美国空气固定源排污许可证中关于监测的规定及启示   总被引:3,自引:2,他引:1  
监测规定是美国空气固定源运行排污许可证中的核心内容。基于"个案管理"原则,每个运行许可证中的各个产排污单元分别执行不同的监测规定。获得"连续"的监测数据需足够判定固定源排放是否合规,且成本有效。"固定源制定和提交监测方案-管理机关审核-监测方案载入排污许可证中-依方案监测-数据处理-排污许可证守法报告-管理机关合规监测和评估"的系统化监测程序,使得固定源监测更具可操作性,监测数据更规范。建议中国排污许可证制度中建立类似的监测规定。  相似文献

排污许可制度是固定源核心管理制度,对污染源监测技术提出"便捷、智能、精细"的发展要求,依规发证、依证管理2个阶段均需要污染源监测技术的有效支撑。针对当前污染源监测技术体系现状,应进一步完善自行监测技术指南体系,对发证行业指南实施情况跟踪评估,适时修订;为将工业园区纳入核发排污许可证范围扎牢基础,制定工业园区自行监测技术指南;加快构建支撑证后监管执法的快速便捷方法标准体系和现场快速监测质控体系;加快构建智能化监测数据管理平台,实现"智慧大脑"功能;建立自行监测监督检查技术体系,强化排污许可制度框架下的自行监测质量的监督检查。  相似文献

介绍了美国以排污许可证制度为载体的废水污染源自行监测制度;自行监测方案包括监测内容、监测指标、监测点位、监测频次、采样方法等,依据排污许可证中关于污染物及其排放限值的规定而设计;自行监测数据用于污染源监督检查和制定国家排放限值。对于我国企业自行监测,提出了进一步明确自行监测的主体地位与自行监测数据的法律地位、分行业制定自行监测指南、建立污染源监测数据信息综合平台、加强与企业自行监测相关内容的培训等建议。  相似文献

排污许可证执行报告是评价排污单位排污许可证实施情况的重要依据。执行报告以自行监测与台账记录信息为核心,涵盖排污单位污染治理与排放全过程的众多信息,但是目前尚缺少据此对排污许可执行情况进行综合评价的方法体系。采取常见的指数化方法,基于执行报告中的自行监测和台账记录等信息,构建排污许可证执行报告报送指数(A)、合规指数(R),结合监督检查校正系数(B),最终建立依证指数(I),依此对排污单位排污许可执行情况进行综合评价。对案例甲和案例乙两家火电企业2018年、2019年依证指数进行试算,所得结果可以较为全面地反映排污单位的执行情况,证明了该方法的可行性。建议以此方法为基础,对排污单位排污许可执行情况进行综合评价,以推动排污许可制的有效执行。  相似文献

排污单位自行监测的质量管理,是环境管理部门关注的重点。针对排污单位自行监测工作中存在的质控措施不规范;监测结果公开不完整;样品交接记录、原始采样记录、样品分析原始记录不齐全;流量计未检定或过期等问题。从自行监测方案的制定、自行监测信息公开、企业手工监测、企业自动监测等4个方面提出:应实施具体的质控措施;将污染物排放方式及排放去向、未开展自行监测的原因等方面的内容全部公开;通过计量认证第三方环境监测机构制订相关的记录单;将流量计送至计量单位实验室检定或者请计量单位现场检定等建议,对今后促进排污单位提高自行监测工作水平有指导意义。  相似文献

党的十八大以来,特别是"十三五"时期我国固定污染源监测体系在管理制度、监测技术、信息平台、业务体系方面均取得了积极进展。但随着排污许可制度的全面实施,省以下环保机构监测监察执法垂改全面完成,减污降碳全面提级,我国固定污染源监测体系面临着专项制度不完善、自行监测数据质量监管压力大、基层执法监测高需求与低能力矛盾突出、减污降碳监测体系有待系统设计等突出问题。为了适应新形势下生态环境管理需求,建议:健全制度体系,研究制订《固定污染源监测管理办法》;完善技术体系和质控体系,加快快速、便携、智能化的污染源监测新技术体系及基于物联、信息技术的全流程、全链条质控体系的研究应用;优化业务体系,推动污染源执法监测与排污单位自行监测帮扶规范化和监测信息平台改造提升及应用。  相似文献

将29个煤电项目验收监测核算的二氧化硫排放总量与环保行政主管部门批复的总量控制指标作对比,从运行负荷、脱硫效率、燃煤煤质等方面分析了二者数值存在较大差异的原因。建议在验收监测期间要求企业按环评设计值控制各项参数,并将验收监测总量核算结果作为排污许可或日常监管的参照,进一步强化总量核查与总量控制,推行排污许可证制度。  相似文献

目前,对固定污染源废气中磷酸雾的检测并无统一的方法,相关含磷污染物的控制指标主要是磷化氢、单质磷以及五氧化二磷。在调研国内外分析方法及相关文献的基础上,通过对几种典型含磷污染源的实样测试,提出了固定污染源废气中磷酸雾的检测方法。结果表明,使用石英滤筒捕集固定污染源废气中的磷酸雾,采样效率可达98%以上。捕集到的总磷酸雾不仅包含磷酸,还包含磷酸盐以及含磷氧化物等,是一项综合指标。该指标能够反映含磷污染物的排放特征,可为未来此类污染物的排放控制提供依据。  相似文献

