As part of the right of indigenous cultures to self-determination, several international bodies have recognized and addressed the role of indigenous communities in natural resources management, including the conservation of biodiversity. In the United States, disagreements regarding the application of the federal Endangered Species Act to Native American tribes have hindered the relationship between the federal and tribal governments on endangered species recovery. Our research examines the efforts of one Native American tribe, the Nez Perce, and the United States federal government to collaborate on federal gray wolf recovery in central Idaho. We interviewed members of the Nez Perce Tribe and U.S. Fish and Wildlife Service to characterize their relationship and explore the context in which the recovery program was implemented. Respondents attributed the success of the biological aspects of wolf recovery to the robustness of the wolf as a species and to close interagency coordination at the operational level. However, differences of opinion existed between the Tribe and Service concerning program funding, policy planning, and the rights and role of the Tribe in wolf management via co-management and cooperative management regimes. Respondents from both governments noted a clear hierarchical relationship at the strategic level, where policy planning and decision-making rested with the federal government. Lessons drawn from this case study can be applied across the international spectrum to improving partnerships, particularly at the strategic level, between indigenous and non-indigenous governance structures for protecting endangered species.  相似文献

Hitherto fungi have rarely been considered in conservation biology, but this is changing as the field moves from addressing single species issues to an integrative ecosystem‐based approach. The current emphasis on biodiversity as a provider of ecosystem services throws the spotlight on the vast diversity of fungi, their crucial roles in terrestrial ecosystems, and the benefits of considering fungi in concert with animals and plants. We reviewed the role of fungi in ecosystems and composed an overview of the current state of conservation of fungi. There are 5 areas in which fungi can be readily integrated into conservation: as providers of habitats and processes important for other organisms; as indicators of desired or undesired trends in ecosystem functioning; as indicators of habitats of conservation value; as providers of powerful links between human societies and the natural world because of their value as food, medicine, and biotechnological tools; and as sources of novel tools and approaches for conservation of megadiverse organism groups. We hope conservation professionals will value the potential of fungi, engage mycologists in their work, and appreciate the crucial role of fungi in nature. We reviewed existing and planned adaptation activities of federal, tribal, state, and local governments and the private sector in the United States (U.S.) to understand what types of adaptation activities are underway across different sectors and scales throughout the country. Primary sources of review included material officially submitted for consideration in the upcoming 2013 U.S. National Climate Assessment and supplemental peer-reviewed and grey literature. Although substantial adaptation planning is occurring in various sectors, levels of government, and the private sector, few measures have been implemented and even fewer have been evaluated. Most adaptation actions to date appear to be incremental changes, not the transformational changes that may be needed in certain cases to adapt to significant changes in climate. While there appear to be no one-size-fits-all adaptations, there are similarities in approaches across scales and sectors, including mainstreaming climate considerations into existing policies and plans, and pursuing no- and low-regrets strategies. Despite the positive momentum in recent years, barriers to implementation still impede action in all sectors and across scales. The most significant barriers include lack of funding, policy and institutional constraints, and difficulty in anticipating climate change given the current state of information on change. However, the practice of adaptation can advance through learning by doing, stakeholder engagements (including “listening sessions”), and sharing of best practices. Efforts to advance adaptation across the U.S. and globally will necessitate the reduction or elimination of barriers, the enhancement of information and best practice sharing mechanisms, and the creation of comprehensive adaptation evaluation metrics.  相似文献

A learning organisation is one that not only values and encourages learning from its own experiences, but also looks beyond itself for lessons, and avoids complacency. To be a learning organisation is a key part of the safety culture of any organisation involved with major hazard processes. It facilitates learning which can reduce the risk from major accident hazards. The paper provides a learning organisation toolkit which synthesises, from various literature sources, an understanding of what a learning organisation is and how to begin to develop one within an organisation. The paper illustrates how the regulator can be a learning organisation for major hazards, using the example of HSE's offshore fire, explosion and risk assessment team.  相似文献

