Africa faces enormous food security challenges. Most commentators agree that, despite the complexities of food insecurity, there will have to be increases in food production from existing agricultural land. Most, too, are pessimistic about the future, judging likelihood of success on the basis of past performance of modern agricultural development. Sustainable agriculture, though, offers new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Africa either has in abundance or that can be regenerated at low financial cost.This paper sets out an assets-based model of agricultural systems, together with a typology of eight improvements that are currently in use in sustainable agriculture projects. In the 45 projects/initiatives spread across 17 countries that are investigated, some 730,000 households have substantially improved food production and household food security. In 95% of the projects where yield increases were the aim, cereal yields have improved by 50–100%. Total farm food production has increased in all. The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future.This analysis indicates that sustainable agriculture can deliver large increases in food production in Africa. But spreading these to much larger numbers of farm households will not be easy. It will require substantial policy, institutional and professional reform.  相似文献

The study was conducted to assess the potential of Norwegian agricultural ecosystems to sequester carbon (C) based on the data from some long-term agronomic and land use experiments. The total emission of CO2 in Norway in 1998 was 41.4 million metric ton (MMT), of which agriculture contributed only 0.157 MMT, or <0.4% of the total emissions. With regards to methane (CH4) and nitrous oxide (N2O) gases, however, agricultural activities contributed 32.5% and 51.3% of their respective emissions in Norway. The soil organic carbon (SOC) losses associated with accelerated soil erosion in Norway are estimated at 0.475 MMTC yr–1. Land use changes and soil/crop management practices with potential for SOC sequestration include conservation tillage methods, judicious use of fertilizers and manures, use of crop residues, diverse crop rotations, and erosion control measures. The potential for SOC sequestration is 0.146 MMTC yr–1 for adopting conservation tillage, 0.011–0.035 MMTC yr–1 for crop residue management, 0.026 MMTC yr–1 for judicious use of mineral fertilizer, 0.016–0.135 MMTC yr–1 for manure application, and 0.036 MMTC yr–1 for adopting crop rotations. The overall potential of these practices for SOC sequestration ranges from 0.591 to 1.022 MMTC yr–1 with an average value of 0.806 MMTC yr–1. Of the total potential, 59% is due to adoption of erosion control measures, 5.8% to restoration of peat lands, 21% to conversion to conservation tillage and residue management, and 14% to adoption of improved cropping systems. The Guanabara Bay basin, SE Brazil, is shown as an experimental site to evaluate development and sustainability in coastal areas. We developed a Driver–Pressure–State–Impact–Response (DPSIR) framework in a practical context to integrate natural and socio-economic indicators. Sustainability reflects public policies towards the utilization of natural resources. Cost-benefit analysis (CBA) included in DPSIR evaluates losses and benefits resulting from such policies. CBA has some limitations due to the difficulty of valuating environmental goods and services. Instead of valuating them we propose to combine sustainability indicators and defensive expenditures for the implementation of public policies. This approach agrees with the environmental conservation paradigm implicit in sustainable development. It allows an estimation of the physical natural capital depreciation (PNCD), by using it to correct the gross domestic product (GDP) of the study area, and demonstrating the present non-sustainable characteristics of the current policies applied to the area.  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. In the long-term, community-based institutions will prove to be a foundation of SHD and participatory democracy.  相似文献

Agroforestry – the traditional practice of growing trees on farms for the benefit of the farm family and for the environment – was brought from the realm of indigenous knowledge into the forefront of agricultural research less than two decades ago. It was promoted widely as a sustainability-enhancing practice that combines the best attributes of forestry and agriculture. Based on principles of natural resource management and process-oriented research, agroforestry is now recognized as an applied science, that is instrumental in assuring food security, reducing poverty and enhancing ecosystem resilience at the scale of thousands of smallholder farmers in the tropics.Trees on farms provide both products and services: they yield food, fuelwood, fodder, timber and medicines, which farm families can use at home or take to market to bring in much-needed cash; they replenish organic matter and nutrient levels in soils and they help control erosion and conserve water. The International Centre for Research in Agroforestry, and its partners, are working to integrate the functions of trees with policy and institutional improvements that aim at facilitating wide-scale adoption by farmers.Two examples described in this paper are replenishing soil fertility in sub-Saharan Africa using short-term improved tree and shrub fallows and the results of agroforestry research to support significant land tenure policy in southeast Asia.Although just one option in sustainable land-use, science-based agroforestry has the potential to produce economically, socially and environmentally sound results for the billions of people who depend on this ancient practice and modern science.  相似文献

