探索环境经济政策的新举措——建立环境污染责任保险制度

随着环境污染事故的不断发生和公众环境保护意识的日益增强,环境污染责任保险制度在西方主要发达国家已经有了长足的发展,并且建立了一整套完善而严密的制度体系。与此相比,我国在该领域则处于起步状态,至今尚未全面建立实质意义上的环境污染责任保险制度。本文以实施环境污染责任保险的意义为基础,对我国环境污染责任保险制度现状及存在的问题进行了剖析,并提出了若干对策建议,以期推动我国环境污染责任保险制度的发展。

针对油气田建设项目的具体情况,对油气田建设项目施工期主要环境影响,包括钻井作业、输气站及输气管道建设工程中的主要环境影响进行了分析,从施工期的污染防治措施监理、生态保护措施监理、环境保护设施监理几个方面对施工期环境监理的主要内容进行了探讨。     

Relation between management's behavioural intentions toward the environment and environmental actions

Drawing on Ajzen's Theory of Planned Behaviour, this paper analyses whether there is a relation between management's behavioural intentions toward an environmental problem and the company's specific actions in this area, and also considers the impact of the company size on these actions. For the data, a questionnaire was sent to 184 managers employed in industrial companies located in Spain which belonged to the automobile industry. The empirical analysis produces positive and significant regression coefficients and provides support for the hypotheses proposed. Specifically, the results show that the environmental actions carried out in the company respond at least in part to management's behavioural intentions toward these issues and the size of the firm.

全球环境变化对土壤生态系统有机碳库的影响是当前研究的热点。本文综述了大气CO2浓度升高、温度上升、氮沉降等环境因素变化对土壤有机碳输入与土壤呼吸可能的影响,介绍了关于全球环境变化对土壤有机碳库影响的研究手段及其存在的问题,并就今后研究土壤有机碳对全球变化的响应提出了几点建议。     

Corynebacterium glutamicum as an indicator for environmental cobalt and silver stress–A proteome analysis

Cobalt and silver are toxic for cells, but mechanisms of this toxicity are largely unknown. Analysis of Corynebacterium glutamicum proteome from cells grown in control and cobalt or silver enriched media was performed by two dimensional gel electrophoresis (2DE) followed by mass spectrometry. Our results indicate that the cell adapted to cobalt stress by inducing five defense mechanisms: Scavenging of free radicals, promotion of the generation of energy, reparation of DNA, reparation and biogenesis of Fe-S cluster proteins and supporting and reparation of cell wall. In response to the detoxification of Ag⁺ many proteins were up-regulated, which involved reparation of damaged DNA, minimizing the toxic effect of reactive oxygen species (ROS) and energy generation. Overexpression of proteins involved in cell wall biosynthesis (1,4-alpha-glucan branching enzyme and nucleoside-diphosphate-sugar epimerase) upon cobalt stress and induction of proteins involved in energy metabolism (2-methylcitrate dehydratase and 1, 2-methylcitrate synthase) upon silver demonstrate the potential of these enzymes as biomarkers of sub-lethal Ag⁺ and Co toxicity.     

Coalition of injustice? Bodies,business, and the biosphere in struggles against unwanted land uses

Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice.     

南美环保与社区事务策略——以厄瓜多尔项目为例

以南美厄瓜多尔项目为例,分析在新的转型石油服务合同模式下,海外项目在环保和社区事务上面临的风险,包括环保许可审批时间长、历史污染处理、保护区内新区块开发审批难、社区补偿和社区冲突等问题。厄瓜多尔项目采用项目管理方法加强环保许可审批,借助审计契机划清历史污染责任,利用合同承诺解决保护区内作业难题,通过与政府沟通、利用政府力量推动工作开展,用法律武器解决社区问题,为项目持续稳定发展奠定基础。     

1990-2009年中国省际环境污染综合评价

本文以中国省级经济单元为分析对象,以环境污染为研究中心,基于"纵横向"拉开档次法的动态综合评价原理,通过构建具有"三维"特征的环境污染动态综合评价模型,计算了各省1990-2009年的环境污染综合指数,研究了影响环境污染变动的决定因素。结论认为,在样本考察期内,污染物排放最少(即环境质量最好)的省份依次为:青海、天津、北京、宁夏、新疆、甘肃、上海、吉林、福建、云南,这10个省份的环境污染综合指数都在1.50以下;要完成"十二五"主要污染物排放比2010年下降8%的减排目标,四川、河北、山东、辽宁、山西、江苏、河南、广东、湖南、广西是重点监控省份。分地区看,西部地区环境污染最小,依次为中部和东部。污染物排放变动的影响因素分析表明,提高经济发展水平、增加污染治理投资、加强企业环境管制能力对降低污染物排放具有一定的积极作用,第二产业所占比重、国有及国有控股工业所占比重及煤炭消费所占比重增加具有显著增加污染物排放的作用,外资进入对环境污染有一定的影响。据此提出了优化环境质量的对策建议。