ABSTRACT. Estimates of peak flows, with specified return periods, are needed in practice for the design of works that affect streams in forested areas. In the province of British Columbia (B.C.), Canada, the new Forest Practices Code specifies the 100-year instantaneous peak flow (Q100) for the design of bridges and culverts for stream crossings under forest roads; and many practitioners are engaged in making such estimates. The state of the art is still quite primitive, very similar to the state of urban hydrology 30 years ago, when popular estimating techniques were used with little consideration given to their applicability. Urban hydrology then evolved on a much more scientific basis, such that within about a 10-year period, standard approaches to design were developed. Forest hydrology should follow the same pattern, at least as far as estimating design flows is concerned. Popular present day design procedures include the rational method and other empirical approaches based on rainfall data, as use of the standard flood frequency approach is limited by the paucity of relevant flow data. Estimating procedures based on peak streamflow measurements and statistics are likely to evolve, and these will include distinctions for rain, snowmelt, and rain on snow floods. Guidelines will also be developed for selecting and applying appropriate procedures for particular areas.  相似文献

The relationship of natural marsh-estuarine systems to the economic productivity of marine systems is not well understood, at least in any quantitative sense. An approach is developed for relating blue crab economic productivity on Florida's Gulf Coast to marsh availability in the area. Previous efforts have not always applied economic concepts appropriately in attempts at such quantification. The marginal value productivity of marsh is shown to vary with alternative levels of marsh and effort in the fishery. The interaction and subsequent interdependence is shown to be statistically significant. Data availability on marginal response to marsh changes poses a severe obstacle to further progress.  相似文献

Analysis tools that combine large spatial and temporal scales are necessary for efficient management of wildlife species, such as the burrowing owl (Athene cunicularia). We assessed the ability of Ripley’s K-function analysis integrated into a geographic information system (GIS) to determine changes in burrowing owl nest clustering over two years at NASA Ames Research Center. Specifically, we used these tools to detect changes in spatial and temporal nest clustering before, during, and after conducting management by mowing to maintain low vegetation height at nest burrows. We found that the scale and timing of owl nest clustering matched the scale and timing of our conservation management actions over a short time frame. While this study could not determine a causal link between mowing and nest clustering, we did find that Ripley’s K and GIS were effective in detecting owl nest clustering and show promise for future conservation uses.  相似文献

ABSTRACT: In this paper, we review recent experience with drought in south Florida, and report some results of a study of the likely agricultural economic impacts of drought. Our conclusions can be summarized as follows. (1) Whether a period of low rainfall becomes a “drought” in south Florida is determined largely by institutional factors. (2) The impacts of a drought event are dependent on the rules the Water Management District uses to manage the event. If the rules involve effective reductions in irrigation supply, the financial impacts may be large, but are sensitive to the way in which cutbacks are imposed. (3) Current drought management regulations do not appear to minimize the short-run cost of drought. (4) Current policies which seek to minimize the short-run cost of drought are inconsistent with dynamically-optimal policies.  相似文献

This article details a case study of a voluntary, decentralized institutional arrangement for nonpint source water pollution control used in the Root River watershed in southeastern Wisconsin. This watershed was chosen because of its mix of urban, agricultural, and urbanizing land uses. The project objectives were to monitor and draw conclusions about the effectiveness of a voluntary, decentralized institutional system, to specify deficiencies of the approach and suggest means to correct them, and to use the conclusions to speculate about the need for regulations regarding nonpoint source pollution control or the appropriateness of financial incentives for nonpoint source control. Institutional factors considered include diversity of land uses in the watershed, educational needs, economic conditions, personality, water quality, number of agencies involved, definition of authority, and bureaucratic requirements  相似文献

The environmentally prevalent polybrominated diphenyl ether (PBDE) #47 and polychlorinated biphenyls (PCBs) #28 and #118 were challenged for 24 hours with a novel biomass-supported Pd catalyst (Bio-Pd(0)). Analysis of the products via GC-MS revealed the Bio-Pd(0) to cause the challenged compounds to undergo stepwise dehalogenation with preferential loss of the least sterically hindered halogen atom. A mass balance for PCB #28 showed that it is degraded to three dichlorobiphenyls (33.9%), two monochlorobiphenyls (12%), and biphenyl (30.7%). The remaining mass was starting material. In contrast, while PCB #118 underwent degradation to yield five tetra- and five trichlorinated biphenyls, no less chlorinated products or biphenyl were detected, and the total mass of degraded products was 0.3%. Although the Bio-Pd(0) material was developed for treatment of PCBs, a mass balance for PBDE #47 showed that the biocatalyst could prove a potentially useful method for treatment of PBDEs. Specifically, 10% of PBDE #47 was converted to identifiable lower brominated congeners, predominantly the tribrominated PBDE #17 and the dibrominated PBDE #4, 75% remained intact, while 15% of the starting mass was unaccounted for.  相似文献
