关于深化企业环境监督员制度试点工作的通知

为贯彻落实《国务院关于落实科学发展观加强环境保护的决定》（国发（2005）39号）、《国务院关于印发（节能减排综合性工作方案）的通知》（国发[2007]15号）提出的“建立企业环境监督员制度，实施职业资格管理”、“扩大国家重点监控污染企业实行环境监督员制度试点”要求，提高企业环境守法能力与水平，规范企业环境管理体制与机制建设，我部于2006年组织开展了重点行业企业环境监督员制度试点工作。两年以来，试点工作取得明显成效。在总结试点工作的基础上，我部决刘等企业环境监督员制度试点范围扩大到国家重点监控污染企业，有条件的地区可扩大到省级或市级重点监控污染企业。现就有关事项通知如下：

企业开展清洁生产的重点在于整体预防性和持续性，通过环境管理体系的有机结合，将有利于推动企业清洁生产的建设与持续发展。清洁生产只有与环境管理体系相互渗透和促进，才能得到最有效的实施。

浅议企业管理体系一体化模式

介绍了目前在企业内部推行的质量管理体系、职业健康安全管理体系、环境管理体系以及内部控制、企业文化、质量管理奖标准等的特点,分析了不同管理体系在企业管理中的不同优势和作用,提出了推行一体化管理的工作重点。文章指出,企业中有必要推行一体化管理体系模式,这种模式能提高企业的管理水平。     

国家重点生态功能区产业准入负面清单制度的现状、问题与优化建议

国家重点生态功能区对维护国家和区域生态安全至关重要,产业准入负面清单制度是促进区域国土空间布局优化、引导产业绿色发展的重要举措。本文分别选取了水源涵养、水土保持、防风固沙、生物多样性维护不同类型国家重点生态功能区的案例区,深入开展产业准入负面清单制定的现状分析与问题识别。结果表明：现有产业准入负面清单以限制类为主且多为现有发展产业,禁止类产业较少且多为规划发展产业,在实施过程中仍存在与主体功能定位不符、区域协调性不足、实施困难大、缺乏动态跟踪管理等四方面问题。在此基础上,结合国家有关政策要求和不同区域主导功能定位,提出水源涵养、水土保持、防风固沙、生物多样性维护四类重点生态功能区的通用性和差异性产业准入负面清单优化政策建议,为国家重点生态功能区保护与管理提供决策参考。     

碳达峰政策体系建设的思路与重点任务

我国2030年前实现碳达峰面临巨大压力,需要系统研究构建碳达峰政策体系,为碳达峰提供政策动力。本文分析了我国碳达峰相关政策实施情况,探讨了碳达峰政策创新思路,提出了碳达峰政策体系建设的重点任务以及政策实施保障。以减污降碳为主线,推进低碳发展政策与生态环境保护政策的统筹融合,构建完善以碳排放总量控制为核心的,涵盖行业部门、重点区域地区、减排相关方的,多手段类型相结合的碳达峰政策体系,促进产业、能源、交通结构调整和低碳发展,有效推动重点行业和领域碳排放达峰路径与关键举措的顺利落地。从建立健全碳排放总量控制考评制度、加快构建排污许可证与碳排放管控协同制度、深化能源资源价格机制改革、全面推开碳排放权交易市场等方面提出重点政策建议。     

环境影响评价在HSE管理体系中的应用

HSE(健康、安全、环境)管理体系已发展成为国际石油石化行业通用的管理体系,中国石油逐步推行HSE管理体系,不断探索和实践。文章从环境影响评价与石油企业HSE管理体系的相互关联入手,分析将环境影响评价应用于HSE管理体系建设的可行性,认为企业的环境管理应与环境影响评价工作充分结合,以提高企业管理的效率和效益,推动企业长远发展。

结合山东省环境水质自动监测系统的实际,就环境水质自动监测系统的建设、运行、管理等核心问题进行研究,提出了智能化、实用性、统一性相结合的系统集成方案和监控平台建设整体设计思路,分析了实行社会化、专业化、规模化运营的必要性,从完善监管机制、严格绩效考核、科学审核数据三方面探讨了系统监督管理模式,例证了自动监测数据在环境管理工作中的全面应用。     

Case studies of ISO 14001: A new business guide for global environmental protection