The air quality Framework Directive (FWD) and the correspondent Daughter Directives defined the new strategy for air quality management in Europe. In general, the new standards are more restrictive than those established by the previous legislation. In Portugal, some difficulties can be previewed to achieve those new standards. Thus, this paper aims at evaluating the impact of application of the FWD to Oporto Metropolitan Area in what concerns to the most critical air pollutants in the area (PM10 and O3). The specific objectives were: i) to analyse the concentration exceedances between 1999 and 2001; ii) to identify the main emission sources; iii) to evaluate the possibility of a new redistribution of the existing monitoring sites; iv) to contribute to the definition of a new strategy for air quality management. The results showed that; i) the standard values for PM10 and O3 were largely surpassed, possibly concluding that the FWD application implies a strong impact on the air quality management strategies; ii) the main emission sources (road traffic and the neighbour stationary sources localised upwind) affect all the Metropolitan area through intra-region pollutant transport; iii) it is safer maintaining the site localisation to avoid previewing exceedances through mathematical correlations; iv) the reduction of PM10 and of ozone precursors must be performed considering new technologies for cleaner production and gaseous depuration, a rigorous urban and territory planning, the creation of an efficient public transport network and the definition of strict measures for car maintenance.  相似文献

Section 303(d) of the Clean Water Act requires States and Tribes to list waters not meeting water quality standards. A total maximum daily load must be prepared for waters identified as impaired with respect to water quality standards. Historically, the management of pollution in Minnesota has been focused on point-source regulation. Regulatory effort in Minnesota has improved water quality over the last three decades. Non-point source pollution has become the largest driver of conventional 303(d) listings in the 21st century. Conventional pollutants, i.e., organic, sediment and nutrient imbalances can be identified with poor land use management practices. However, the cause and effect relationship can be elusive because of natural watershed-system influences that vary with scale. Elucidation is complex because the current water quality standards in Minnesota were designed to work best with water quality permits to control point sources of pollution. This paper presents a sentinel watershed-systems approach (SWSA) to the monitoring and assessment of Minnesota waterbodies. SWSA integrates physical, chemical, and biological data over space and time using advanced technologies at selected small watersheds across Minnesota to potentially improve understanding of natural and anthropogenic watershed processes and the management of point and non-point sources of pollution. Long-term, state-of-the-art monitoring and assessment is needed to advance and improve water quality standards. Advanced water quality or ecologically-based standards that integrate physical, chemical, and biological numeric criteria offer the potential to better understand, manage, protect, and restore Minnesota’s waterbodies.  相似文献

In 1990, the National Research Council (NRC) published two in-depth assessments of marine environmental monitoring effectiveness. The first of these, Managing Troubled Waters: The Role of Marine Environmental Monitoring, provided a national perspective and the second, Monitoring Southern California's Coastal Waters, examined the specifics of monitoring design and implementation in a densely populated, highly urbanized coastal region. The reports include explicit recommendations about the need for greater regionalization of monitoring efforts, supported by greater standardization of field, laboratory, and data analysis methods. They also identified the need for centralized data management and for greater flexibility in the language of standard discharge permits, flexibility that would permit discharge agencies to more readily participate in regional monitoring and research programs. Other recommendations identified a need for EPA and NOAA to focus on creating a national monitoring program structured as a network of coordinated local and regional efforts. Finally, the NRC emphasized the need for better reporting and for periodic review of monitoring's relevance to management concerns. In this paper, we use southern California as a test case to assess progress made in implementing the NRC's recommendations. We review progress made on each recommendation and discuss the features of the regulatory and management climate that contributed to or impeded this progress. We also consider whether, and to what extent, the NRC's recommendations remain relevant in the present context.  相似文献

在企业污染源现场实现污染物排放浓度水平的快速判定和超标风险筛查,对生态环境管理部门提高执法效率、企业提高环境管理水平意义重大。铅是一种对人体危害极大的有毒重金属,目前缺少含铅废气中铅及其化合物的便携式直读检测设备和检测方法。探索性地将X射线荧光光谱(XRF)法应用于铅蓄电池企业含铅废气中铅及其化合物的便携式快速、直读检测。研究结果表明,基于XRF的面密度法适用于铅蓄电池企业含铅废气处理设施后铅及其化合物的快速、直读检测,相对国标方法具有快速、直读、对样品无损、便于复测等特点,可用于铅及其化合物排放浓度水平的快速判定和超标风险筛查。  相似文献

自行监测是排污许可制度的重要技术支撑。针对火力发电行业自行监测质量参差不齐的现实情况,笔者依据国家颁布的技术指南和行业检测机构实践经验,在调查研究全国有代表性的21家火力发电厂自行监测开展情况的基础上,对制度、方案、机制、管理等方面的关键问题进行了探讨,提出了加强企业自行监测制度建设、借助专业机构支撑、创新监测监督联合机制、发挥集团管控作用等方面的措施建议。  相似文献
