies, which have tended to focus heavily on specific environmental compartments, and measure the concentration of substances in various media. MFA, in contrast, provides an overview of the total system by linking the anthroposphere (that part of the biosphere in which humans' activities take place) with the environment. This system approach shifts the focus away from the back-end so-called 'filter strategies' to more pro-active front-end measures. MFA examines short- and long-term loadings rather than concentrations and highlights current and potential material accumulations, called material stocks. These stocks represent either potential environmental problems (e.g. large stocks of hazardous materials) or a potential source of future resources (e.g. urban mining). In this way, MFA can assist precautionary policy making by highlighting future environmental or resource issue problems without relying on signals of environmental stress. The objective of materials management is: firstly, to analyse material flows and stocks; secondly, to evaluate these results; and thirdly, to control material flows in view of certain goals such as sustainable development. MFA is an excellent tool for the first objective and is well suited to generate a base for the other two objectives. MFA results can be compared against environmental standards or can be interpreted using assessment or indicator methodologies (such as environmental impact assessment or ecological footprints). Selected results from two studies, carried out for the city of Vienna (substance management) and the Swiss lowlands (timber management), illustrate the use of MFA as a tool for early recognition (resource depletion and environmental quality), for priority setting and for effective policy making.  相似文献

Anyone doubting the dedication of North American workers to total quality and continuous improvement on the job should have witnessed the 1992 National Team Excellence Competition. Competition was stiff and included such world-renowned companies as AT&T, Florida Power and Light, Thiokol Corporation, British Columbia Telecom, Atlantic Electric, Harris Corp., Weirton Steel, Rockwell Houstin Operations, Diamond Star Motors, United Technologies, Principal Financial Services, and Weyerhauser Co. The winner of the 1992 Association for Quality and Participation'S National Team Excellence Competition was a nine-person work team called the Problem Stoppers from Sylvania Lighting in York, Pennsylvania. The Problem Stoppers won for eliminating glass waste at York by recycling it in the plant, which not only saved the company about $142,000, but also proved to be an outstanding example of total quality environmental management and responsibility. ABSTRACT: In an effort to adopt more holistic ecosystem approaches to resource assessment and management, many state and federal agencies have begun using watershed or ecoregion frameworks. Although few would question the need to make this move from dealing with problems and issues on a case by case or point-type basis to broader regional contexts, misunderstanding of each of the frameworks has resulted in inconsistency in their use and ultimate effectiveness. The focus of this paper is on the clarification of both frameworks. We stress that the issue is not whether to use watersheds (or basins or hydrologic units) or ecoregions for needs such as developing ecosystem management and non-point source pollution strategies or structuring water quality regulatory programs, but how to correctly use the frameworks together. Definitions, uses, and misuses of each of the frameworks are discussed as well as ways watersheds and ecoregions can be and have been used together effectively to meet resource management needs.  相似文献

Proper identification of water quality conditions in a river system based on limited observations is an essential task for meeting the goals of environmental management. Various classification methods have been used for estimating the changing status and usability of surface water in river basins. However, a discrepancy frequently arises from the lack of a clear distinction between each water utilisation mode, the uncertainty in the quality criteria employed and the vagueness or fuzziness embedded in the decision-making output values. Owing to inherent imprecision, difficulties always exist in some conventional methodologies when describing integrated water quality conditions with respect to various chemical constituents, biological aspects, nutrients, and aesthetic qualities. This paper presents a comparative study using three fuzzy synthetic evaluation techniques to assess water quality conditions in comparison to the outputs generated by conventional procedures such as the Water Quality Index (WQI). Based on a set of data collected at seven sampling stations, a case study for the Tseng-Wen River system in Taiwan was used to demonstrate their application potential. The findings clearly indicate that the techniques may successfully harmonise inherent discrepancies and interpret complex conditions. A further, newly developed fuzzy synthetic evaluation approach described in this paper might also be useful for verifying water quality conditions for the Total Maximum Daily Load (TMDL) program and be helpful for constructing an effective water quality management strategy.  相似文献

