城市环境总体规划中的布局问题研究——以北京市丰台区为例

城市环境总体规划是对城市中长期环境管理的综合安排,是环境保护基础性的规划,其核心问题在于规模、结构和布局,即从城市环境、资源与生态约束角度为社会经济发展规划、城市总体规划与土地利用规划提出限制(环境、资源与生态红线),从环境承载力与发展生态适宜性分区角度为城市发展规划提出发展适度规模、结构与布局。在城市"多规融合"的实践过程中,城市环境总体规划,作为政府综合决策的重要支撑之一,可以为其他的规划编制提供约束条件以及土地供给能力测算值,使得各规划间能够相互支撑、相互融合,因此有必要先行。本文以北京市丰台区环境总体规划为例,从布局角度出发,基于区域土地资源供给能力对丰台区进行土地生态适宜性评价,并得到土地生态适宜性区划图,从而提出丰台区城市总体规划与土地利用规划的限制条件,为城市环境总体规划先行提供科学依据。

Strengthening business with a new vision at avery dennison

This article presents a case study regarding initiatives, apparent failures, and successes that the Avery Dennison Materials Group organization encountered over the last five years in creating and sustaining environmental awareness throughout its organization. This awareness encompasses considerations thought to position the organization to compete against the core elements proposed within the ISO 14001 environmental management system protocol. While Avery Dennison's Materials Group has undertaken many initiatives which strive to achieve business integration, this article focuses primarily on three environmental management systems believed to be the foundation for a manufacturing or service organization—a foundation built on sustainable compliance, incorporation of quality management concepts, and the fulfillment of environmental performance expectations driven by the community at large. Those three programs are (1) an Environmental Stewardship Policy with specific environmental operating principles, (2) Environmental Control Instructions (ECIs), which establish accountability for proper operation, and (3) an Environmental Management System Assessment similar to the Global Environmental Management Initiatives (GEMI) environmental self-assessment tool. These cornerstones provide a basis for the construction of a management program pyramid, the top of which results in a quality process for making effective business decisions by integrating core environmental operating principles.

The computers and electronics industry alternative system of environmental protection: A new pilot program

New systems approaches by the U.S. Environmental Protection Agency (EPA) have attempted to prevent and limit environmental damages through multimedia management of resources, energy, and environmental impacts, while engaging communities, environmental groups, facilities, industries, states, and local agencies. Collectively these diverse interests have begun to partner with corporate management to work toward a shared vision of how multimedia management and multistakeholder participation can best evolve in concert with environmental management system approaches. This article analyzes one industry-specific program under the Common Sense Initiative, called an Alternative System of Environmental Protection (ASEP) for the Computers and Electronics Subcommittee. The significance of this working group's attempt to increase regulatory flexibility lies in its collective establishment of an alternative regulatory framework for an entire industry. Contrary to many other EPA single-facility pilot programs, this method cuts across the entire computer and electronics industry. The group hopes to achieve sector-wide regulatory improvements through a process providing funding for shared research, dynamic feedback, and technical assistance, while engaging in multistakeholder relationships with communities, workers, local governmental agencies, and other stakeholders.     

城市环境总体规划的空间管控体系研究——以贵阳城市环境总体规划为例

环境空间管控和环境空间规划是我国城市空间规划体系中的短板,我国亟需建立起一套城市环境空间管控体系,来参与城市空间规划体系的建立,进而彻底扭转城市环境污染被动治理的尴尬局面。构建覆盖城市各领域的环境空间管控体系是城市环境总体规划的主要任务。本文梳理了我国环境空间管控发展现状和问题,从城市环境总体规划的角度,在城市层面构建了由环境功能区划、以生态保护红线为核心的严格管控区以及环境承载调控等手段组成的环境空间管控体系,并以贵阳城市环境总体规划为案例,进行了环境空间管控体系的构建。最后提出了实施城市环境总体规划空间管控的政策建议,保障空间管控体系能够落地和发挥作用。     

Towards a Sustainable Urban Environmental Management Approach (SUEMA): Incorporating environmental management with Strategic Environmental Assessment (SEA)

An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. SUEMA is developed to ensure more sustainable urban environmental planning and development.

To meet the changing needs of 3M's expanding worldwide operations, its International Environmental Operations group is striving to enhance and integrate a global environmental management system. When well-designed, such systems not only can function to guarantee compliance with environmental regulations but also serve to help the company reap the benefits of going “beyond compliance.” They can also prepare facilities to meet the requirements of international standards, such as ISO 14000 or EMAS. An Environmental Management System (EMS) is a necessary step toward achieving sustainable development and gaining competitive advantage in the global marketplace. The challenge of constructing such a system can seem daunting to a multinational company confronted with the spectrum of regional environmental regulations/directives and its own diversity of business and social cultures. This article describes the development and implementation of the 3M International Environmental Operations global EMS initiative.     

基于GIS油田环境监测信息管理系统的研究和应用

以大庆油田为例,通过在区域环境安全信息管理与建筑物环境安全信息管理系统中采用环境地理信息系统(EGIS),构建大庆油田环境地理信息系统(DOFESIMS),并阐述了其技术结构、数学模型、功能及功能扩展,为区域环境安全信息管理的规划与实现提供科学依据。在实现对油田环境有效管理的基础上,对大庆油田污染物排放进行了预测与分析,并将结果进行空间可视化展示,以此证明环境地理信息系统可有效解决区域环境安全的信息管理。