This paper deals with the various factors that condition underdevelopment in the world. It suggests some alternatives and points out the potential opportunities that both the developed and the underdeveloped world will have in the coming years to change the gloomy prospects that we see today. The present paper outlines the trends in historical priorities in development, changing as they pass from economic development to social development to ecological conservation – the three pillars of Sustainable Development.The paper analyses the importance of geography, a very relevant and often neglected conditioning factor. Also, it analyses the role of socio-economic conditioning factors like political immaturity, demographics, land ownership and external debt.Furthermore, the current opportunities for economic take-off are presented, from cash surpluses to low interest rates, from natural resource management to tourism or migration, from the Information Revolution to liberalisation of agricultural markets. Current obstacles are also analysed. The critical issue of China's modernization is whether it can free itself from the traditional modernization plan based on the relatively abundant natural capital, and innovatively create a developmental model of a large country under the scarcity of natural capital. This is why China is so keen on circular economy and economical use of resources. Focused on this issue, this paper summarizes the theoretical elements of the development under the scarcity of natural capital, points out that Plan C is the strategic choice for China's future development, emphasizes that China needs to enhance the new industrialization, new urbanization and new modernization based on the restriction of natural capital, and discusses the technological and mechanistic support required to realize the development under the scarcity of natural capital.  相似文献

Human breast milk samples collected in 2007–2008 from four countries, Vietnam (Hanoi), China (Beijing), Korea (Seoul) and Japan (Sendai, Kyoto and Takayama), were analyzed for persistent organic pollutants (POPs) such as dichlorodiphenyltrichloroethane and its metabolites (DDTs), chlordane-related compounds (CHLs), hexachlorocyclohexanes (HCHs), hexachlorobenzene (HCB), polychlorinated biphenyls (PCBs) and polybrominated diphenyl ethers (PBDEs). Comparing with previous surveys, the present study indicates that the DDTs in breast milk from China and Vietnam had gradually decreased during the last decade, but were still 5–10 times higher than those in other nations. The ratios of p,p′-DDE/p,p′-DDT and o,p′-DDT/p,p′-DDT were higher in Beijing than in the other countries, suggesting that there is less fresh intake of commercial DDT products and a possible exposure to dicofol in China. CHL and PCB levels were relatively higher in mothers from Japan, whereas β-HCH and HCB were more common in Chinese women. In Japan, it is suspected that mothers in the urban/coastal area (Sendai) were more continuously exposed to organochlorine pesticides (OCPs) than mothers in the rural/inland area (Takayama). In addition, OCP levels in primiparae were significantly higher than those in multiparae from Japan and Korea. These indicate that both parity and regional factors are major determinants of the levels of OCPs and PCBs in human milk. On the other hand, higher concentrations of PBDEs were observed in mothers' milk from Korea. The congener was dominated by BDE-47 (43–54%), followed by BDE-153 (23–33%) in all regions except for Beijing where BDE-28 (23%) was relatively abundant. In Japanese breast milk, regional and parity-dependent distributions were not observed for PBDEs. Among PBDE congeners, age-dependency was observed for BDE-153, which was negatively correlated (p < 0.05) to the age of mothers in Kyoto (17 participants were housewives), while it increased with age in Sendai (10 participants were clerks). No such correlation was seen for BDE-47, indicating that BDE-47 was ingested and assimilated via different kinetics or routes from BDE-153 in Japan.  相似文献