In this study, an interval-based regret-analysis (IBRA) model is developed for supporting long-term planning of municipal solid waste (MSW) management activities in the City of Changchun, the capital of Jilin Province, China. The developed IBRA model incorporates approaches of interval–parameter programming (IPP) and minimax–regret (MMR) analysis within an integer programming framework, such that uncertainties expressed as both interval values and random variables can be reflected. The IBRA can account for economic consequences under all possible scenarios associated with different system costs and risk levels without making assumptions on probabilistic distributions for random variables. A regret matrix with interval elements is generated based on a matrix of interval system costs, such that desired decision alternatives can be identified according to the interval minimax regret (IMMR) criterion. The results indicate that reasonable solutions have been generated. They can help decision makers identify the desired alternatives regarding long-term MSW management with a compromise between minimized system cost and minimized system-failure risk.  相似文献

Total Quality Management was initially developed to facilitate an ethos of continuous improvement of the production process. It entails both an internal and external focus. The former depends on a cooperative effort among employees at all levels of the organization to analyze work processes, minimize process variance, and thereby maximize productivity. The latter requires close collaboration with suppliers to ensure that raw or processed materials can be readily and efficiently integrated into the production process and constant communication with the end user—the customer—to ensure that the process generates the expected level of quality. Applying TQM to service industry processes is a bit more complex. In addition to having to tailor the TQM approach to the specific service industry, the processes are seldom identical and tend not to lend themselves to the same type of statistical variance analysis that is considered a hallmark of TQM. Nevertheless, numerous case studies have shown that TQM is applicable to the service industry and can help to generate a culture of continuous improvement and enhance customer satisfaction. Environmental site assessments provide a unique challenge to proponents of TQM. Construction, geological, and hydrological characteristics are unique at each site; regulatory requirements differ by jurisdiction; access to historical information is inconsistent; auditors have varying backgrounds; and client needs and expectations differ. Nevertheless, as the American Society for Testing and Materials (ASTM) standard practice gains acceptance as a benchmark for environmental site assessments, the application of TQM practices to this service process becomes more practicable.  相似文献

In this study, we suggested a criterion of Korean resource productivity calculation method including its range which is not generalized yet and analyzed its level by reviewing the resource productivity management policies and study trends of the major advanced countries. The material flow indexes that are widely used in major advanced countries, such as the domestic material consumption (DMC), were used to establish the resource productivity calculation method with estimation the domestic resource productivity during 2000–2010. As of 2010, the DMC was 590 million ton, GDP was 1 trillion dollars and DMC-based resource productivity was 1.75 thousand US dollars/ton, which was continuously increased during last ten years with 8.0%, 50.0%, and 38.9%, respectively. This increase tendency was not because of DMC reduction through resource management but because of just large GDP increase. The results of the comparison with other countries indicated that Korea had the lower resource productivity level and also the lower increasing rate than major advanced countries such as the UK and Japan, and required an efficient resource management plan for improvement. Therefore, we finally suggested a Korean resource productivity policy direction to construct its sustainable system for its improvement.  相似文献

DOI: 10.1111/j.1752-1688.2010.00419.x Abstract: We review the research literature and summarize the major processes by which riparian vegetation influences chemical water quality in streams, as well as how these processes vary among vegetation types, and discuss how these processes respond to removal and restoration of riparian vegetation and thereby determine the timing and level of response in stream water quality. Our emphasis is on the role that riparian vegetation plays in protecting streams from nonpoint source pollutants and in improving the quality of degraded stream water. Riparian vegetation influences stream water chemistry through diverse processes including direct chemical uptake and indirect influences such as by supply of organic matter to soils and channels, modification of water movement, and stabilization of soil. Some processes are more strongly expressed under certain site conditions, such as denitrification where groundwater is shallow, and by certain kinds of vegetation, such as channel stabilization by large wood and nutrient uptake by faster-growing species. Whether stream chemistry can be managed effectively through deliberate selection and management of vegetation type, however, remains uncertain because few studies have been conducted on broad suites of processes that may include compensating or reinforcing interactions. Scant research has focused directly on the response of stream water chemistry to the loss of riparian vegetation or its restoration. Our analysis suggests that the level and time frame of a response to restoration depends strongly on the degree and time frame of vegetation loss. Legacy effects of past vegetation can continue to influence water quality for many years or decades and control the potential level and timing of water quality improvement after vegetation is restored. Through the collective action of many processes, vegetation exerts substantial influence over the well-documented effect that riparian zones have on stream water quality. However, the degree to which stream water quality can be managed through the management of riparian vegetation remains to be clarified. An understanding of the underlying processes is important for effectively using vegetation condition as an indicator of water quality protection and for accurately gauging prospects for water quality improvement through restoration of permanent vegetation.  相似文献