The intention of this article is to clarify the current status of ISO 14001, the internationally accepted voluntary environmental management system (EMS) standard, which is an effective means to generate continuous environmental performance improvement in an organization as well as significant financial benefits such as operational efficiency improvements (e.g., energy and water savings), reduction in environmental risks and liability expenses, protection of corporate asset value, and public image improvements. The number of “ISO 14001” companies in Europe and the Pacific Rim is steadily increasing with customer and governmental pressure as the driving forces. In the United States, ISO 14001 implementation has lagged behind due to the fact that, so far, the EPA has not supported ISO 14001 as being sufficient for guaranteeing a reliable environmental performance record. Most ISO 14001 certified companies in the United States have been driven by overseas demand, particularly in the microelectronics industry because customers in this industry, especially those in Europe, will simply not do business in the future with companies that are not registered to ISO 14001. It is expected that European demand will continue to push ISO 14001 certification in the United States. Six ISO 14001 case studies in the U.S. chemical, electronics, and plastics industries, along with EPA's attitude toward ISO 14001 are described in this article. The case studies contain the reasons, steps taken, costs, benefits, problems, and future trends of ISO 14001 implementation and certification.     

Industrial estate planning and management in India--an integrated approach towards industrial ecology

Industrial estates (IE) are today perceived as an integral part of development strategies of many countries worldwide. The environmental impacts from a concentration of large number of industries in a small area or unplanned IE, can pose a serious threat to both local and global sustainable development initiatives. The formation of ecologically balanced industrial systems can result in numerous environmental and economic benefits. This paper examines the relevance of industrial symbiosis and carrying capacity concepts and proposes an integrated approach towards IE planning in India based on grouping combinations of industries based on carrying capacity, formation of green industrial townships, development of environmental impact assessment guidelines for IE and implementation of environmental management systems.     

新疆重点产业跨越式发展下的生态环境风险监控体系初探

在新疆跨越式发展的新形势下,重点产业开发区域面临的资源环境问题和风险的压力是不容忽视的。但目前,新疆尚未建立起一个完整的生态环境风险监控技术体系,环境风险监控仍处于起步阶段,存在较大缺陷。本文对石油化工、煤电、煤化工各类重点产业进行风险识别,建立了生态环境监控指标体系,构建了生态环境风险监控框架,旨在为新疆重点产业生态风险监控管理平台建设提供思路及理论依据。     

信息化在HSE管理体系建设中的作用

简述了HSE管理体系在领导承诺、实施与运行等四大管理要素中存在的典型问题,从强化管理职责、固化管理流程、丰富监管手段三个方面阐述了HSE信息系统在支持HSE管理体系中发挥的显著优势,并结合典型问题提出实施HSE信息化管理是解决目前健康安全环境问题的重要措施。     

Voluntary environmental management system standards: Case studies in implementation

Many anticipate that over the next decade, voluntary environmental management system (EMS) standards will take on the same importance in the marketplace as the ISO 9000 quality standards; the draft international EMS standard (ISO 14001) is on pace to be completed by mid-1996. In the United States, despite rapidly growing interest in EMS standards, most companies and regulatory agencies are uncertain about their potential benefits and about the process of developing an EMS. Case studies of EMS implementation, particularly in small and medium-sized companies, are needed to demonstrate the process and identify areas in which further EMS guidance is needed for environmental managers. This article presents seven case studies of EMS implementation in small, medium-sized, and large companies. Each company is participating in an EPA-sponsored Demonstration Project in which a variety of organizations are piloting the implementation of EMS standards (the project is being coordinated by NSF International, a not-for-profit company specializing in environmental and public health standards and certification). The case studies, written by the companies themselves, share experiences of EMS assessment, planning, and implementation, and discuss challenges that are special to particular industries.     

Environmental Management Systems at the Industrial Park Level in China

Environmental management systems (EMSs), such as International Organization for Standardization (ISO) 14001, can be used as a tool in China by industrial park managers to improve their environmental performance. This article uses the case of the Dalian Economic and Technological Development Zone (DETDZ) to show how to establish a comprehensive environmental management system (CEMS) according to the ISO 14001 standard at the industrial park level by considering local realities. The particularly interesting feature of this case study is the use of a CEMS (in this case, ISO 14001) by the administrative group of the DETDZ to develop a more comprehensive approach to the wide range of environmental issues that they face in running the zone. In essence the goal is to address many of the issues at the level of the zone. The incentives, benefits, and barriers associated with implementing ISO 14001 are described. However, implementation of an EMS should not be thought of as the ultimate objective for an industrial parks environmental management. The next steps include encouraging further public participation and taking an integrated approach leading to an industrial ecosystem, which can realize better environmental performance at the industrial park level.