As the world economy ‘globalizes’, trade has become a major mechanism by which much of the human population supports its needs. While trade in resource commodities (natural income) can increase the well-being of people in both exporting and importing countries, it can also lead to depletion of natural capital and the loss of ecosystems integrity. In recent years, various researchers have attempted to address this problem using a consumption-based perspective on ecological change. Their work shows that the loss of ecosystem integrity in almost any region of the world can be attributed to both local and international consumer demand. This paper illustrates the utility of modified eco-footprint analysis in assessing export-related ecological change in Costa Rica. We quantify ecological footprint of consumers around the world on the productive ecosystems of Costa Rica, document the changing character of this footprint and highlight some of the linkages between production for export in Costa Rica and ecological degradation. We then discuss the implications of the increasing trade-based entanglement of nations for ecosystems and global sustainability.  相似文献

城市是社会、经济与环境相互作用最为集中与深刻的区域,随着城市环境问题的日益严重,城市可持续发展成为共同关注的焦点。自然资本在可持续发展体系中起到关键的作用,因此,识别城市系统的关键自然资本是实现城市可持续发展的前提。通过分析城市绿色空间的生态服务功能,结果表明绿色空间是影响城市可持续发展的重要的自然资本。在此基础上,提出了通过保护与投资于绿色空间两种途径实现城市可持续发展的措施与建议。  相似文献

It can be stated in general that (with the exception of agriculture) the Hungarian economy, because of its outdated technologies, is a bigger threat to the environment than countries of Western Europe. However, as the volume of economic output, per capita consumption and the number of motor vehicles is considerably lower than those in more advanced industrial nations, by most indicators low per capita figures put Hungary in a better position. Still, we must remember that the EU's environmental policy puts heavy emphasis on the efficient utilization of resources and environmental efficiency, calculated against pollution generated in the course of creating units of national wealth and the amount of energy and natural resources required to it. By these standards, Hungary lags far behind the West European model.The problem is compounded by the fact that, while nations of Western Europe had created environmental infrastructure (i.e., wastewater disposal and treatment, waste management) in an earlier phase of their economic development, Hungary is only now embarking on a similar project. Indeed, the existing gap between utility services of drinking water and sewage disposal and treatment, and large amounts of untreated and illegally dumped waste lead to serious environmental damage. Although the state of the country's natural environment is considered satisfactory, factors outlined above indicate there are many responsibilities ahead of us if we are to meet western environmental standards.  相似文献

High natural radiation areas in the coastal and peninsular India were studied for airborne thorium and resultant population exposure due to inhalation. Four locations covering three states viz., Ayiramthengu and Neendakara in Kerala, Kudiraimozhi in Tamil Nadu and Bhimilipatnam in Andhra Pradesh were investigated. External gamma radiation fields 1 m above the monazite ore bodies ranged from 200 to 3000 nGy h-1. Soil samples showed 232Th specific activity varying from 0·1 to 1·5 Bq g-1 with surface alpha activity in the range of 1·0–12·5 Bq cm-2. Suspended particulates in the samples ranged from 60–140 μg m-3 with 232Th showing a wider variation of <0·03–0·3 mBq m-3. There was poor correlation between suspended particulates and long-lived alpha airborne activity . The resuspension factors for 232Th were in the range of 1·5×10-8–7·9×10-7 cm-1. Higher resuspension was correlated with dry sand dunes. The upper limits for Committed Effective Dose (CED) due to inhalation of airborne 232Th at the respective high natural radiation areas were estimated to range from 50±30 to 300±130 μSv (5–30 mrem) per year per adult member of public assuming an activity median aerodynamic diameter of 1 μm for the airborne particulates.  相似文献

自然资本的分类测度和分区管理是可持续发展领域的核心议题。文章基于改进后的三维生态足迹模型,分析了2008—2017年宁夏及其各地级市自然资本利用的时空演变特征,并运用偏最小二乘法揭示了自然资本利用演变的驱动机制,旨在为生态脆弱区自然资本的可持续利用、社会经济的协调发展和生态文明建设提供参考。结果显示:①10年来宁夏人均生态足迹以年均5.01%的速率从3.146 hm2增至4.564 hm2,人均生态承载力相对稳定,人均生态赤字由2.462 hm2扩大至3.839 hm2,自然资本的供需矛盾愈加尖锐;市域尺度上,除固原市外其他各市生态赤字明显,总体上呈由南向北递增趋势。②足迹深度和足迹广度表明流量资本已无法满足需求,对存量资本的消耗成为社会经济发展的常态;市域尺度上,足迹深度呈“北高南低”的分布特征,而足迹广度的空间分布与其相反,二者存在显著的地域互补性。③从地类组分构成来看,林地、草地和水域是全区存量资本消耗的主要方式,耕地尚处于流量资本占用状态,建筑用地已过渡为存量资本;市域尺度上,自然资本利用的可持续性呈“南强北弱”格局,各地类间自然资本利用差异显著。④偏最小二乘回归模型揭示能源消耗、社会消费、经济发展和资源禀赋条件是影响宁夏自然资本利用的显著因素,而人口规模、对外贸易、生态建设、科技进步和产业结构演化对自然资本利用的影响程度较轻;市域尺度上自然资本利用的驱动力差异显著。最后,基于自然资本利用空间分异特征,从供需视角提出了自然资本可持续利用的对策建议和优化路径。  相似文献

This study proposes and empirically tests a framework that integrates the concepts of community resilience and social–ecological system (SES) resilience through community forestry case studies. The framework provides a possible approach for assessing community resilience based on the development and allocation of socio-cultural, economic, and natural capital of individual households within a given forest community. Furthermore, aspects of SES resilience and system dynamics are used to define the potential state thresholds of community resilience. This exploratory attempt to quantify community resilience, using the proposed framework, aims to advance understanding of the conceptual overlaps of SES and community resilience as applied to forestry management. We consider community forestry groups as SES examples in which the community is an important stakeholder in managing natural forest capital. We selected pioneer communities under the community-based forest management (CBFM) Program in the Philippines as our case studies. We found that, on average, CBFM group members demonstrated moderate levels of resilience according to their acquired levels of capital. Although economic capital remained the weakest capital, the CBFM program had a positive effect in increasing the socio-cultural and natural capital of an entire community.  相似文献

Can development occur without running down natural resources in an unsustainable way? The concept of natural capital offers a way for those with divergent views (ecologists and economists for example) to discuss this difficult question. Four aspects are examined in detail. First, the role of institutions in facilitating sustainable development is discussed, with examples from forestry. Then examples from (eco)tourism illustrate the potential – and limits – of applicability of the concept. Measurement issues for natural capital are then considered in detail. Finally, the concept is applied to agricultural strategy in fragile lands, where the tradeoff between the environment and development is likely to be most severe. This paper looks at the rainfall and streamflow patterns over two distinct time periods, i.e., 1950–1970 and 1971–1991 within the two most prominent catchments in the Volta river system – White Volta and the Oti basins. The first period (1950–1970) represents relatively vegetated catchments and low population whilst the latter (1971–1990) represents intense land use practices resulting from increased population that have severely degraded the environment. These two catchments are among the most significant contributors to the Volta lake. The Volta lake, which was formed between 1962 and 1966 in Ghana and created primarily for hydroelectric power generation, will probably be one of the greatest man-made lakes for a long time. It produces 912MW of electricity at its maximum operating capacity. Recently, there have been declines in the lake levels resulting most probably from inadequate rainfall and/or runoff from the river catchments that feed the lake. Comparisons of runoffs for the two time periods show reductions in mean streamflows of 32.5% at Saboba on the Oti and 23.1% at Nawuni on the White Volta.  相似文献
